2022 Mobile Pollution Source Control Plan
in Hsinchu County
Abstract
The registered number of motor vehicles in Hsinchu County has reached 570560, especially in the motorcycle part (including fuel motorcycles and electric motorcycles), which is up to 325282, accounting for 57% of the registered number of motor vehicles in the county. Motorcycle s bring convenience to human beings, but exhaust emissions affect health and accelerate global warming because the number increases yearly. The Department of Environmental Protection of the Hsinchu County Government commissioned the "Mobile Pollution Source Control Plan" to improve the county's air quality. It implements the regular inspection of locomotive exhaust and promotes the policy of replacing old motorcycles with low-pollution vehicles.
In this plan, we inspected 7082 motorcycles without regular inspection and 74380 ones with license plate identification to increase the regularly-run inspection rate of motorcycles in the county. After statistical analysis, we found that the proportion of motorcycles in Hsinchu County accounts for about 60%, and the regular inspection rate of two-stroke motorcycles and Phases1-3 old motorcycles is relatively low. Besides, we checked 427 old motorcycles with more than 15 years (1~4 phases) this year to strengthen the control of old motorcycles, and the unqualified rate was 11.9%. Among them, the unqualified rate and the average concentration of CO/HC of the old motorcycles in Phases 1-4 are the highest., Therefore, in the second half of the year, we will continue the regular inspection propaganda and emission control of the old motorcycles from Phase 1 to Phase 4 based on the above inspection results.
Except for the inspection work, we sent 208607 motorcycle regular inspection postcards and 60086 official letter notices (including ordinary mail and double registered mail) to remind the owner to complete the inspection on schedule this year. The regular inspection rate of motorcycles in the county reached 79.1%. After statistical analysis, we found that about 77.1% of the owners of the motorcycle samples that have completed the regular inspection would accomplish the regularly-run check on schedule (one month before and after the month of issuance) after receiving the postcard notice. About 19.4% of car owners would complete the scheduled inspection after the scheduled inspection period. 3.5% of car owners have finished scrapping.
Currently, the county sets up 89 motorcycle inspection stations with 192 motorcycle inspectors. We carried out the regular inspection of inspection stations to manage and guide the motorcycle inspection this year, and we checked to find out a total of seven motorcycle inspection stations for defects. Among the defect items, the number of inadequate stations accounted for the most, including "failure to carry out the inspection following the specified time," "failure to replace the consumables," and "failure to actively correct the wrong vehicle number." Besides, this plan sent personnel to the station in the guise of the motorcycle owner to check to understand further whether the motorcycle inspection station has any unauthorized transfer or violation of regulations. And we checked four motorcycle inspection stations (J79, J36, J85, J07) with unqualified personnel. We have imposed a fine by the administrative measures and listed this motorcycle inspection station as a primary counseling object. And we have increased the frequency of hidden inspections of onboard vehicles to improve the implementation and inspection quality of the county's motorcycle inspection station.
The Environmental Protection Administration of the Executive Yuan provides subsidies and incentives to eliminate old motorcycles to encourage people to replace old motorcycles with new ones this year. Also, the Department of Environmental Protection of the Hsinchu County Government has increased subsidies for residents of Hsinchu County to replace old ones (NTD 1,000/vehicle), buy new electric motorcycles (NTD 2,000 to 4,000/vehicle) and reward greenhouse gas reduction for the replacement of old locomotives and the purchase of electric motorcycle's incentive (NTD 2,000/vehicle). A total of 5,417 motorcycles applied for subsidies this year. Among them, 4,567 applications for subsidies to eliminate old motorcycles, 745 applications to purchase new electric motorcycles, and 105 applications to replace old ones.
As of the end of December 2021, according to the Environmental Protection Administration, 68,953 old fuel motorcycles (left the factory before the end of June 2017) were registered in Hsinchu County. The number of old fuel motorcycles registered has dropped to 60,271 through strengthening inspections of old motorcycles, official document notifications, diversified publicity, and providing subsidies to replace old motorcycles this year. The county eliminated 8,682 old motorcycles until December this year, removing 671 two-stroke and 8,011 four-stroke motorcycles.
In this year, the county reduced 48.465 tons of NMHC (non-methane hydrocarbons), 289.723 tons of CO (carbon monoxide), and 2.596 tons of PM2.5 (particulate matter) using the adjustment and improvement of unqualified motorcycles in a regular inspection and the elimination of motorcycles.
