111年度土壤及地下水污染調查及查證工作計畫-新北市
| 中文摘要 | 新北市環保局自民國93年執行土壤及地下水污染調查及查證工作計畫迄今，不斷掌握轄內土壤及地下水品質，並實施必要因應措施，自源頭杜絕污染，自管末阻絕擴散。 本計畫在地下水監測井相關工項，完成上、下半年井巡查、井體維護作業，均符合合約規範數量。地下水水質監測上，樹林工業區定期監測顯示目前主要以cis-1,2-DCE、VC的形式存在，尚未擴散至區外預警網警示範圍；瑞芳工業區建議定期監測RF-08含氯烯類濃度；新北產業園區建議定期監測WK08砷濃度；土城工業區定期監測TC02含氯烯類濃度；其他場址目前暫無特殊異狀，建議持續監測。 貯存系統工項相關，除完成地下儲槽系統業者定期申報資料審查與輔導外，亦進行6家測漏管查核，1點次土氣分析及3場次評價機制，均查無污染狀況。 業務宣導相關工項，因應疫情，以線上方式進行2場次線上宣導會，1場次實體宣導會，並配合辦理環保小局長活動。 本年度《土污法》第8、9條公告事業共計提出58件次評估調查資料，並從中擇35場次進行現場查核。 污染場址相關工項，轄內公告列管48處場址，每月每場均依分級、分類方式執行1~2次巡查作業，並協助機關更新、審查場址資料。其中於本計畫執行期間共有3處場址通過驗證作業，解除列管。 本年度需完成貯存系統法規符合查核為269家，均已執行完成。其中不符合管理辦法相關規定者共計34家。 本年度評鑑考核之創新作為工項有三：「新北環教土水主題繪本」、「貯存系統污染潛勢分級分類管理及查核作業」、「環教宣導沙畫短片」，均執行完成；鉅鋒公司phase I亦於上、下半年各執行乙次，追蹤缺失，目前缺失項目均已改善完成。 緊急應變及污染調查相關工項，本年度針對7處場址執行土水污染查證，其中3處發現污染，已公告2處。 此外，除增加監測各具污染潛勢場址，亦修繕2口監測井 (F00326及F00130)；調查2處場址周遭地下水水質，瑞芳工業區RF-08周遭3家工廠phase I；軍方場址土氣調查作業；特振地下水污染調查；1524地號土壤污染調查。 | ||

111Soil and Groundwater Pollution Survey and Verification Project - New Taipei City
| 英文摘要 | The Environmental Protection Department of New Taipei City government has implemented the ’Soil and Groundwater Investigation and Verification Project’ since 2004. It has been continuously monitoring the quality of soil and groundwater to prevent pollution from source to the end-of-pipe. This year, the groundwater monitoring and monitoring well function maintenance work has been completed. Regarding groundwater pollution, Shulin Industrial Park was measured with cis-1,2-DCE and VC, it has not spread beyond the region. There is nothing special about groundwater in other sites. Regarding the storage tank system, not only the paperwork was completed, but 6 sites were also investigated. One of them were selected for soil or groundwater pollution verification, and no illegal activities were found. A total of 4 publicity activities were handled in this year: Includes 1 entity briefing was handled. Affected by the covid-19 epidemic of the year, 2 online briefings were handled. In addition, an on-site teaching course was held. A total of 58 companies, listed under §8 or §9 of the Law of ‘Soil and Groundwater Pollution Remediation Act’, have submitted soil pollution assessment survey data to The Environmental Protection Department of New Taipei City government for review. We are continuously reviewing and selecting 35 sites to confirm the sampling operations. Regarding contaminated sites, there are 48 contaminated sites in New Taipei City currently. We conduct site inspections 1~2 times every month after we classify those sites. And we have done 3 pollution certifications in this plan. In addition, we executed phase I and found out 7 factories with high pollution potential. Then we carried out phase II and confirmed that the soil or ground water pollution concentrations in 3 of them exceeded the control standards. This year, 269 units completed the work of confirming the compliance of storage system inspection laws and regulations, among them, a total of 34 didn't comply with the relevant provisions of the management measures. In addition to increasing the monitoring of sites with potential pollution potential, 2 monitoring wells (F00326 and F00130) were also repaired; investigate the quality of groundwater around 2 sites, phase I of 3 factories around RF-08 in Reifang Industrial Park; soil gas investigation at military sites; groundwater pollution investigation of Tezhen company. | ||
