Investigation and Verification of Soil and Groundwater Pollution in HsinChu County in 2022.
The total cost of this project is NT$ 11,716,323 with the overall project period between 2022/01/01 and 2022/12/31. As of 2022/12/09, the project has been accomplished with 100% of progress (90.68% progress actually with 9.32% of the items of the project has been reduced on 2022/11/16 due to actual planning and implementation) For the details, please refer to Chaoter1.4 in the report. The following is a summary of the current result status in this project:The management statuses of the classified sites: As of November 30th, there were a total of 14 site sites are still under control or regulatory listing, including 3 remediation sites, 9 control sites and 2 “Article 7-V” sites. According to the contract work item, the verification operations for Tsuang Hine Shock Absorber Co. and Jing Yuh Metal Industrial Co., LTD. should be completed this year. The verification operations for Tsuang Hine Shock Absorber Co. has been completed in April and the result failed. The verification operations for Jing Yuh Metal Industrial Co., LTD. could not be conducted because the company has extended the period for plan change by 18 months. In addition, further verification operations for China Chemical Pharmaceutical Co.、Formosa Oil Corporation (Hukou Southward) site、Formosa Oil Corporation (Hukou Northward) site should be conducted this year. The work for China Chemical Pharmaceutical Co.、Formosa Oil Corporation (Hukou Southward) site have been completed in July and September and the expected improvement objectives of these two sites have been achieved individually. And the recommendation of classified site abolishment was proposed after review meeting for China Chemical Pharmaceutical Co.、Formosa Oil Corporation (Hukou Southward) site, which achieved their goals of improvement. The further verification operations for Formosa Oil Corporation (Hukou Northward) site was completed this November, the review meeting will be composed next year after getting the result. The verification operation of the site of Land No. 1958, Houhuzi Subsection, Fuxing Section, Xinfeng Township, Hsinchu County was completed on November 1st, individually. And the recommendation of classified site abolishment was proposed after the further verification operations for Land No. 1958, Houhuzi Section, Fuxing Section, Xinfeng Township, Hsinchu County, which achieved their goals of improvement. The tasks in the project include: exercising regular inspection and supervision of the classified sites under the frequency of inspections, raising the improvement completion rate on schedule promptly, to undergo continuous follow-up monitoring for newly lifted sites, to assist to review and supervise the test results, to check the statuses of pollution improvement. For the details, please refer to Chapter 3 in the report. The result of groundwater monitoring in Hsinchu County: The groundwater samplings along Xiao-Li river basin, the downstream site of the illegal dumpsite in Shuikeng Yi Section, Xionglin Township, Hsinchu County, the downstream area in Bazicave Subsection, Maoerding Section, Zhubei City, Hsinchu County have been completed this year. The results show that the concentrations of NH3-N, Fe, and Mn are above Groundwater Pollution Monitoring Standards, and the results of the rest items are under groundwater quality monitoring. For the details, please refer to Chapter 4 in the report. The management statuses of the classified business: The declaration reports of 89 businesses with underground storage tank systems have been reviewed, and the articulation of documents and leakage checks in 6 businesses with underground storage tanks have been completed. Also, for the compliance confirmation of the above-ground tanks and new-built underground storage tank system and containers, 119 locations have been surveyed and their current statuses have been summarized for future reference. For the classified business under articles 8 and 9 of Soil and Groundwater Pollution Remediation Act, this project assisted in to review of documents of soil pollution assessment. For those who have anomalous declarations, a total of 3 site environment Survey and evaluation operations and 1 verification operation of Taiwan JCC(FOIL) Co., Ltd. have been conducted, all results are under groundwater quality monitoring. For the groundwater pollution verification operations of high-pollution potential areas near high-pollution potential business, the concentrations of 1,1-Dichloroethen(1,1-DCE) in three groundwater monitoring wells in Sanyang Motor Co., Ltd in HsinChu township, J00296、J00297及J00299, are above Groundwater Pollution Monitoring Standards. The groundwater sampling result in Xide Technology Co., Ltd. Third Factory was under Groundwater Pollution Monitoring Standards. For the details, please refer to Chapter 5 in the report. Investigation and verification for emergency response(A total of NT$400,000): Since 2022/01/01, 4 soil verification operations are completed, including 111-01 cases, 111-02 cases, 1 verification operation for effluent outlet downstream drainage ditch sediment quality of 111-03 cases, and verification operations of 111-04 cases. The total cost of the above tasks is NT$ 82,900. For the details, please refer to Chapter 6 in the report. Miscellaneous: For heavy metals in farmland soil combined with crop sampling pollution investigation operations, soil quality monitoring in 20 farmland mounds has been conducted with their normal monitoring results. 128 monitoring well inspections were completed in the first half of the year and 123 monitoring well inspections in the second half of the year. Also, the following tasks are completed: 9 wells for appearance maintenance, 4 wells for repairs, 3 wells for flow direction and flow velocity checked, 3 wells for elevation measured, 18 wells for internal function check, 10 wells for re-completion, 5 wells for foreign objective removal, and 5 wells for well abandoned. 95 times of on-site heavy metal in groundwater screening was executed, and the primary evaluation of the feasibility of application in the project was conducted. Three soil and groundwater pollution remediation laws and regulations briefings, 13 campus education activities, 1 seed lecturer training course, and 3 public communication campaigns were conducted. Also, monthly work reports and soil and groundwater database maintenance were accomplished to achieve the goal set by EPA, the result in perfect performance. Industrial park data application: A total of 10 industrial areas are subject to inspection and management for future reference, 1 of them, Beipu Industrial Zone, could be prevented from monitoring by HsinChu EPB’s approval, other 9 should conduct data application every February and July. The assistance of review of the completeness, correctness, and abnormality of the documents, and integration of them to provide a reference for the competent authorities when pollution occurs.
