The "2022 Miaoli County Volatile Organic Compound Inspection and Odor Pollution Audit Control Project" was signed on January 1, 2022. The implementation of the project includes regulatory compliance check, sampling for VOCs vacuum stainless steel bottle analysis, functional odor testing, efficiency verification of prevention equipment, infrared leak scanning of equipment components, creation of fingerprint data, monitoring operations for key industrial zone, public interviews, improving the factories that complaints by citizens, SOP submission, press releases, and automatic sampling equipment maintenance. From the date of signing the project to November 30, 2022, detailed descriptions of the work are as follows: (1) The inspection standards in the regulations are based on the "Volatile Organic Compounds Air Pollution Control and Emission Standards". The inspection content mainly targets exhaust gas combustion towers, process facilities, loading operation facilities, storage tanks, equipment components, sewage treatment plants, and cooling towers. The audit has been completed for 30 processes. The main common deficiencies in the inspections are "the number of equipment components is inconsistent with the permit" and "there is concern that the discharge pipeline exceeds the emission standards"；(2) VOCs vacuum stainless steel bottle sampling analysis, 10 sampling points have been completed and some pollutants characteristic of public and private places have been found, such as 2-butanone, toluene, and xylene, etc.；(3) Functional odor testing has been completed for 8 ducts. Among them, the odor value detected by Top ○ Resources Tec was 174,000, the odor value detected by Composite ○ Industrial was 5,500, and the odor value detected by Tai○ Woei Shing was 1,740, all exceeding the emission standard by 1,000. The Environmental Protection Bureau has punished them by the law；About 8 perimeter functional odor testing points, among them, the odor value detected by Chao ○ Paper MFG was 64 and the odor value detected by Shun○ Ranch was 55, both exceeding the agricultural zone perimeter emission standard of 50, and the Environmental Protection Bureau has imposed sanctions by the law；(4) The project has completed 2 validations for the activated carbon adsorption equipment, and the validation results are all by the permitted processing efficiency. In addition, during the inspection of G-○ Optoelectronics Corp. verification, it was found that the plant did not replace the adsorbent by the permitted frequency, which was a violation of Article 24 of the Air Pollution Law, and the penalty was imposed by the law；(5) The leakage scanning operation of the infrared line of equipment components has been completed for 10 processes, and no leakage was found；(6) Fingerprint data construction operation has been completed, and 8 ducts VOC species samples have been collected, all of which have been analyzed and documented. This project will continue to be implemented to complete the fingerprint database；(7) The public interviewing completed 1,000 interviews, and the interviewing areas included Tunglo Township, Toufen City, Zhunan Township, and Miaoli City, among which in Tunglo Township, 56% of people said the air quality has been maintained, 44% of people said the air quality has been improved. In Toufen City, interviews were mainly conducted in Tianliaoli, Luzhuli, and Dongzhuang Village. 48% of the people said that the air quality was maintained；51% of the people said that the air quality had improved. In Zhunan Township, interviews were mainly conducted in Qidingli and Dapu Village. During the interview, 53% of the people said that the air quality was maintained；47% of the people said that the air quality had improved. Interviews were mainly conducted in Wensheng, Fuan, and Fuchu Village in Miaoli City, and 38% of the people said that the air quality was maintained； 61% of the people said air quality has improved；(8) The project will provide counseling to improve the factories that have been submitted by the public, and this year, the project will provide counseling to E○sian Enterprise M01 and Top ○ Resources Tech M01. The pipe odor sampling results of two of its companies were close to and exceeding the emission standards respectively, and there was some odor emission in the process area. Therefore, this project arranges for experts and scholars to enter the factory to perform coaching improvement and reduction operations；(9) VOCs automatic sampling and monitoring operations, 99 sets of monthly VOCs automatic sampling and monitoring operations have been completed, with a total of 10 locations and 9 pieces of equipment installed；(10) Press Release, 4 press releases have been written and published on the public platform；(11) Key industrial zone project monitoring operations, 10 monitoring operations have been completed, including Tongluo Industrial Zone-Zhongxing Road Xiaoxing Street Intersection, No. 7 Zhongxing Road and Xiaoxing Street Ruixing Street Intersection； Zhongxing Industrial Zone-Minsheng Xinxing Road intersection, No. 14 Minsheng Road and No. 7 Minsheng Road, and continue to investigate complaint areas and areas with suspicious odors；(12) The mobile air quality monitoring vehicle completed mobile monitoring at 10 locations, including Tongluo Industrial Zone - Minsheng Road, Sanyi Industrial Zone - next to the temporary service center, and Zhongxing Industrial Zone - Ruixing Street. Among them, continuous monitoring operations are carried out in the complaint areas of Zhongxing Industrial Zone and Tongluo Industrial Zone in Tongluo District, and monitoring results and related meteorological data to target specific industries and perform relevant testing operations.
The team of this project will continue to carry out inspection operations and use equipment such as IoT sensors, automatic sampling equipment, and mobile air quality monitoring vehicles within the jurisdiction to analyze, compare, and manage the source of pollution, to effectively reduce the occurrence of petition cases. We will also conduct re-examinations for manufacturers that have deficiencies in regulatory compliance checks, and identify ways for manufacturers to improve. The manufacturers will make specific commitments to complete the improvement of the missing items to ensure the air quality of Miaoli County.
