111年度嘉義市移動污染源管制及低污染車輛推廣計畫

中文摘要 台灣因生活圈集中或過去因偏遠地區公共運輸不便,使得有機動、便捷及停車方便等特性之機車成為台灣一般民眾所依賴之交通工具。加上工商業的快速發展使得其登記數快速成長,尤其嘉義市同時具有上述兩種特性,加上地小人稠的特性,因此機車數量位居台灣各縣市之第二位。 除了中央主管單位積極的管制之外,目前嘉義市轄區內已設置44站機車排氣檢驗站提供民眾完成機車年度定檢的服務作業,除了管理機車檢驗站促使其提供良好之檢測服務及品質外,還會透過稽查、通知及宣導等方式,針對本市使用中之未定檢機車進行管制,以落實機車定期排氣檢驗及保養制度之推廣。更創全國之先驅,以環保局為機構主體,並納入全市的機車排氣定期檢驗站,率先通過TAF檢驗機構國際認證。 計畫執行進度截至12月15日止,各量化目標達成進度如下:實施機車未定檢管制如下說明:機車未定檢巡查完成稽查4,911輛次,進度達成率122.8%;路邊機車攔檢部分,計辦理22場次,攔檢機車1,260輛次,經檢驗不合格93輛次,不合格率為7.4%,進度達成率105%。移動式車牌辨識未定檢機車通知6,819輛,回覆5,724輛,回覆率為83.9%,進度達成率113.7%;傳統市場固定式車牌辨識未定檢機車通知5,734輛,回覆5,237輛,回覆率為91.3%,進度達成率114.7%;定檢通知單明信片寄發127,232件,退件數2,592件,退件率為2.04%。 為了提升機車檢驗站檢測品質及實際查核檢驗站發生的問題,因此針對轄區內機車檢驗站採取現場實車秘密查核作業。利用現場實車查核作業可調查檢驗站各項缺失改善狀況、是否有不當調修或強行維修及任意調高維修費用等違法情事發生。更透過此實車查核作業提昇檢驗站針對檢驗流程、檢驗品質等各項作業上品保品管之落實,提高檢測數據之公信力。已實施實車秘密查核62站次,計有6站次依情節輕重違反「機車排放空氣污染物檢驗站設置及管理辦法」相關作業規定。 依據行政院環境保護署「空氣品質維護區移動污染源管制措施之擬訂及審查作業說明」劃設嘉義市東(含共和)市場為空氣品質維護區,相關計畫書已於111年5月2日提送行政環境保護署審查,111年9月19日獲環保署核定為空氣品質維護區;111年9月30日本市公告東(含共和)市場為空氣品質維護區,並於112年1月1日起正式施行。管制對象:進出之二行程機車及出廠滿五年之燃油機車,逾期未完成最近一次排氣定期檢驗者。管制範圍以東(含共和)市場周邊道路內圍,不含周邊道路(和平路、吳鳳北路、民族路、光華路及公明路等)。 行政院環境保護署於111年1月14日公告「淘汰老舊機車換購電動機車溫室氣體減量獎勵辦法」,自111年起淘汰老舊機車或淘汰老舊機車換購電動機車給予補助。嘉義市111年度辦理淘汰老舊機車及換電動機車等1-12月15日累積淘汰老舊機車4,636輛,達成年度環保署核定目標8,479輛的54.68%。預估削減污染排放量為PM101.0718公噸/年、PM2.50.8148公噸/年、NOX4.4071公噸/年、NMHC21.3221公噸/年、CO 56.7485公噸/年。

2022 Mobile Source Control and Low-Pollution Vehicle Promotion Project in Chiayi City

英文摘要 Because of the concentration of living circles in Taiwan or the inconvenience of public transportation in remote areas in the past, locomotives, with unique features such as mobility, convenience, and ease of parking, have become the means of transport that ordinary people in Taiwan depend. Besides, the rapid development of industry and commerce has led to quick growth registrations. In particular, Chiayi City has both of the above characteristics and the characteristics of a small and heavy population, bringing Chiayi City to rank second among all counties in Taiwan in terms of the number of locomotives. Except for the positive control by the central competent authority, currently, Chiayi City has set up 44 locomotive exhaust inspection stations to provide people with the service of the regular annual inspection of locomotives. These locomotive exhaust inspection stations provide good inspection services and quality. They will also control the unscheduled inspection of locomotives in this city through checks, notices, and publicity to implement and promote a regular exhaust inspection and maintenance system. Chiayi City has also become a pioneer in the country, with the Environmental Protection Bureau being the main body of the city's locomotive exhaust regular inspection station. And it is the first to pass the international certification of the TAF inspection agency. As of December 15th, the implementation progress of the project and the progress of each quantitative target are as follows. Non-compliance locomotive inspection control is as follows: non-compliance locomotive inspections were 4,911 vehicles, and the progress achievement rate was 122.8%. We conducted eight roadside locomotive stop inspections, stopped, and inspected 1,260 locomotives, and 93 locomotives were unqualified after inspection. The unqualified rate was 7.4%, and the progress achievement rate was 105%. For mobile license plate recognition, we notified 6,819 locomotives, and 5,724 replied, with a reply rate of 83.9% and a progress achievement rate of 113.7%. In the traditional market, we notified 5,734 locomotives of non-scheduled inspection for fixed license plate recognition, and 5,237 locomotives replied, with a reply rate of 91.3% and a progress achievement rate of 95.8%. Besides, we sent 127,232 pieces of regular inspection notice postcards and returned 2,592pieces, and the return rate was 2.04%. We have adopted the on-site locomotive secret inspection operation for the locomotive inspection station in the jurisdiction to improve the inspection quality of the locomotive inspection station and to check the problems that occurred at the inspection station. Apply on-site locomotive inspection operations to investigate various deficiencies and improvements of shortcomings in inspection stations to check whether there are improper or forced repairs or arbitrary increases in repair costs and other violations. Through this actual locomotive inspection operation, we have improved the inspection station's implementation of quality assurance and quality control in various tasks such as inspection process and inspection quality. The credibility of inspection data has also improved. We have secretly checked locomotive inspection stations sixty-two times. And six of the stations have violated the relevant operating regulations of the "Measures for the establishment and management of inspection stations for air pollutants emitted by locomotives" based on the severity of the circumstances. The Environmental Protection Agency of the Executive Yuan issued to designate the East (including Gonghe) Market of Chiayi City as an air quality maintenance zone following the "Operation Instructions for the Formulation and Review of Mobile Pollution Source Control Measures in Air Quality Maintenance Zones." The relevant plan was submitted to the Administrative Environmental Protection Agency on May 2, 2022.It was approved by the Environmental Protection Administration as an air quality maintenance area on September 19, 2022; on September 30, 2022, the city announced that the East (including the Gonghe) market was an air quality maintenance area, and it will be officially implemented on January 1, 2023. The objects of control are the two-stroke engine locomotives and the fuel locomotives that have been out of the factory for five years, and those who have not completed the latest regular exhaust inspection within the time limit. To the East of the control area (including Gonghe), the inner perimeter of the market surrounding the market, excluding surrounding roads (Heping Road, Wufeng North Road, Minzu Road, Guanghua Road, Gongming Road, etc.). On January 14, 2022, the Environmental Protection Agency of the Executive Yuan announced the "incentive measures for greenhouse gas reduction by replacing old locomotives with electric locomotives." They have given subsidies to people who eliminate old locomotives or replace old locomotives with electric locomotives since 2022. Chiayi City has eliminated 4,636 old locomotives from January to December 15 in 2022, reaching 54.68% of the annual target of 8,479 approved by the environmental protection agency. It is estimated to reduce pollution emissions by pm101.0718 MT/year, pm2.50.8148 MT/year, nox4.4071 MT/year, nmhc21.3221MT/year, and co 56.7485 MT/year.
