110年度公有掩埋場監測及督導管理計畫(後續擴充)

中文摘要 110年度(後續擴充)主要工作項目摘要,包含: 1. 督導轄內公有掩埋場,並檢測各掩埋場環境監測及查核業務: (1). 營運場其常見缺失包含掩埋區未覆土、防止垃圾飛散隔離網損壞、現場人力不足、垃圾進場目視檢查及落地檢查頻率不足、截流溝未清理、場內暫置較多巨大廢棄物及垃圾堆置較多等問題。 (2). 縣內封閉場多作為垃圾轉運暫置使用,其缺失包含植生未定期修剪及環境未維護等問題。 (3). 掩埋場土壤各項重金屬測值,均符合土壤污染監測標準。 (4). 掩埋場地下水超過第二類地下水污染監測標準項目為氨氮、錳、鐵、總溶解固體物(TDS)、總硬度、硫酸鹽、氯鹽、總有機碳(TOC)及硝酸鹽氮等項目。 (5). 分析各場地下水各檢測項目上、下游測值濃度互有高低,且長期監測情形變化不盡相同。 (6). 比對環保署設置區域性地下水監測井測值,氨氮、鐵、錳亦皆有超過第二類地下水監測標準的情形。 (7). 虎尾掩埋場環境監測結果,地面水水質僅銅測值超過保護人體健康相關環境基準,地下水水質超過第二類地下水污染監測標準項目為氨氮、鐵、總硬度、總溶解固體物(TDS)及總有機碳(TOC);空氣品質硫化氫監測結果,符合空氣污染物排放標準。 2. 掩埋場相關業務: (1). 垃圾掩埋區、垃圾暫置區、垃圾暫置區、封閉復育區及垃圾打包區,熱顯像圖顯示受季節因素影響,於夏季時溫度有較高現象。 (2). 辦理雲林縣轄內公有廢棄物掩埋場相關操作人員教育訓練課程,藉以增加管理人員專業知識,提升掩埋場營運管理品質。 (3). 地下水監測井井中攝影結果,對監測井功能無立即影響但需修復及持續觀察變化共2口井,其餘20口井井內則是井垢、淤積、異物入侵狀況較輕微,或稍有嚴重但對監測井功能無明顯影響。 3. 雲林縣緊急打包計畫監督作業: (1). 協助口湖鄉及崙背鄉進行打包,共計打包6,027.2公噸垃圾,並進行3次打包物可燃物純度分析抽驗工作。 4. 109年雲林縣設置移動式垃圾分選場計畫-後續擴充之RDF打包作業及111年度雲林縣垃圾前處理及打包計畫監督作業: (1). 預先辦理RDF打包計畫,協助虎尾鎮進行打包,共計打包990公噸RDF。 (2). 協助斗六市垃圾打包作業,共計打包4,333.23公噸,崙背鄉垃圾打包作業,共計打包9,284.21公噸,並進行3次打包物可燃物純度分析抽驗工作。

英文摘要 Summary of main work items in 2021 Public Landfill Monitoring and Supervision Management Plan, including(Subsequent Expansion): 1. Supervise the public landfills within the jurisdiction, and inspect the environmental monitoring and inspection business of each landfill: (1). Common deficiencies in the operation site include problems such as uncovered soil in the buried area, damage to the isolation net to prevent garbage from flying away, insufficient on-site manpower, insufficient frequency of visual inspection and landing inspection of garbage entering the site, failure to clean the interception ditch, large temporary placement of huge waste and large garbage pile. (2). Most of the closed sites in the county are temporarily used as garbage transfer, and their lack includes problems such as regular pruning of vegetation and environmental maintenance. (3). The measured values of heavy metals in the soil of the landfill site all meet the soil pollution monitoring standards. (4). The items where the groundwater in the landfill exceeds the monitoring standards for groundwater pollution of Class II are ammonia nitrogen, manganese, iron, total dissolved solids (TDS), total hardness, sulfate, chloride, total organic carbon (TOC) and nitrate nitrogen. (5). The concentration of the upstream and downstream measured values of each test item of groundwater in each field of analysis is high or low, and the long-term monitoring situation changes are different. (6). Compared with the measured values of regional groundwater monitoring wells set up by the EPD, ammonia nitrogen, iron and manganese also exceeded the Category II groundwater monitoring standard. (7). According to the environmental monitoring results of Huwei landfill, only the measured value of copper in surface water quality exceeded the environmental standards related to the protection of human health, and the groundwater quality exceeded the monitoring standards for groundwater pollution of Class II, namely ammonia nitrogen, iron, total hardness, total dissolved solids (TDS) and total organic carbon (TOC). Air quality hydrogen sulfide monitoring results, in line with air pollutant emission standards. 2. Landfill related businesses: (1). Landfill area, garbage temporary area, garbage temporary area, closed rehabilitation area and garbage packing area, thermal imaging map shows that due to seasonal factors, the temperature is higher in summer. (2). Conduct education and training courses for operators of public waste landfills under the jurisdiction of Yunlin County to increase the professional knowledge of management personnel and improve the quality of landfill operation and management. (3). The photographic results of groundwater monitoring wells showed that there were 2 wells that had no immediate impact on the function of the monitoring wells but needed to be repaired and continuously observed and changed, and the remaining 20 wells had relatively mild conditions of scale, siltation and foreign body intrusion, or slightly serious but no obvious impact on the function of the monitoring wells. 3. Yunlin County Emergency Packing Plan Supervision Operation: (1). Assisted Kouhu Township and Lunbei Township to pack a total of 6,027.2 metric tons of garbage, and conducted 3 times of analysis and sampling of the purity of combustible materials of the package. 4. In 109, Yunlin County set up a mobile garbage sorting field plan - the subsequent expansion of the RDF packaging operation and the 2011 annual Yunlin County garbage pre-treatment and packaging plan supervision operation: (1). Handle the RDF packing plan in advance and assist Huwei Town to pack a total of 990 metric tons of RDF. (2). Assisted in the garbage packing operation in Douliu City, with a total of 4,333.23 metric tons, and the garbage packing operation in Lunbei Township, with a total of 9,284.21 metric tons, and carried out three random tests of the purity of the packaged combustibles.
