廢液晶顯示器外循環液晶面板和塑膠再利用驗證計畫

中文摘要 本計畫目的係開創廢液晶顯示器外循環再利用途徑,將廢液晶顯示棄中的液晶面板、塑膠等資源利用最大化。本年度建置電子廢棄物之廢塑膠外循環機制,將回收電子廢棄物拆解下來廢塑膠,經研發改質後回新品製程製作塑膠外殼,進而完成組裝高階液晶顯示器新品。計畫分為6大部分,1.「廢塑膠材質分選及取得」,首先根據市售電視機塑膠外殼材質,設定ABS樹脂作為廢塑膠再利用標的,並規劃自電子廢棄物處理廠拆解廢家電及廢資訊設備取得;2.「廢塑膠造粒及改質」,廢塑膠會依照塑膠外殼物元件之物、化特性要求進行造粒、改質工作,以能符合後續生產料源之規格需求;3.「塑膠外殼射出成型」,研究塑膠外殼合適之模具,以再生塑膠粒為原料射出成型電視機塑膠外殼;4.「高階液晶顯示器之組裝」,將完成塑膠外殼與再生液晶面板組裝成65吋高階液晶顯示器190台進行相關測試驗證,以及5.「環境議題相關認證」,因應利用廢塑膠回收再利用回新品製程,評估減碳效益,同時取得塑膠二次料驗證;6.「廢液晶顯示器外循環廠化評估」,以國內廢棄液晶顯示器量評估實廠化規模,提高廠商投資意願,除確實完成廢液晶顯示器外循環每一步驟,並分享循環經濟達成績效。

Post consumer recycled liquid crystal panels and platics research and validation.

英文摘要 The aim of the research project is to establish up-recycling program for waste liquid crystal display (LCD). We’ll focus on waste plastic recycling from e-waste this year. The procedure is to disassemble the waste plastic from e-waste, and after modifying and improving the quality, we’ll apply recycled plastic material to the brand-new high-resolution (HR) LCD set. Six main steps have been planned in this project. Step 1: “Sorting and collecting the waste plastic”, we set “ABS” up to be the recycling target, according to the result of researching the material of the LCD set rear case. In the meantime, we plan the methods and procedures to sort and collect plastic waste from the e-waste recycler. Step 2: “Producing and modifying recycled granulated plastic”, based on properties and specifucations of the LCD set rear case, we’ll seek to create recycled granulated plastic complied with demand. Step 3: “Manufacturing the LCD set rear case via plastic injection molding”, we’ll develop mold components to manufacture rear case utilizing recycled granulated plastic. Step 4: “Assembling HR LCD sets”, we’ll assemble 190 pieces of the LCD set with a 65-inch display from recycled rear cases, LCD panels and other electronic parts to test and verify. Step 5: “The LCD set environmental certification”, after finish manufacturing, we’ll implement the environmental certification, as in, carbon reduction and the certification secondary plastic material so as to propagandize the circular economy action plan. Step 6: “Factory evaluation”, we’ll evaluate the scale of the factory for waste LCD external circulation based on recovered amount of wasted LCD.
