111年度嘉義市加強街道揚塵洗街計畫

中文摘要 1.自111年1月4日開始執行洗街作業,統計至111年12月31日為止,洗街執行長度為 12,442.45公里,累計達成率為86%。 2.洗掃街污染削減量效益推估: 累計洗街長度為12,442.45公里,依據環保署減量公式(削減量=洗掃街長度×減量係數)推估,TSP可削減171.71公噸、PM10 32.35公噸及PM2.5 7.55公噸。另依據111年嘉義市空氣污染防制計畫書,本計畫歸屬之管制類別為「逸散污染源」,採行管制策略為「加強街道揚塵洗掃作業」,削減規劃方式為「執行洗掃街作業」(含局屬清潔隊作業及營建企業道路認養),預定執行洗掃長度共73,000公里,預期可削減TSP 1,007.40公噸、PM10 189.80公噸及PM2.5 44.31公噸,本計畫執行及環保局清潔隊及營建企業道路認養(統計至12月),共執行洗掃長度共75,061.16公里,預期可削減TSP 1,035.84公噸、PM10 195.16公噸及PM2.5 45.56公噸,已達到預定目標之100%。 3.道路髒污情況普查: 為加強掌握及提升嘉義市道路髒污等級,並作為定期規劃洗街路線之參考依據,本計畫每月對嘉義市洗街道路進行全面性道路普查工作。從1月起開始進行道路普查工作,統計至12月共計進行408條次,普查總公里數達951公里,普查結果至12月平均A級道路佔86.2%、B級道路佔13.8%,並以道路髒污情況通報46件均完成改善。 4.洗街水質檢測: 為兼顧水資源再利用,道路洗街全面取用嘉義市水資源回收中心之回收水,今年精進再結合耐斯王子大飯店業生活污水處理回收(放流)水用於道路洗街,針對飯店取水點用水檢測,檢測結果懸浮固體數值4.2mg/L,符合地面水體丁類水質標準(SS標準<100 mg/L)。為了避免洗街用水污濁造成道路髒污程度等級提高,本計畫配有手持式水質濁度計,於每日每次取水時進行現場檢測,2處取水點濁度計水質檢測結果,水資中心回收水之濁度為0 NTU,飯店之回收(放流)水濁度介於1.77~2.14 NTU,結果均符合計畫用水標準。

The Project of Chiayi City for Strengthening Street Dust washing in 2022

英文摘要 (I) The cleaning operation began on January 4, 2022 and, based on the statistics until December 31, 2022, the street washing operation reached 12,442.45 kilometers. The cumulative achievement rate was 100%. (II) Estimation of the street cleaning benefits in pollution reduction: The total length of the sweeping street in this period was 12,442.45 kilometers. According to the EPA's reduction formula (reduction amount = length of sweeping street × reduction factor), total suspended particle (TSP) can be reduced to 171.71 metric tons, 32.35 metric tons of PM10 and 7.55 metric tons of PM2.5. In addition, according to the 2022 Air Pollution Control Plan of Chiayi City, the control category of the project is classified as “fugitive emission source”, which adopts a control strategy of “Strengthening Street Dust Cleaning Operation” with the reduction planning method of “Execution Street Cleaning Operation” (including the cleaning team work of the bureau). It is scheduled to perform a total cleaning length of 73,000 km, which is expected to reduce TSP 1,007.40 metric tons, PM10 189.80 metric tons and PM2.5 44.31 metric tons. The implementation of this project long with the EPA cleaning team (until December 31 statistically) with the results of a total of 75,061.16 km of washing length, is expected to reduce TSP 1,035.84 metric tons, PM10 195.16 metric tons and PM2.5 45.56 metric tons, having reached 100% of estimated objective. (III) Census of road fouling condition: To strengthen the mastery and improvement of the road dirt level in Chiayi City to serve as a reference for regular planning of the street washing route, the project had conducted a comprehensive road census on Chiayi City's roads and streets washing operation every month. Road census work began in January, and a totaled 408 time/road had been surveyed by the end of September. The total number of kilometers in the census reached 951 kilometers. The results of the census accounted for more than 86.2% of Class A roads in October and 13.8% of Class B roads. The 46cases (roads) were reported to have improved. (IV) Water Quality Analysis for Street Washing In order to take into account the reuse of water resources, the road washing street fully takes the recycled water of the Chiayi City Water Resources Center, this year's progress and combined with the domestic sewage treatment and discharge water of the niceprince Hotel industry for road street washing, the water test result of the hotel water intake point water detection result is 4.2mg/L, which meets the water quality standard of Category D water bodies (SS standard< 100 mg/L). To avoid pollution of street washing water caused by road pollution, this scheme is equipped with a simple water quality turbidimeter, which is used for on-site testing every time water is taken every day. Turbidity test results for 2 water intake points,the turbidity of the regenerated water in the water resources center is 0NTU, and the turbidity of the hotel's recycled water is between 1.77-2.14NTU, which meets the planned water use standards.
