This project aims to keep up with the international chemical substances regulations and keep track of domestic handling data of toxic chemical substances (TCS) and Concerned chemical substances (CCS) in order to improve the domestic toxic and concerned chemical substances management systems. This year, by gathering the latest management information from 13 countries such as United States, European Union, and Japan, and 4 International Conventions (e.g., Stockholm Convention), this project has completed the management review of the 27 CCSs (12 explosives precursors, 5 food safety concerns chemicals, 7 drug precursors and 3 new psychoactive substances) and 36 TCSs. Additionally, for assisting the Toxic and Chemical Substances Bureau in listing 15 chemical substances (i.e., 1,4-butanediol, Lead monoxide, Calcium nitrate ,etc.) to the Concerned Chemical Substances List, adjusting the toxicity classification of 10 organotin compounds, and revising prohibited operations and permitted uses of asbestos, nonylphenol, nonylphenol ethoxylates, and 10 organotin compounds, the amendment drafts of "Categories and Management of Handling for Concerned Chemical Substances” and "Categories and Management of Handling for Toxic Chemical Substances” were formulated and pre-announced. Besides, to keep the toxic and concerned chemical substances management in line with international trends, suggestion of listing perfluorohexane sulfonic acid (PFHxS) as TSC was proposed based on the Stockholm Convention has officially listed PFHxS to the Annex A.
On the aspect of border management, this project has implemented the preliminary reviews of Import Regulation Code 801-5, 837-6 and import application for mercury-added products according to the standard review process. 651 cases of Import Regulation Code 801-5 and 837-6 application has accepted (with a total of 581 permits issued) this year. Majority of commodities applied (45.96%) has c.c.c. code 3808.92.20.90-4 (other fungicides products), followed by c.c.c. code 3808.91.90.00-9 (other insecticides products). In addition, no import application for mercury-added products this year.
Meanwhile, in response to the partial management amendments of TCS and CCS, this project has adjusted multiple functions of the Toxic Chemical Substances Registration and Declaration System (TCSRDS) in accordance with regulatory timelines, including completing the online application for approval of TCS and CCS, amending the review interface of the basic information table on disaster prevention for TCS and CCS, adding CCSs information to the accessory ingredient field in certificate, ammonium nitrate name-based trading function, and performance evaluation filling and calculated function, and so on. Also, to improve the functional friendliness of manage interface, the optimization of the professional technical management personnel register statistical analysis and the adjustment of audit-punishment query function were accomplished.
Moreover, for solving system related problems and regulatory questions for handlers efficiently, the project consistently provides a service number with 6 lines as the frontline user consultation channel. The average number of requests is 789 per month. With seven orientations for handlers, one orientation for local Environment Protection Bureaus and one review meeting, this project has assisted handlers and administrative units in familiarizing with TCSRDS and related regulations.
