The “Tainan City Low Carbon Sustainable and Greenhouse Gas Reduction and Adaptation Promotion Program in 2022” consists of nine major work axes and tasks, including greenhouse gas control and inventory operations, offset project applications, energy-saving and carbon reduction counseling, climate change adaptation implementation, sustainable development goal promotion, carbon footprint labeling promotion, research conferences and results presentations, establishment of a dedicated website for low-carbon adaptation and sustainable development, international participation, and assistance in dealing with green roofs and related administrative coordination.
1. Proposed the implementation plan for greenhouse gas control in the city and promoted greenhouse gas inventory operations for businesses.
This program proposed the “Tainan City Phase II Implementation Plan for Greenhouse Gas Control” and received approval from the Environment Protection Administration on March 30, 2023. It submitted the “Tainan City 2050 Net Zero Emission Pathway” as a concrete strategic plan for achieving net-zero greenhouse gas emissions. The program continuously revised the draft of the Tainan City Net Zero Sustainable City Management Autonomy Act based on feedback from various departments and held 12 public hearings and stakeholder consultations. It conducted a total of 49 inspections and counseling sessions for 35 listed entities and 14 non-listed entities. Additionally, it organized three greenhouse gas inventory orientation seminars covering greenhouse gas reduction laws, regulations, and reporting practices.
2. Promoted greenhouse gas offset projects and assisted businesses and organizations in applying for offset projects to obtain greenhouse gas reduction quotas.
Through seven cross-departmental and industry negotiation meetings, this program applied for three offset projects involving chiller units, LED streetlights, and electric buses. Before March 28, 2023, all projects obtained certificates from third-party verification companies, and the verification summary reports were submitted to the Environment Protection Administration for project registration. The program also assisted Private Deguang Catholic High School and Kun Shan University in completing their offset project applications. It conducted second-phase project monitoring, collecting monitoring data quarterly, and organized one greenhouse gas offset project promotion seminar.
3. Provided energy-saving and carbon reduction counseling for residential and commercial sectors to identify greenhouse gas reduction potentials.
This program held one "Tainan City Net Zero Counseling Group Energy-saving Promotion and Discussion Meeting" and provided six free on-site energy-saving diagnosis and counseling sessions. Among them, three sessions were conducted for social welfare organizations, aiming to achieve energy-saving and carbon reduction in the residential and commercial sectors through the collective efforts of the counseling group.
4. Proposed the implementation plan for climate change adaptation in the city.
This program compiled and updated the specific measures implemented by various departments in the eight domains of the Tainan City Climate Change Adaptation Plan. It also proposed the "Tainan City Climate Change Adaptation Implementation Plan" and the corresponding outcome report, considering the amendments to greenhouse gas reduction and management laws.
5. Promoted sustainable development goals in Tainan City.
This program assisted in consolidating the achievements related to environmentally sustainable development goals and published them on the official website. It presented the highlights of Tainan City's sustainable development implementation in 2022 and the 2022 Tainan City SDGs Voluntary Local Review (VLR) (both in Chinese and English). It conducted two training sessions to enhance understanding of sustainable development goals and organized two promotional activities. Furthermore, it produced environmental sustainability videos and five promotional items on sustainable development themes, achieving the required reach. It also assisted in the assessment and consolidation of the Environment Protection Administration's sustainable development evaluation, successfully obtaining a score of 99.
6. Promoted carbon footprint labeling.
A total of four product carbon footprint labeling promotion events or seminars were held, along with four carbon labeling promotion campaigns. A market inspection of 40 cases related to carbon labeling was conducted.
7. Organized integrated research conferences and presented results.
This program organized four research conferences or cross-departmental coordination meetings. On June 1, 2022, a press conference was held to announce the net-zero pathway for Tainan City.
8. Established a dedicated website for low-carbon adaptation and sustainable development in the city.
A dedicated website for low-carbon adaptation and sustainable development in Tainan City (in Chinese and English) was established. The website includes reporting and evaluation features for listed items, such as the "Tainan City Greenhouse Gas Control Implementation Plan," "Tainan City Climate Change Adaptation Implementation Plan," "Tainan City Sustainable Development Goals Voluntary Review Report," "Tainan City Low-Carbon Adaptation and Sustainable Development Indicators," "Tainan City Low-Carbon City Autonomy Act," and "Tainan City 2050 Net Zero Pathway." It also includes the Tainan City Greenhouse Gas Registration Platform (Tainan City Carbon Inventory Registration Platform), Tainan City Carbon Offset Information Exchange Network, Tainan City Net Zero Counseling Group information page, and Tainan City Net Zero Sustainable Business information page.
9. Promoted international participation and media outreach.
Participated in the ICLEI World Congress in May 2022 and COP27 from November 6 to 18, 2022. The voluntary review report on Tainan City's sustainable development goals was submitted to the IGES LAB, and six press releases were issued to promote the activities and themes of this program.
Regarding green roofs and administrative coordination, the Environmental Protection Bureau has subsidized approximately 19 green roof projects involving a total of 16 units over the years. To ensure the proper maintenance of subsidized green roof projects, this program conducted on-site inspections on November 17 and 18, 2022, with the participation of experts and scholars to ensure the operational status of each project.
10. The Highlights of the Implementation Plan
This project aims to assist in the development of the implementation plan for greenhouse gas control in our city, including the "Tainan City Greenhouse Gas Control Implementation Plan (Second Phase)" and the "Tainan City 2050 Net-Zero Emissions Pathway." Additionally, we will provide support through the Net-Zero Guidance Team to conduct training courses and awareness seminars on greenhouse gas inventory. We will also offer energy-saving diagnosis and counseling for businesses, along with relevant decarbonization strategies.
