111年飲用水保護區管理精進、法規檢討及綠生活安全推廣計畫

中文摘要 本計畫目標著重於檢討我國飲用水管理(含保護區)相關法規並研擬管理策略、研蒐國內外氣候變遷與飲用水安全管理規定及策略、研議飲用水綠生活及奉茶推廣活動、提升離島地區飲水機使用效率、優化及維護「飲用水全球資訊網」等。 本計畫執行成果,包括:(一)檢討我國飲用水管理相關法規,如飲用水水源水質保護區內埋葬寵物遺體之合法性、氯化鐵作為飲用水水質處理藥劑,其使用之原料若為工業副產物之適法性等進行研析;(二)研蒐國內外氣候變化的物理科學基礎資料、天災事件對水資源和水質的影響、再生水應用於飲用水水源之現況分析,並提出我國氣候變遷與飲用水水質安全管理策略;(三)研蒐國內外飲用水綠生活相關調適策略,透過設計飲用水綠生活及奉茶推廣主視覺圖卡,實際運用於辦理奉茶推廣包括1場次揹水奉茶體驗、2場次結合大型活動設攤宣導及1場次記者會增加媒體露出效益,藉以提升國人綠生活意識;(四)更新美化連江地區10台既設飲水機外觀美化貼膜、設置指示牌及物聯網計數器,並建立飲水地圖、辦理離島地區2場次提升飲水機使用效益推廣活動及1場次飲用水安全推廣說明會,以提供優質飲水環境及飲用水安全宣導達到民眾減少瓶裝水使用之目的;(五)編撰飲用水文宣資料,如3篇飲用水科普小知識、5篇飲水安全宣導推廣圖卡;(六)優化「飲用水全球資訊網」,如維護網站最新消息、活動成果照片,以及定期檢核資安管理作業,提升資訊網服務品質。

Enhancing drinking water protection area management, regulation review and green living safety promotion project 2022

英文摘要 The project goal emphasizes on the review of our national drinking water management (including the protection area)related regulations to draw up management strategies, and to carry out studies on foreign and domestic regulations and strategies related to climate change and drinking water safety management, to discuss on drinking water green living and water refill map promotional activities, to enhance offshore island area drinking water dispensers efficiency, as well as to optimize and maintain the “Global Drinking Water Information Website”. The project implementation results include: (1) to review our national drinking water management related regulations, such as the legitimacy of burying pet bodies inside the drinking water source quality protection area, the use of Ferric Chloride for drinking water quality treatment, the legitimacy of using industrial by-products as raw materials; (2) to collect and study foreign and domestic climate change related physical science basic information, the effects of natural disasters on water resources and water qualities, analysis of current situation regarding the use of reclaimed water for drinking water resource, and to bring suggestions for our national climate change and drinking water quality safety management strategies; (3) to collect and study foreign and domestic drinking water green living related adaptation strategies, through the design of drinking water green living and water refill map promotional visual cards, to be actually applied to the water refill map promotional activities, including 1 session for people to experience the delivery of water refill service by carrying the water in a backpacked container, 2 sessions in collaboration with large activity to set promotional booths and 1 session of press meeting to increase exposure of the activities on media so as to enhance people awareness of green living; (4) to renew and beautify the outer shielding graphical design for 10 sets of the existing drinking water dispensers at Lianjiang Area, to set up direction signs and IOT counters for the drinking water dispensers, as well as to draw the drinking water map and conduct 2 sessions of promotional activity at offshore areas to enhance the effectiveness in using drinking water dispensers and 1 session of drinking water safety promotion workshop, so as to provide optimized drinking water environment and to reduce the use of bottled water; (5) compilation of drinking water propaganda materials, with 3 editions of the drinking water know-how tips, and 5 editions of drinking water safety promotional graph cards, (6) to upgrade the “Global Drinking Water Information Website” such as to maintain the website with the latest news, activity result pictures, as well as to conduct periodical information safety management operation, to optimize the website service quality.
