111年度花蓮縣逸散污染源稽查管制計畫

中文摘要 花蓮縣「111年度花蓮縣逸散污染源稽查管制計畫」期中報告內容摘錄說明期程自111年1月1至111年12月31日止,共歷時達12個月,由委辦單位祥威環境科技股份有限公司協助環保局辦理執行露天燃燒稽巡查作業、紙錢集中焚燒與減量宣導作業、餐飲業陳情案件處理及宣導等相關管制作業,量化執行成果請參閱量化工作進度表,統計期程配合各項數據查詢來源至111年12月底止,詳細之工作內容及成果則分述於各章節中,現將成果簡述如下。 (一) 露天燃燒管制及紙錢集中焚燒與減量宣導作業 1. 111年1月至12月份在露天燃燒管制計畫執行情形,共執行巡查41件、接獲稽查案件98件,共計139件。 2. 紙錢減量與禁止露天燃燒宣導,截至111年12月底共宣導寺廟307家次,宣導人數357人次;民眾社區18家次,宣導人數21人次;殯葬業32家次,宣導人數64人次;其它單位53家次,宣導人數197人次;共計宣導單位410家次,宣導人數639人次。寺廟巡查宣導共計255家次。 3. 以米代金推廣,推廣祭祀單位以白米替代紙錢祭拜,祭拜後之白米可自行取回或捐贈予本縣慈善/弱勢團體,以達到紙錢減量之目的,統計至111年12月底捐贈白米共計89.048公噸,換算約可減少53.428公噸紙錢焚燒量,共計削減TSP為0.189公噸,PM2.5為0.147公噸,PM10為0.167公噸,NOX為0.037公噸,CO為1.635公噸。 4. 以功代金推廣,推廣祭祀單位將祭拜時預計購買紙錢之經費直接捐贈或購買供品物資捐贈予本縣慈善/弱勢團體,以達到紙錢減量之目的,統計至111年12月底捐贈(含超商以功代金)共計530.85萬元(換算約10,617份物資),換算約可減少53.085公噸紙錢焚燒量,共計削減TSP為0.187公噸,PM2.5為0.146公噸,PM10為0.166公噸,NOX為0.037公噸,CO為1.624公噸。 5. 推廣網路祭祀,以達到「祭祀不燒金」減少空氣污染之目的,統計至111年12月底參與人數共計5,873人次,換算約可減少14.683公噸紙錢焚燒量,共計削減TSP為0.052公噸,PM2.5為0.04公噸,PM10為0.046公噸,NOX為0.01公噸,CO為0.449公噸。 6. 執行紙錢集中燒,統計至111年12月底共收運(含足百紙錢)約為44.97公噸、已設置環保金爐寺廟紙錢自行集中焚燒量約為56.731公噸,合計共約101.701公噸,共計削減TSP為0.323公噸,PM2.5為0.252公噸,PM10為0.286公噸,NOX為0.028公噸,CO為1.245公噸;另足百紙錢收運數量約為10.578公噸,換算可減燒31.735公噸紙錢,共計削減TSP為0.112公噸,PM2.5為0.087公噸,PM10為0.099公噸,NOX為0.022公噸,CO為0.971公噸。 (二) 餐飲業管制 1. 本年度除加強餐飲業稽巡查管制作業外,持續進行餐飲油煙輔導健檢團隊,針對陳情案件加強輔導、教導與宣導,以落實餐飲管制成效,111年1月至12月底共計巡查322件(311家)、宣導558人次,已提供作業型態有產生油煙污染者共114家業者改善輔導之建議,經健檢團隊輔導改善共計80家次,相當於削減THC為0.96公噸、NMHC為0.42公噸、TSP為2.55公噸、PM2.5為1.68公噸、PM10為2.45公噸(依據TEDS 11.0版推估)。 2. 於111年1月至12月重新針對東大門觀光夜市新進駐及污染源消失(停業或變更型態)之餐飲業進行普查,普查結果東大門夜市有油煙異味污染業者共計列管135家,已有135家業者安裝油煙防制設施,設置率為100%。延續110年度東大門夜市輔導管制成效,本年度持續輔導改善計畫,優先以上述與新設立之列管油煙污染級別業者為主要巡查輔導對象。
