111年度土壤及地下水污染調查及查證工作計畫-臺北市
| 中文摘要 | 工作事項內容為地下水監測井巡查、維護及地下水監測、污染場址監督查核及驗證、貯存設施場所及其管理進行監督及查證、公告事業第八、九條提報資料查核及查證、田園基地土壤檢測、地下儲槽查核監測與貯存系統法規符合度確認、土水保育宣導、法規宣導說明會及民眾陳情及緊急應變等項目。計畫履約期限為自111年01月01日至111年12月20日完成，工作成果摘要如下。 1.地下水水質監測、監測井維護及廢井作業 (1)監測井維護管理與監測 完成上半年度監測井巡查一次；下半年度監測井巡查一次5口次井況評估、6口次監測井外觀維護、6口次監測井洗井、防鏽及外觀油漆粉刷、1口次井體設施修復、5口次監測井再次完井、5口次監測井異物排除及6口次監測井地下水監測作業，其中A00046(關渡平原之農地近大業路(W1)) 監測井砷測值超出地下水污染監測標準；A00048(關渡平原之農地近大業路(W3))及A00049((關渡平原之農地近大業路(W4))監測井砷測值超出地下水污染管制標準，該區域亦有一般項目如總溶解固體物、氨氮、總有機碳等項目超過地下水污染監測標準。 (2)廢井作業 完成4口次廢井，廢井前均執行地下水檢測，皆符合第二類地下水管制標準。 2.貯存設施查核及管理 (1)地下儲槽系統查核 完成75站次地下儲槽系統查核，其中5站次油氣檢測FID值超過警戒值(500 ppmV)，經土壤氣體分析，其污染潛勢皆達B1級，尤以西歐加油站(股)-公司大直橋加油加氣站為明年度優先土水查證對象建議名單；另計有6站測漏管功能不彰情形，皆已要求自行檢視並改善。 (2)貯存系統法規符合度確認及貯存設施清查訪查工作 完成貯存設施清查訪查125處及貯存設施法規符合度確認184處。 3.具污染潛勢之土壤及地下水調查及查證作業 (1)田園基地土壤查證 完成40點田園基地土壤查證，3點超過食用作物農地之監測標準值；1點次超過食用作物農地之管制標準值，已建議轉植非食用作物或更換土壤。 (2)農地作物同步土壤調查 完成10組農地作物與土壤同步採樣，並經農業單位通知計有北投區豐年段一小段0293-0003地號之作物有超過農業標準，已完成作物銷燬。 (3)其他高污染潛勢業者土壤及地下水查證 完成正泰環保實業有限公司土壤查證，計有1點次土壤超過土壤污染管制標準。 (4) 內湖特定區域農地土壤調查 完成農地土壤調查，計有1點次土壤超過土壤污染監測標準。 4.污染場址巡查及驗證工作 完成12月次場址巡查；場址驗證完成1處驗證作業。 5.土水保育宣導活動及法規宣導說明會 完成6場次土壤及地下水污染防治校園宣導活動；2場次種子教師培訓；2場次法規宣導說明會。 6.公告事業提報土壤污染評估調查及檢測資料審查 完成2件次公告事業提報土壤污染評估調查及檢測資料審查。 | ||

The Survey of the Soil and Groundwater Contamination in Taipei City in 2022
| 英文摘要 | For the environmental sustainability, the program of “The Survey of the Soil and Groundwater Contamination in Taipei City in 2022” has been advanced, which involves groundwater monitoring wells maintenance and groundwater investigation, Farmcity soil monitoring, potential polluting site and Nei-hu dist farmland soil investigation, to supervise and verify pollution remediation of contaminated sites, enactment explanation session, dealing with emergency cases, and administrative assistances. The plan had been executed from January 1st 2022 to December 20th 2022, and the results of implementation are summarized as follows: At first, the task of groundwater monitoring wells inspection has been implemented twice this year and there were totally 6 maintenance works finished. All slug tests of groundwater monitoring wells were completed, and 5 purges and 5 foreign matter exclusion of monitoring well were implemented according to the slug test results. Besides, there were 6 monitoring wells surveys accomplished in dry season, the results total dissolved solids, ammonia nitrogen, total organic carbon over than Groundwater Pollution Monitor Standards, and arsenic over than Groundwater Pollution Control Standards. There were 75 gas stations to verify, and 5 gas stations had pollution potential. There were 40 sites of Farmcity soil finished sampling for monitoring, and the results showed 3 sited of Farmcity soil exceeded Soil Pollution Monitor Standards, and 1 sited of Farmcity soil exceeded Soil Control Standards. According to the exploration, there were 1 vehicle recycling chosen and sampled, and the results demonstrated soil samples of 1 with Soil Control Standards. With respect to the mission of to supervise and verify pollution remediation of polluted sites, those sites had been examined each mouth, and 1 sites sampled for regular monitoring. 6 enactment explanation session and 2 advocacy activities in elementary school had been completed. | ||
