貯存系統污染預防及申報管理計畫

The Pollution Prevention and Declaration Management Project for Storage Systems

英文摘要 The Pollution Prevention and Declaration Management Project for Storage Systems, initiated by the Environmental Management Administration (EMA), aims to strengthen monitoring, reporting, and management services for storage systems, aligning with regulatory requirements. The plan incorporates comprehensive measures to refine control mechanisms, assess current methodologies, and enhance associated support systems to mitigate pollution risks. To ensure compliance with storage system regulations, the project engaged in 100 on-site regulatory compliance guidance sessions and surveys, consolidating over 10,000 business records for the identification of anomalies, facilitating local environmental protection bureaus' oversight and management. Simultaneously, a process evaluating the suitability of environmental inspection methods for 34 listed substances was established, proposing additional methods targeting carbon numbers exceeding C40 to augment detection capabilities, complementing the current environmental inspection methods. Furthermore, an analysis of monitoring methods was conducted, leading to the exploration of domestic and international technologies for implementing internal double-layer structures within existing storage tanks. This strategic approach aims to rectify inadequacies in certain monitoring methodologies and develop statistical inventory reconciliation (SIR) methods, heightening the efficacy of leak detection and early warnings. Addressing the influx of new regulated operators, the project expanded the service and management functionalities of the existing network transmission reporting system, optimizing website user-friendliness, enhancing information security, and providing expert consultations and guidance sessions for seamless declaration procedures and compliance adherence. This project strives to fortify regulatory compliance, elevate monitoring effectiveness, and ensure sustainable management practices for storage systems, thereby contributing to environmental preservation and management excellence.
