111年度土壤及地下水污染調查及查證工作計畫-新竹市

中文摘要 新竹市轄區之「土壤及地下水污染調查及查證工作計畫」為環保局每年重要的污染防治專案計畫,為此,新竹市環境保護局(以下簡稱環保局)為持續掌握轄內土壤及地下水污染狀況,於111年度委託富立業工程顧問股份有限公司執行「111年度土壤及地下水污染調查及查證工作計畫-新竹市」(以下簡稱本計畫),至期末報告提送前,整體工作進度執行率為100%,摘要列出各工作單元現階段成果如下: 一、地下水質監測與維護管理作業: 已完成111上下半年度監測井內外部巡查,並依原則辦理井況評估24口,完成外觀維護12口、設施修復6口、再次完井13口及異物排除6口,廢井作業5口。本計畫額外承諾執行東光段661地號O00358監測井枯水期採樣,並送實驗室分析VOCs管制項目,檢測結果顯示三氯乙烯(0.0243 mg/L)無超過監測標準。豐水期(9月)進行4口次採樣,檢測結果顯示O00358監測井三氯乙烯(0.0243 mg/L)無超過監測標準,另外O00194三氯乙烯0.137 mg/L及O00427氯乙烯0.0221 mg/L有超過管制標準,有單口井濃度回升情形,建議可再持續監測,視濃度變化再評估是否啟動應變或以例行土水計畫申請費用執行監測式自然衰減工法。本計畫亦額外承諾以 Frog-5000 攜帶型吹補濃縮裝置快篩儀器量測含氯污染物,上下半年各進行東光段 981 地號周邊 10 口次監測井檢測工作,均無檢出超過管制標準。另外污染土地關係人針對O00300 及O00066 定期監測6 年及EOS 單井注藥,土地關係人於 7 月 23 日新設 2 口注藥井(O00300 及 O00066 旁各 1 口), 8 月 4 日 O00066 及 O00300 第一次地下水採樣均低於管標,10 月 1 日執行2 口 EOS 灌注作業(190 kg/口),11 月 7 日第二次地下水採樣均低於管標。香山工業區定期監測部分,因「香山地區地下水污染源頭管理與改善應變計畫」已於111年6月完成改善應變工作及監測作業,最近一次(111年3月)TCE與1,1-DCE皆控制於管標以下,目前已由本計畫執行4處區域地下水驗證工作,驗證結果顯示4口次皆低於第二類地下水管制標準,建議辦理解除列管公告,並於解列日起算2年內,每年應進行一次地下水豐水期監測,確保地下水質濃度變化。今年度已針對東光段981地號地下水限制使用區及附近民井共23處、香山工業區地下水限制使用區及附近民井共17處,進行定期訪查及安全用水宣導。 二、解列後農地同步採樣及光電輔導作業: 本計畫配合農糧署年度「農作物污染監測管制及損害查處」執行同步採樣,111年度上半年採集11筆農地,其中2筆農地鎘作物超過限量標準,進一步分析土壤樣品顯示低於農地土壤監測標準;下半年採集11筆農地,目前作物檢測結果皆合格。而為配合「受污染土地設置太陽光電設施審查作業原則」,本年度持續盤點過去解列農地設置光電設施之意願,目前可推動名單93筆農地(24.48公頃)中,共有285 位土地所有人需確認,截至11 月30 日前,本市已有100%民眾已回覆,其中有10 筆(5.18 公頃)農地有意願,有意願設置光電設施民眾之坵塊主要位於香山區香雅段及樹下段一帶,零星位於忠孝段。目前有7 筆計1.57 公頃農地已申請設置光電設施,面積達15,683m2,預計繳回代支應費用約為1,129,871 元整。 三、污染場址巡查、管理與 GSR 查核作業: (一)污染場址巡查監督: 111 年度新竹市土壤及水下水污染調查及查證工作計畫中,針對現有控制場址進行查核分類,目前轄內10 處污染場址中,新竹油品供油服務中心(東明段13 地號) 屬A+級,東光段981-1、981-2、981-5、981-7 地號及新竹市東明段439 地號(台肥大樓旁東勢街)屬A 級,興雄工業有限公司、貝民股份有限公司香山廠屬B 級,5 處地下水限制使用地區則屬於C 級包含新竹市東光段981 地號(前台灣木材防腐股份有限公司)、仁愛段920 地號(香山F010 監測井)、仁愛段809 地號(香山W103-1 監測井)、仁愛段731 地號(香山W104-1 監測井)、仁愛段832-2 地號(香山區W9912 監測井)。其中新竹市東光段981-1、981-2、981-5、981-7 地號,因陳情案較多從9 月開始由B 級調整為A 級,截至111 年11 月11 日前已完成113 次巡查作業。 (二)場址尾氣PID 篩測及離場跟車 本計畫承諾於巡查過程中,針對污染改善場址攜帶PID 儀器(每季至少1 次),量測其空氣品質中揮發性有機氣體濃度,包含SVE 尾氣量測、廢水設備活性碳吸附後尾氣、開挖區周界空氣品質,並將量測結果記錄於場址巡查作業記錄表單中,評估場址次污染防治是否符合場址計畫書所訂定之標準。每月針對離場作業跟車至收受端以確定無惡意棄置污染土壤之虞。 (三)綠色永續型整治最佳管理措施檢核程序 本計畫已擇定 GSR分數最高的新竹油品供油服務中心(東明段13 地號)作為指標性場址,於111 年3 月28 日完成「污染場址最佳管理措施場址檢核表」書面審查及6 月29 日完成「污染場址最佳管理措施場址檢核」現場查核。 四、污染場址改善驗證作業 本計畫已完成3處污染場址-全國新竹加油站、興雄工業有限公司及香山四處限制使用區域(仁愛段731地號、809地號、832-2地號、920地號)之驗證作業,其中全國新竹加油站驗證屬於場址第二次驗證,故相關驗證費用將由污染行為人全國公司支付,於111年4月26日執行土壤污染驗證作業完成,6點次土壤查證點位之TPH濃度皆低於土壤污染管制標準,已解除列管;興雄工業有限公司於111年3月24日實際執行土壤污染驗證作業完成,發現仍有土壤重金屬污染濃度超過管制標準,已於111年6月23日轉公告為控制場址;香山四處限制使用區域於111年9月26日實際執行地下水污染驗證作業完成,顯示VOCs皆低於第二類地下水污染管制標準。東光段981-1、981-2、981-5、981-7地號於111年11月28日至29日執行驗證作業。 五、地下儲槽系統輔導、調查與管制管理作業: 新竹市轄區內共39家地下儲槽系統,本計畫協助環保局已完成111年1月份、5月份及9月份地下儲槽系統申報審查工作,申報率及審查率均達100 %。審查時若發現申報資料有缺失,則立即以電訪方式要求業者說明或更正,均已追蹤完成改善及補正申報資料。本計畫於111年3月15~30日完成39站法規符合度現場輔導及巡查工作,常見缺失如測漏管編號標示不清(計7家占總數29%)、每月自主監測人員未簽名(計5家)、站方基本資料或平面圖與現場不一致(計4家)、每月自主監測表單未填寫完整及簽名(計3家)、站方網路申報資料與現場不一致(計2家)、加油機底部油盆脫漆(計1家),111年7月底完成缺失複查作業。本計畫依據各站加油站站齡、定期申報監測資料、現場輔導查核缺失及年度查核時間等因子以權重分數進行評分,並加入潛在得分及扣分機制來平衡權重,已篩選出 5 站次進行測漏管功能測試及油氣檢測作業,檢測結果測值均低於 250 ppmV。 六、地上儲槽系統輔導查核作業: 本計畫針對轄內符合「貯存水污染防治法第33條第1項經中央主管機關公告指定物質」之地上儲槽系統及貯存容器事業,要求其填寫「貯存設施之操作維護及防污設置情形自我評量表」。並於111年3月21日~4月22日,針對貯存設施相關從業單位(含地上/地下)辦理線上法規說明會,主要議題為說「防止貯存系統污染地下水體設施及監測設備設置管理辦法」修法實施重點。本計畫於111年11月底完成轄內20家地上儲槽系統及貯存容器事業,辦理防止污染地下水體設施及監測設備法規符合度之現場查核作業,確認是否依據管理辦法規定設置防止污染設施及監測設備。另外,也針對去(110)年度現勘後有缺失者執行改善完成後複查作業。已於111年11月前完成35家次改善完成後現勘複查作業。 七、民眾陳情與緊急應變調查作業現階段成果摘要: 本計畫因應7/15新竹市O地號同步採樣稻米中鎘濃度超過限量標準,立即進行農地土壤1點次重金屬全量分析。 八、辦理土污法8、9條列管公告事業用地現階段成果摘要: 截至 111 年 12 月 6 日,共計收受 24 件次,整體備查與審查方式以現場勘查及書面審查為原則,並依據土壤及地下水污染整治法與第 8、9 條相關法規進行,並針對現勘發現具有污染潛勢之千O公司進行 5 點次土壤污染查證作業,顯示 2 點次鉛及銅超過監測標準但低於管制標準,須持續追蹤。 九、相關法規宣導與行政配合作業現階段成果摘要: 依照合約規定提供工作計畫書、品保規劃書、相關設備與辦理人員保險等事項,並將資料發文至新竹市環境保護局備查。上半年度於3月21日~111年4月22日辦理「防止貯存系統污染地下水體設施及監測設備設置管理辦法」線上法規說明會,實際參加人數為104 人。於 111 年5 月20 日、21 日已辦理一場次環境教育「種子教師」培訓2日活動,培訓對象以曾參加本局環境教育「種子教師」培訓之人員、轄內公私立幼兒園教職人員或說故事媽媽、巡守隊或有意願之一般民眾為主,共計49 人參加。於 111 年6 月30 日,已辦理第一場次光電宣導媒合會,對象為有意願之已解列農地地主及列管場址之相關人員,實際參加人數為43 人。於 111 年8 月10 日、11 日(第一梯次)及111 年8 月24 日、25 日(第二梯次),已辦理一場次(二梯次)地方環境教育宣導活動-土水夏令營,對象為全新竹市國小中高年級,實際參加人數為40 人。於 111 年9 月16 日,已辦理一場次土污法第八、九條列管事業法規宣導說明會,實際參加人數為110 人。於 111 年10 月18 日、19 日、21 日,已辦理五場次校園宣導會,對象為全新竹市轄內國小學生及幼兒園學童,實際參加人數為389 人。於 111 年11 月16 日,已辦理第二場次光電宣導媒合會,對象為有意願之已解列農地地主及列管場址之相關人員,實際參加人數為29 人。 截至 111 年11 月30 日止,系統分數為69.92 分,尚有農地污染預防及場址管理(10 分)、公告事業管理(5 分)及創新作為(15 分)尚未評分,將持續追蹤分數。截至111 年11 月30 日已協助環保局召開土壤及地下水污染場址改善推動小組會議之3 場次定期會、6 場次臨時會、21 次轄內污染場址改善計畫書(進度報告)之審查工作。

111 Annual Soil and Groundwater Pollution Investigation and Verification Work Plan-Hsinchu City

英文摘要 The overall project can be included Groundwater regular monitoring, Monitoring of groundwater restricted areas and test certification business in Dongguang and Xiangshan industrial area; Site inspection and management; Soil pollution potential investigation for storage tank system; Regular monitoring of farmland, Emergency response investigation, advocacy and administrative work. The results of each work are summarized below: 1. Groundwater pollution monitoring, investigation and well management: This year, the number of outward appearance inspections, 13 out-of-the-way maintenance operations were carried out and 5 wells for non-monitoring purposes were used to abolish, 6 wells were repaired, 13 wells were washed. During the wet season (September), 4 wells were sampled, and the test results showed that the trichlorethylene (0.0243 mg/L) in the O00358 monitoring well did not exceed the monitoring standard, and the O00194 trichlorethylene 0.137 mg/L and O00427 chloride ethylene 0.0221 mg/L If the control standard is exceeded or the concentration of a single well rises, it is recommended to continue monitoring, and then evaluate whether to initiate a response depending on the concentration change or implement a monitoring natural decay method at the cost of a routine soil and water plan application. The test result of the 2 wells at 981 the Dung-guang area show that O00300 data was much more low than control standard for Trichloroethylene compare with last year, O00066 data was much more low than control standard for 1,1-Dichloroethylene compare with last year.Frog-5000 measured trichloroethylene, dichloroethylene and vinyl chloride and other 10 monitoring wells (O00066、O00300、O00193、O00338、O00067、O00069、O00197、O00200、O00361、O00341). None of the screening tests exceeded the control standards. The land related Fengxing Company regularly monitored O00300 and O00066 for 6 years and EOS single well injection. Fengxing Company set up 2 new drug injection wells on July 23, and on August 4 The first groundwater sampling at O00066 and O00300 was lower than the control standard. On October 1, EOS injection(190 kg/well) were performed, and the second groundwater sampling on November 7 was lower than the standard.For the regular monitoring part of the Xiangshan Industrial Zone, because the "Groundwater Pollution Source Management and Improvement Plan in the Xiangshan Area" has completed the improvement and monitoring work in June 2011, the latest (March 111) TCE and 1,1-DCE They are all controlled below the control standard. At present, the plan has carried out groundwater verification work in 4 areas, and the verification results show that all 4 times are lower than the groundwater control standard.It is recommended to apply for the announcement of delisting, and within 2 years from the delisting date, groundwater monitoring should be carried out once a year during the high water season to ensure the change of groundwater quality concentration.This year, a total of 23 groundwater restricted areas and nearby private wells at No. 981 in the Dongguang Section, and 17 groundwater restricted areas and nearby private wells in the Xiangshan Industrial Zone have been conducted regular visits and publicity for safe water use. 2. This plan "Crop Pollution Monitoring Control and Investigation". In the first half of 2022, 11 farmlands were collected, of which 2 farmland cadmium crops exceeded the limit standard. Further analysis of soil samples showed that it was lower than the farmland soil monitoring Standard; in the second half of the year, 11 farmlands were collected, and the current crop test results are all qualified.In order to cooperate with the "Principles for the Review of the Installation of Solar Photovoltaic Facilities on Contaminated Lands", this year, we will continue to take stock of the willingness to install photovoltaic facilities on agricultural land in the past. Currently, there are 93 farmlands (24.48 hectares) that can be promoted, and a total of 285 land owners need to be confirmed. , As of November 30, 100% of the people in this city have responded, and 11 of them (5.18 hectares) are willing to install photoelectric facilities. Investigation and management of underground storage tank system: Gas station reporting rate was 100%, according to EPA classification principles for different frequency tracking.The inspections comprises PID/FID detection of four gas stations.Selected 5 stations (Zhengtang Gas Station, National Jingguo Gas Station, Gongyuan Gas Station, National Minsheng Road Gas Station and Jialong Gas Station) for leak detection pipe function test and oil and gas detection operations, and the test results were all lower than 250 ppmV 6. This plan is to complete the 20 above-ground storage tank systems and storage container businesses in the jurisdiction by the end of November 2022, and conduct on-site inspections on the compliance of groundwater pollution prevention facilities and monitoring equipment regulations to confirm whether the pollution prevention facilities are set up in accordance with the management regulations and monitoring equipment. Before November 2022, 35 improvements have been completed and re-inspection operations have been completed. 7. Investigation and management of above-ground storage tank systems: This plan has completed on-site inspections of 153 above-ground storage tank systems, which 38 companies have defects, and the main defects are storage tanks have no spill prevention facilities, lack of equipment to prevent omissions, etc. The remaining 88 companies have no shortages, and 27 companies have closed or less than 200 liters and do not need to be listed. 8. The concentration of cadmium in the rice in the simultaneous sampling of land numbers 674, 695, and 696 in the oo section of Hsinchu City exceeded the limit standard, and the full amount of heavy metals in the farmland soil was immediately analyzed at one point. 9. As of December 6, 2022, a total of 24 cases were received.
