This plan is designed to enhance emergency responses to poor air quality, particulate matter disasters, and sudden air pollution incidents. It encompasses initiatives aimed at enforcing relevant laws, supporting the Central Disaster Response Center and the Central Air Pollution Control Command Center in their operations, and documenting the outcomes of local tasks related to execution.
In response to the amendment of emergency control measures, this plan assists in monitoring the implementation status of revised regional control measures by each county and city. Through on-site visits, it seeks to gain insights into local practical operations. During periods of poor air quality, cross-regional emergency response coordination meetings are convened to regularly assess the execution results of each county and city. This plan has also proposed six improvement measures, including the establishment of administrative procedural workflows, the recommendation of exclusion clauses for special cases or events, the optimization of current system applications, and the integration of weather patterns into air quality warnings, etc. Finally, an annual business coordination review meeting is held to foster vertical communication and exchange between central and local authorities, thereby enhancing the effectiveness of air quality management efforts.
In alignment with the announcement of amendments to the “disaster prevention and rescue business project”, this plan aids in verifying related regulations and revisions to regional disaster plans. We collaborate with the Changhua County Government to conduct unscripted particulate matter disaster prevention and rescue exercises, bolstering the response capabilities of operational units. Moreover, it develops templates for open disaster potential data and an easily understandable manual for particulate matter disaster prevention and rescue, serving as a reference for future responses to such disasters.
To further fortify the effectiveness of emergency responses to local air pollution incidents, two sets of air pollution incident scenario templates are created based on different situations. Education and training sessions are conducted to familiarize personnel from county and city governments with emergency reporting procedures, system operations, and on-site disposal methods.
