111年度臺東縣空氣污染等陳情案件快速查處管制計畫

中文摘要 111年臺東縣空氣污染等陳情案件快速查處管制計畫(以下簡稱本計畫),主要依據地方環境保護機關公害陳情績效考核評比要點為執行主軸,受理民眾各類陳情案件、縮短處理時間、強化案件受理人員及現場稽查人員之專業訓練,提高政府施政滿意度,計畫執行期程自111年3月1日起至112年2月28日止,統計112年2月28日,整體進度達成率達100%,計畫執行成果摘要重點如下: 一、 執行公害陳情案件受理及管制作業 1. 配合臺東縣環境保護局公害陳情報案中心,設置專責受理單位人員,處理及管制公害陳情案件,統計至111年12月31日總計3290件,首次2473件、衍生複查817件;每日平均受理6.79件,加計衍生複查每日平均8.95件,受理項目類別環境衛生800件、空氣污染699件(含異味597件、不含異味102件)、噪音687件、廢棄物273件及水污染9件、其他5件。 2. 民眾陳情案件每日進行污染源定位、建立污染源資料庫及稽查紀錄單,並鍵入公害陳情系統及環保稽查處分管制系統(EEMS),公害陳情案件管制系統之自我考評成績:公害陳情案件平均到場處理時間1.92小時、平均鍵入處理天數(含EEMS)3.81天。 3. 每月10日前提報上月陳情案件統計、處理及分析報告。 4. 每月進行公害陳情考核指標之陳情人滿意度意見電話調查,並於次月10 日內提報調查資料予機關備查,統計至112年2月28日受理的案件中可調查共1438件,已完成調查共963件占67% 【非常滿意92.63%、滿意5.61%、尚可1.35%】,無法調查共414件占28.78%【3次無人接聽99.52%、電話錯誤0.24%、其他0.24%】。 二、 主動稽巡查作業 1. 每月至少架設8處次縮時攝影機,統計至112年2月28日共129處次,涉有違規行為人且有明確車牌(得以追查行為人事證)件數共23件,已裁罰共18件、不裁罰共5件(行為人辨識不清),總計裁罰金額共22,800元。 2. 監看臺東市東海里長沙社區之既有攝影機,統計至112年2月28日監看過程中,在4月16日查看發現1件棄置垃圾污染情形,但查無行為人,於同日入公害陳情系統,於4月22日函文給臺東林區管理處,在4月28日清除完成。 3. 協助生禽畜糞攔檢稽查,統計至112年2月28日共稽查8件,經判定非生禽畜糞而移交農業處1件、違反環保法條裁處7件,依違反廢棄物清理法第9 條第1項規定,並依第49條第2款規定裁處,合計已罰鍰42萬元(7件各罰6萬元),阻斷約65.5噸的生禽畜糞流入耕地使用。 4. 統計至112年2月28日,完成269處次巡查,而原有列管25戶資源回收個體戶,12月新增2戶資源回收個體戶,共計27戶資源回收個體戶,其中7戶已無再堆放資源回收物解除列管。 5. 本計畫完成2件異味污染物官能測定,在9月13日豐邑牧場檢測異味值為17、12月8日永泰牧場檢測異味值為12,皆為合格,未超過排放標準值。 6. 本計畫完成1件陳情案件等污染源之水質採樣檢測,在12月6日唯豪牧場放流水檢測:懸浮固體1,800 mg/L、生化需氧量868 mg/L、化學需氧量7,560 mg/L,檢測數值皆超過標準,後續依據水污染防治法進行罰鍰。 7. 已協助機關更新GIS 查報定位外業系統1 台,圖資更新至最新版。 三、 陳情案件處理品質提升 1. 已於3月1日辦理1場次專責人員教育訓練。 2. 已於分別於6月29日辦理第1場次(3小時)環保稽查處分管制系統教育訓練、9月26日辦理第2場次(2小時)環保公害糾紛處理課程教育訓練及11月3日辦理第3場次(3小時) 稽查實務及技巧教育訓練,共計8小時教育訓練。 3. 屢遭陳情及重大污染或經機關指定案件,統計112年2月28日共計22間污染源,2間僅受理登記不處理為喝霸飲料店和阿鶯雞排,依據行政程序法第173條第1項第2款規定、臺東縣政府人民陳情案件要點第12點第2項規定及環境保護機關處理公害污染陳情案件作業程序第9項規定簽呈核准僅登記不處理外,以噪音_擴音設備41件及噪音_動力機具38件為最高,主要來源營業場所的擴音設備或動力機具所產生的噪音;異味污染物_動物24件,主要來源畜牧業動物之氣味;環境衛生_水溝阻塞或污染3件。 4. 本計畫於3月17日、4月20日、5月12月、6月16日、7月12日、8月18日、9月15日、10月21日、11月18日、12月26日、1月17日、2月16日辦理12場陳情追蹤管制檢討會議,總件數172件,分別為環境衛生110件、空氣污染9件(含異味7件、不含異味2件)、噪音10件、廢棄物36件及水污染7件。 四、 配合行政院環境保護署管制考核業務 1. 依據環保署所列本計畫績效考評指標「環境執法及公害陳情處理成效」之評分標準「公害污染陳情案件平均到場處理時間」、「平均結案鍵檔時間」、「滿意度調查比率」、「滿意度調查結果」等四項為工作執行標準(總分3分)。統計至112年2月28日,績效自評得2.9分。 2. 依據環保署空氣品質維護及改善工作,執行與民眾陳情相關績效考評指標「全民綠生活-民生關注議題污染管理」之評分標準「異味屢次陳情案件輔導率」、「輔導後改善率」、「露天燃燒陳情率」及「露天燃燒陳情案件處理率」等四項為工作執行標準(總分3分),統計至 112 年 2 月 28 日 ,績效自評得2.7分。 五、 其他行政配合(含評選承諾事項) 1. 執行相關行政作業,包括製作統一服裝。 2. 統計至112年2月28日,完成提供24則臺東縣環保局新聞、臉書(FB)及TTPush推播素材。 3. 4月14日完成購買2萬元TTPUSH金幣,並用於發布TTPUSH獎徵答2則【雜草定期修剪10萬枚金幣、公害陳情報案中心10萬枚】。 4. 統計至112年2 月 28 日 ,完成輔導3間餐飲油煙業者改善或裝設防治設備。 5. 完成綠色採購2萬元。

2011 Taitung County Air Pollution and Other Petition Cases Rapid Investigation and Handling Control Plan
