This plan encompasses three main components: an in-depth analysis of Kaohsiung City's historical air quality trends and emission levels, modeling exercises to assess the feasibility of attaining air quality standards within Kaohsiung City, and a comprehensive strategy development process. This strategic approach involves organizing five strategy-related meetings and one expert consultation meeting based on the modeling results, culminating in a set of strategic recommendations.
Through the utilization of the CMAQ model, which executed three scenario simulations, several noteworthy findings emerged. Even with the successful attainment of the emission reduction targets outlined in the NIP Phase II draft, it is apparent that Kaohsiung City may still fall short of meeting PM2.5 standards. To bridge this gap, additional emission reductions, both domestic and international, are deemed necessary to meet the PM2.5 secondary prevention zone objectives. Additionally, due to the titration effect, the 8-hour ozone levels may paradoxically increase, even if all local pollution sources within Kaohsiung City are eliminated. Consequently, it is imperative not only to focus on NOx emission reductions but also to reinforce VOCs reduction pathways and collaborate with neighboring regions for a concerted emissions reduction effort.
Furthermore, this initiative includes a comprehensive assessment of current and prospective air pollution reduction strategies both within Kaohsiung City and nationally. This evaluation encompasses measures brought about by the National 2050 Net Zero Plan. For PM2.5 control, it is recommended to prioritize the implementation of NIP Phase II emission reduction targets, followed by continuous reduction efforts aligned with the 2050 Net Zero Plan, to ultimately achieve the secondary prevention zone standards. As for ozone, the initial focus should be on reducing the number of ozone event days. Seasonal enhancement measures should be proposed, alongside heightened VOC reduction efforts and exploration of VOC reduction pathways from area sources and other origins.
Looking ahead, for Kaohsiung City's future endeavors in air pollution reduction, it is advisable to coordinate closely with the NIP Phase II plan and formulate action plans for various initiatives. Eight implementation recommendations have been meticulously compiled, offering a comprehensive roadmap for reference and guidance in this crucial endeavor to enhance air quality and reduce pollution levels in Kaohsiung City.
