水污染源管制系統專案工作計畫

中文摘要 水污染源管制資料管理系統(水系統)自107年起推動改版作業,迄今已完成多項功能改版及上線,提升系統輔助管制效能、操作友善度、加強資訊安全保障。 本計畫依據法令規定、配合使用者需求以及各功能使用情形分析結果,精進系統各項申請、審查、查核、管制及統計分析功能,並提出相關改善建議,以提升管制成效。針對水污染地理資訊系統也新增污染事件圖層套疊功能,提供河川水質異常通報水污染大事紀表資料下載功能,提供相關單位統整歷史資訊,便於後續呈現應變歷程使用。 另因應許可整合政策,依據環保許可文件申請審查辦法草案規定規劃相關系統需新增調整之功能,以利後續案件管理、申請、審核、資訊公開、計費繳費、核發領證等作業辦理,同時追蹤各系統辦理情形,確保後續整合作業可順利推動。 計畫執行期間亦提供諮詢服務,同時配合許可申請及定檢申報功能移轉作業,辦理6場次審核機關種子培訓教育訓練,及協助審核機關辦理共32場次教育訓練,期讓使用者可熟悉瞭解新系統功能介面,以順利銜接相關申請及申報作業。 透過上述成果,同時落實資安防護與系統功能維護,確保資料正確性及完整性,將決策面及執行面之效能效率最大化,提升水污染防治及管制成效。

英文摘要 Since 2018, Water Pollution Sources Management System has been reviewed about its function, process and interfaces. After that, the functions were launched progressively, which improved the management efficiency, operation friendliness, and information security. In accordance with laws and regulations, with user needs and the analysis results of the use of various functions, this project improves the application, review, inspection, control and statistical analysis functions of the system. Make suggestions for improvement the control effect. For the Water Quality Protection Geographic Information System, layer nesting function has also been added, and Abnormal Water Quality Promulgation System were also added the function of downloading form of memorabilia. Besides, because the laws of pollutant permit are integrated. The related systems need to be adjusted.For the case management, application, review, information disclosure, billing and payment, issuance of certificates and other operations. Ensure that subsequent integration operations can be smoothly promoted. During the implementation of the plan, consulting services are also provided, and at the same time, it cooperates with the transfer reporting functions. Provided 6 sessions of seed users training for review agencies and assisted review agencies as instructors for 32 sessions of education and training, so that users can familiarize themselves with the new system function interface. Through the above achievements, information security protection and system function maintenance are implemented.To ensure the correctness and integrity of data, maximize the efficiency of decision and execution could be maximized, and improve the effectiveness of water pollution prevention and control.
