In order to effectively integrate the achievements of air quality improvement and maintenance work, the project mainly traces the progress of the implementation of various air pollution control strategies for purpose of good air quality in Chiayi City. The implementation period of this year's project is from January 1, 2022 to December 15, 2022. Progress has been completed. The summary of the main work is as follows：
Based on the 5-year monitoring data between 2017 and 2021 in Chiayi City, the AQI>100 ratio drops from 34.8% to 20.5% (40.9% improvement rate); the AQI>100_PM2.5 ratio drops from 26.6% to 16.2% (39.2% improvement rate); the AQI>100_O3_8hr ratio drops from 8.2% to 4.4% (46.7% improvement rate). As of November 2022, the AQI>100 ratio is 13.8%, the AQI>100_PM2.5 ratio and AQI>100_O3_8hr ratio are 8.4% and 4.2%, respectively; the red alert poor air quality station days(AQI≧151) has obviously decreased from 11 days in 2021 to 4 days in 2022.
Based on TEDS 11.1 database, the annual emissions in Chiayi City are PM10-553.4 tons/y, PM2.5-224.1 tons/y, SOx-36.0 tons/y, NOx-1,088.1 tons/y, NMHC-3,951.4 tons/y, respectively. Compared with TEDS 10.1 database, the emissions have reduced by 7.4%~39.3%.
This project also assisted to analyze the achievement of the Chiayi City Air Pollution Control Plan (2020~2023). As of Nov. 2022, there are 25 permanent control measures, including 18 measures attained, 7 measures unattained (5 of them will be attained in Dec., 2 of them will be unattained due to COVID-19 pandemic or policy change). The reduction achievements/targets (achievement tatio) are as follows: PM10: 110.9 ton/ 91.9 ton (120.7%); PM2.5: 63.2 ton/ 50.1 ton (126.1%); NOx: 714.0 ton/ 471.7 ton (151.4%); SOx: 14.2 ton/ 12.3 ton (116.3%); NMHC: 243.9 ton/ 244.7 ton (99.7%).
Chiayi City adopts the policy of "internal integration and external cooperation" to respond with multi-air pollution sources. For internal integration, the project assisted to hold two sessions of “clean air promotion committee meetings” and two sessions of “work performance review meetings”; for external cooperation, the proejct participated in eight sessions of “Air Pollution Interregional Cooperation Prevention Response in Southern Taiwan”, two sessions of “Yun-Chia-Nan and Kao-Ping Exchange and Consultation Meetings” and two sessions of “Central Taiwan Regional Governance Platform-Air Pollution Protection Group Meetings” to work with central and other local governments to improve air quality together.
From January to November, a total of 74 notifications of poor air quality were implemented. Among them, the number of PM2.5 notifications reached 59 times accounted for 80%, O3-8hr reached 15 times accounted for 20%, and PM10 did not occur. The reductions are PM2.5 4.97 ton and PM10 21.34 ton, respectively.
There are 7 air quality purification areas in the city with a green area of 4.25 HA、6.8 KM, including 3 bare green areas, 2 environmental parks and 2 bicycle lanes, which all have been managed and maintained by groups or organizations, including 57% are for companies. In May and September, experts and scholars were entrusted to conduct internal inspection and evaluation. In addition, the investigation of carbon sinks in air quality purification areas was completed with 3 sites completed in 2021 and 4 sites completed in 2022. A total of 2,954 trees were measured, the carbon sinks in air quality purification areas in the city totaled 296.49 tons.
As of November, the project assisted Chongwen Elementary School to build the green wall and has been checked for validation. In order to expand the promotion, an online briefing session was held on June 14; moreover, we conducted comprehensive phone surveys to investigate the willingness of eligible candidates to apply for, and then conducted on-site counseling visits. Finally, 9 units express their willingness to set up (2 of them are under application, and 7 of them have completed on-site investigations in Oct. and Nov. and will submit application as soon as internal evaluation is confirmed).
A total of 13 air pollution prevention and protection advocacy activities have been held, including 5 propaganda are scheduled for seed lecturers. With rewarded quizzes or games to interact with the public, 3,592 people participated in. To use social media to publish knowledge about air pollution prevention and protection monthly. Currently, twenty advocacy news are released by press and media.
In 2021, the Chiayi City's annual assessment results were assessed by the EPA, Chiayi city's performance score was over 80, which was evaluated as "Excellent". Until the third season of 2022, the self-assessment of air quality improvement work performance evaluation scores 92.1, while annual evaluation scores 108.7. We also have assisted in reporting and uploading the first to third quarterly reports, monthly reports from January to September and Air Pollution Control Fund-related statistics.
