Through the market surveying of container goods, collecting and summarizing the suggestions of experts and enterprises, and holding meetings on the systems of audits and management of responsible enterprises, a thorough review with adjustments on the laws concerning announcement of regulated recyclable containers and measures were also conducted. By compiling the environmental-friendly designs of container goods in Taiwan and foreign countries, the guidelines of national plastic container environmental designs were assessed and provided to the industry for reference.
In order to implement the registration, declaration and payment of relevant fees regarding responsible enterprises on the regulated recyclable containers in an honest manner, this project has identified 218 unregistered enterprises, and the sources of 208 disposable tableware enterprises, and providing the competent authority information to track down illegal unregistered enterprises, with follow-up on their registration and counseling status, while completing the amendment suggestions of the Waste Disposal Act concerning ecommerce platforms, to develop lawful grounds on their authorization.
The draft of amendments to laws and regulations, amendments to the reporting system, and policy talks on plastic board packaging material were completed, and continual support on negotiation work between the EPA and enterprises, in order to regulate plastic board packaging material as recyclable material.
With regard to the restricted container material types, the regulation of limiting the use of PVC was sustained from last year, with continuous survey on other products using PVC in Taiwan and the feasibility of alternative materials, assessing the impact of restricting the use of PVC on a broader-scale. This project also assessed the container material of cleaning supplies and lubricating oil for using single-type material, and proposed 2 major product types of containers goods adopting single-type material for their containers.
This project also completed the assessment of charging the paperboard source of paper tableware, and conducted the container body source emblem audits, providing suggestions on relevant taxing plans and site inspection results for EPA’s consideration. Meanwhile, the plastic container goods environmental design handbook was completed, and opinions exchanged between experts, scholars and business representatives to ensure the handbook’s practicability and its potential use in the future.
