111-113年度廚餘多元能資源化再利用研析及評鑑計畫

中文摘要 為提升廚餘處理之資源循環效率,廚餘堆肥和生質能再利用是目前常見方式,本計畫主要工作是進行各縣市基本回收與處理量能評析,提出相關推動策略,並進行處理設施輔導,所有工作項目均順利完成,並下為重點結論: 1.對各縣市廚餘處理能力和設施完成盤點分析及提出推動建議,包含:基隆市應加快廚餘處理設施設置規劃,高雄市與臺中市應加速生質能處理設施規劃與建置;其他縣市雖因養豬飼料化仍有相當數量,導致部分設施使用率較低,仍應定期操作與落實設備保養維護,確保設施可於防疫需求狀況發生時,正常發揮設施處理功能。 2.針對10處堆肥廠輔導及破碎脫水與高效堆肥設施效能評估,經後續改善狀況複查,堆肥廠設施運作及環境設施已有明顯改善,成品品質亦已提升,雖仍有少部分堆肥廠未完成改善,則建議持續追蹤;並建議每年進行成品分析,以確保堆肥成品品質。 3.針對生質能源利用,除參考與評估各國廚餘厭氧生質能應用現況,並針對法規、推廣對象、產品利用方法和需要克服困難等,提出不同階段規劃,可作為後續施政參考以促進廚餘生質能源化之推動。 4.建議廚餘再利用方式應考量縣市特性、成品需求及低碳化之環境效益評估,以利未來處理推動方式及政策參考。

Research on bioenergy and resource recycling for Kitchen Waste and Evaluation Plan from 2022 to 2024

英文摘要 For improvement the efficiency of resource recycling for kitchen waste by composting facilities and bio-energy reuse, this project has completed all of the work items and concluded as followed: First, inventory analysis and diversified promotion recommendations for kitchen waste treatment capacity and facilities in various counties and cities in Taiwan, including: Keelung City should expedite the planning of kitchen waste treatment facilities, while Kaohsiung City and Taichung City should accelerate the planning and construction of bio-energy treatment facilities. Although, some of the facilities currently due to the pig feeding with kitchen waste and resulting in low utilization rates, regular operation and maintenance should still be implemented to ensure that composting facilities can function properly when epidemic demand arises again. Secondary, based on the consultation of 10 composting plants, and the evaluation of the efficiency of the crushing and dewatering and high-performance composting facilities, the operation and environmental conditions of the composting plant facilities were significantly improved after a follow-up improvement review, as well as the quality of the composting products. It is also recommended to the composting conducts with an annual analysis to ensure quality. Thirdly, for the bioenergy utilization, in addition to referring and evaluating the current situation of anaerobic treatment of kitchen waste in various countries, and proposing different stages of planning for regulations, promotion objects, product utilization methods and difficulties to be overcome, etc., all of the suggestions can be used as a reference for follow-up policies of the promotion plan for kitchen waste with bioenergy recycling. Finally, it is suggested that the kitchen waste resource should consider the characteristics of cities, the demand for final products and the environmental benefit such as low-carbonization, so as to facilitate the selection of future treatment methods and promotion policy references.
