111年度全民居家綠時尚示範暨環境生態場域評估計畫

中文摘要 本計畫藉由執行推動綠色居家、空氣品質淨化區追蹤及管理、環境綠化育苗計畫追蹤及檢討、濁水溪生態調查以及成果推動與宣傳推廣等五面向之工作項目,利用國內外文獻與現況蒐集結果研討綠色居家與城市綠化內容,並配合期中、期末報告委員建議,擬定中央與地方協作模式及目標規劃;亦透過問卷調查結果瞭解綠化政策可透過環境教育持續推動宣導,促使民眾自發性參與綠化工作。新申請基地先由地方檢核初評、經書面審核資料完整性通過後,續於二階辦理專家學者現勘,給予實際綠化建議以減少原有樹種砍伐;另亦彙整各縣市填報資料瞭解既存基地現況,為使基地維持原有綠覆面積與碳匯,建議應加強既存之空品淨化區巡查作業,掌握空品淨化區土地使用現況,並應配合綠地、樹種保留制度。辦理空品淨化區優良認養甄選辦獎活動1場次,朝向提升地方治理角色及鑑別度為主,採縣市政府初選、標竿性學習特殊貢獻基地評選,表揚認養單位之辛勞。完成6場次專家學者實地苗圃會勘暨廚餘沼液澆灌試驗,提供育苗單位培撫育與基地供需去化平衡等相關建議,提升作業成效。另本計畫亦於濁水溪西濱大橋下游出海口1樣區執行生態調查作業,調查結果顯示本次生態調查所發現之物種較過往5年來的調查多出50餘種,在中央地方協作推動的揚塵防制作為對當地生態環境有改善成效。

英文摘要 This project aims to promote five aspects of work, including promoting green homes, tracking and managing air quality purification zones, tracking and reviewing environmental greening and nursery projects, conducting an ecological survey of the Zhuoshui River, and promoting and publicizing the project's achievements. By collecting domestic and international literature and current information, discussions will be conducted on the content of green homes and urban greening. Suggestions from midterm and final report committee members will be taken into account to formulate a collaborative model and goal planning between the central and local governments.The survey results will also be used to understand how green policies can be continuously promoted and advocated through environmental education, encouraging the public to voluntarily participate in greening efforts. For newly proposed sites, a preliminary evaluation will be conducted by the local authorities, and upon passing the integrity check of the submitted documents, an on-site inspection by experts and scholars will be conducted in the second phase to provide practical greening recommendations and reduce the felling of existing tree species. In addition, information reported by each county and city will be compiled to understand the current status of existing sites. To maintain the existing green coverage and carbon sequestration of the sites, it is recommended to strengthen inspections of air quality purification zones, grasp the current land use status, and comply with green space and tree preservation regulations. One event will be held to select and award excellent adopters of air quality purification zones. The main focus will be on enhancing the role and discernibility of local governance. The selection process will involve preliminary screening by county and city governments and the selection of exemplary learning and special contribution sites to recognize the efforts of adopters. Six on-site nursery inspections and kitchen waste leachate irrigation experiments will be conducted by experts and scholars to provide relevant recommendations for nurturing and supply-demand balance in nurseries, thereby improving operational efficiency. Furthermore, an ecological survey will be conducted in the estuary downstream of the Xibu Bridge on the Zhuoshui River. The survey results show that more than 50 additional species were found compared to the surveys conducted in the past five years. The dust control measures promoted through central-local cooperation have shown improvement in the local ecological environment.
