111年海岸環境清潔快篩調查計畫

中文摘要 本計畫以科學方式調查全臺海岸廢棄物,透過精進日本的目視快篩技術,經由培訓與反覆驗證後,由受訓合格之調查員進行定期定點的海岸快篩監測。經由四季調查發現,估計2022 年全臺海岸線上現存總量為 955 噸,較 2021 年(1426噸)減少 33%,近三年海廢量持續減少。臺灣本島占 69%之垃圾量,外島占 31%,其中臺灣東部只占全國 5%之垃圾量,為全國海岸線最乾淨之區段。臺灣彰雲嘉南區段占全國 26%之垃圾量,為全國整體(含離島)海岸線最髒亂之區段;其次為高屏(占全國 11%)。離島所占垃圾量則為澎湖 10%、金門 14%及馬祖 7%。2022 年一至四季垃圾累積量所呈現趨勢大致相同,約一半以上的垃圾量出現在前 10%的海岸線段上,後 50%之海岸線段垃圾累積量趨於平緩,顯示垃圾集中在特定線段的狀況。污染熱區集中於本島中部彰雲嘉南四縣市,而東部之宜花東三縣市則較為乾淨。分析垃圾組成,漁業相關廢棄物占垃圾總量約七成(69%),其中發泡浮球占 27%、漁網繩索 22%、硬塑膠浮球 10%,塑膠瓶 14%,其他雜項 11%。金馬澎三離島的漁業相關廢棄物占垃圾總量約八成(67%),比臺灣本島略高。透過四季持續監測,可具體量化各海岸段污染現況,並找出海廢熱區,以利海岸權管單位有效規畫未來清理策略。

2022 The Coastal Rapid Assessment Survey and Cleanup Project

英文摘要 We conduct a rapid assessment survey in a scientific way in this project. Through improving the visual quantifying technique from Japan, we train a group of surveyors to do periodical coastal rapid assessment survey after trainings and repeat examination. Through the four seasons survey, it is estimated that the total standing stock of coastal debris of Taiwan is 955 tons. It accounted for 69% of the total volume on Taiwan Island, and the outer islands accounted for 31%. The eastern part of Taiwan only accounted for 5% of the total volume, making it the cleanest section of the coastline. Taiwan’s Changhua Yunlin Chiayi and Tainan section accounts for 26% of the total amount, which is the most polluted section of the coastline; followed by Kaohsiung Pingtung section (11%). The outlying islands account for 10% in Penghu, 14% in Kinmen and 7% in Matsu. Analyzing the composition of marine debris, fishery-relevant debris accounts for about 70% of the total garbage, of which foam buoys, fishing net ropes, hard plastic buoys and plastic bottles are the top four types of marine debris. Through continuous monitoring in four seasons, we can quantify the pollution level at each coast and identify the hot spot of marine debris, which can benefit authorities to plan effective cleanup strategy in the future.
