雲林縣-111年雲林縣畜牧糞尿資源化利用推動暨評估計畫

中文摘要 針對雲林縣境內畜牧業進行調查,包含畜牧業分布位置、貢獻污染百分比、關鍵影響測站相對位置等,調查對象以屬事業定義,且領有畜牧場登記證或畜禽飼養登記證為主的畜牧業,主要調查在北港溪流域、新虎尾溪流域、濁水溪流域、大義崙大排、八角亭大排、施厝寮大排、有才寮大排、馬公厝大排及牛挑灣大排等區域之畜牧業的位置分布,及水質關鍵測站包含土庫大橋、豐橋、海豐橋等3處的相對位置。 依照雲林縣畜牧業分布及污染負荷情形,提出沼液沼渣農地肥分使用輔導之畜牧場建議名單(215家),前往進行畜牧場現場設備法規符合度調查作業,以了解畜牧場廢(污)水處理設施現況、厭氧發酵天數、沼氣收集運用情形、可施灌沼液沼渣之農地情形,及與畜牧業者宣導沼液沼渣農地肥分使用申請條件、方式及相關水污染法令,並已完成10場宣導說明會;另已完成採購1,000份宣導品。電視媒體畜牧糞尿資源化推廣節目於11月8日製作完成,並於佳聯及北港有線電視公司進行撥放1個月(11月16日~12月15日)。 整合畜牧糞尿資源利用運輸施灌作業已成功協調10場協助載運作業,協助載運其他尚未設置畜牧糞尿資源利用車輛之畜牧場進行施灌作業。另已取得沼液沼渣資源化再利用畜牧場共611場,畜牧場自有沼液沼渣運輸車輛共242輛和個案再利用59輛,共計301輛。也媒合成立畜牧糞尿資源利用運輸施灌車隊至少5隊以上,每隊至少設置2輛施灌車輛以上,車隊組成對象包含受補助購置沼液沼渣集運車輛或自行設置、購置車輛之畜牧場。 申請沼液沼渣農地肥分使用作業已輔導70場畜牧場進行申請作業,並已採樣沼液沼渣70點次、地下水水質背景值檢測140點次和土壤品質背景值檢測計210點次。另追蹤沼液或沼液沼渣施灌後土壤及地下水監測作業部份,目前已完成106場畜牧場採樣、地下水水質監測作業231點次和土壤分析監測作業326點次。同時協助16場畜牧場辦理變更及46場辦理展延作業。 畜牧糞尿資源化總計611場,核准施灌量為2,253,433.9公噸/年,施灌農地面積1,466.09431公頃,降低污染削減生化需氧量(BOD)1萬4,559公噸,懸浮固體(SS)1萬8,807公噸,每年可節省約12.1萬包的台肥5號肥料。 已完成建置畜牧糞尿資源化再利用LINE官方帳號,已有406位畜牧業者及農民加入,另更新、維護及建置雲林縣沼液沼渣農地肥分使用宣導網站及每月填報行政院環境保護署畜牧糞尿資源化利用管考追蹤管理系統。

2022 Survey and Promotion of Biogas Fermentation Residue as Fertilizer for Animal Husbandry in Yunlin County
