溫室氣體排放路徑願景評析專案工作計畫

中文摘要 2021年聯合國COP27氣候大會中為了因應氣候緊急,通過了格拉斯哥氣候決議 (Glasgow Climate Pact)。各締約方均同意本世紀全球溫升控制目標需在1.5°C以下。因此,2050年必須達到淨零排放,2030 年二氧化碳的排放量相對於2010年也應減少45%。全球淨零浪潮下,各國相繼提出淨零路徑,氣候公約也針對各國排放承諾進行全球盤點,檢視2030中程目標與部門里程碑。臺灣2050淨零路徑,涵蓋「能源轉型」、「產業轉型」、「生活轉型」、「社會轉型」等四大策略與促進轉型之「科技研發」及「氣候法制」等兩項基礎。溫室氣體低排放分析平台 (Low Emission Analysis Platform, LEAP) 為聯氣候公約淨零評估主要的模型工具之一。本計畫以該模型之技術資料庫建構為基礎,考量現行策略與國際創新減碳趨勢,評估我國2050淨零路徑之短中長程合理目標與排放差距,並藉由國際合作檢視並提出建言。本計畫主要工作成果包括:1. 研析全球盤點減緩評估與淨零轉型關鍵戰略分析我國社會經濟未來願景輪廓;2. 評析我國 2050 淨零排放路徑中程目標與部門里程碑淨零貢獻;3. 評析負排放技術與自然碳匯等關鍵戰略之未來潛力與相關基礎設施之發展。

Study on Scenario Analysis of Greenhouse Gas Emission Reduction Pathways

英文摘要 The reality of the scientifically proven climate emergency led to the adoption of the Glasgow Climate Pact during the 2021 UN COP27 climate conference in Glasgow, UK. All parties have agreed to limit global warming to 1.5°C. Therefore, net-zero greenhouse gas emissions must be achieved by 2050, and carbon dioxide emissions be reduced by 45% in 2030 relative to 2010 levels. Following this global consensus, countries will propose their net-zero pathways, while UNFCCC will carry out global stocktake to review the overall contribution of the 2030 mid-term goals and sectoral milestones. Taiwan's net-zero pathway has already planned for strategies including energy transition, green growth, and climate legislation. The Taiwan 2050 net-zero pathway covers four strategies of "energy transition", "industry transition", "lifestyle transition", and "social transition", as well as two foundations of "technology research and development" and "climate legislation" that promote transition. The Low Emission Analysis Platform (LEAP) is one of the main modeling tools used by the UNFCCC for assessing net-zero mitigations. This project is based on the construction of the technical database in LEAP model, considers current strategies, international innovations and carbon reduction trends, evaluates viable short and long-term mitigation goals and emission gaps of Taiwan’s 2050 net-zero pathway, ultimately review and propose plausible transition strategies through international cooperation dialogues. The main results and outcomes of this project include: 1. Key findings from investigating global stocktake on mitigation assessment and key strategies of net-zero transition, carry out analysis on Taiwan's social and economic projection in the future; 2. Provision of Evaluating mid-term goals under the Taiwan 2050 net-zero pathway and mitigation contributions of sectoral milestones; 3. Results in Evaluating the future potential of key strategies such as negative emission technologies and natural carbon sinks, as well as the development of relevant infrastructure.
