Since the contract was signed, the team has been working on building up and setting up the equipment that are required in the project, as well as recruiting members to enforce the team. All equipment has been successfully completed; Mobile station inspection service is a bit behind schedule, we are still working on the rest of the contract subjects.
a. From January to November of 2022, inspection rate according to motorcycle registration reached 75.65%, of which 72,039 motorcycles have been inspected; the inspection rate, according to the inspection station, reached 71.99%, of which 68,560 motorcycles have been inspected.
b. The team screen motorcycles that are due on inspection each month, and send out emission inspection notification postcards to the owners. By November of 2022, 78,454 postcards have been sent. Through the EPA database, the team screens and selects the motorcycles that have not finished inspection, then sends another notification through official letters, of which 17,823 letters have been sent, with a return inspection rate of 56.70%; 2,208 letters have been sent due to license plate recognize system detects the motorcycles have not completed inspection, the return inspection rate is 74.44%. 20,031 letters in total have been sent by November 30, 2022.
c. For remote areas with lower inspection rate, our team arrange mobile station inspection services, as well as guiding and supporting inspection stations to provide outdoor inspection services. On June 22, 2022, Jian Wei Motorcycle Repair Shop provided outdoor inspection services for 23 motorcycles next to Nanliao Harbor in Green Island with our team member’s assistant.
d. By November 30, 2022, we have provided 116 times of mobile station inspection service. We completed free inspection services for 2,152 motorcycles( 2,127 motorcycles after deducting the ones that do not follow the regulations). On average, 18 motorcycles are inspected in each service, 210 motorcycles failed the inspection, with an unqualified rate of 9.87%.
e. By the end of November, 2022, 1,485 motorcycles have been inspected during the unscheduled roadside inspections. (1,440 motorcycles after deducting the ones that do not follow the regulations). The results of the inspection shows that 105 motorcycles failed the inspection, with an unqualified rate of 7.29%. According to the EPA Regular Inspection of Motorcycle Exhaust System, from January to October , 2,105 motorcycles have been repaired and improved, including 59 two-stroke motorcycles, 2,046 four-stroke motorcycles. The reduction amount of the re-inspected motorcycles need to be calculated separately among the two-stroke and four-stroke motorcycles. The reduction rate of two-stroke motorcycles is: reduce CO 0.75 metric tons/year, NMHC 0.22 metric tons/year; for four-stroke motorcycles, reducing CO 52.54 metric tons/year, NMHC 5.51 metric tons/year.
f. In terms of permanent pollutant reduction, eliminating old Phase 1 to Phase 4 motorcycles contributes the most. The reduction amount of the re-inspected motorcycles need to be calculated separately among the two-stroke and four-stroke motorcycles. From January to November of 2022, the total amount of eliminating Phase 1 to Phase 4 of the two-stroke motorcycles is 3,071, 6,190 in total for the four-stroke ones. The estimated reduction rate of the two-stroke motorcycles are as below: reduce TSP 2.18 metric tons/year, PM10 1.60 metric tons/year, PM2.5 1.30 metric tons/year, NOx 0.60 metric tons/year, CO 22.80 metric tons/year, and NMHC 24.98 metric tons/year; as for the four-stroke ones, reduce TSP 2.30 metric tons/year, PM10 1.19 metric tons/year, PM2.5 0.88 metric tons/year, NOx 6.62 metric tons/year, CO 25.91 metric tons/year, and NMHC 28.07 metric tons/year.
g. Total number of emission inspection stations is 58. By the end of November, 2022, 343 stations have been audit checked, 74 deficiencies have been found.
h. It is required to execute single point inspection on standard gas on 58 inspection stations in Taitung County. By the end of November, 68 inspections had been conducted within the 58 stations( one station was added in Luye Township in October this year to make it 58 stations in total).
i. Complete producing 60,000 pieces of motorcycle inspection reminder tags, 30 routine inspection posters, 40,000 brochures, 20 promotional posters, 19 promotional banners, 1 standing sign, and purchasing 1,050 bottles of promotional dish soaps, 2,000 bottles of laundry detergent, 450 multi-ink pens, 200 canva bags, and 300,000 TTPush coins.
j. Promote parking and idling stops- our team picked the locations where lots of people are idling, the information has been disseminated to 110 drivers.
k. It is required to hold promotional presentations: by November 30, 2022, 10 presentations have been held with 1,116 participants in total.
l. Technological law enforcement using acoustic cameras: 70 times have been conducted by November 30, 2022.
