The project was based on the “Guidelines for Counties and City-level Greenhouse Gas Inventory Calculation” announced by the Environmental Protection Agency in 2017, and refered to the international “United Nations Intergovernmental Panel on Climate Change (IPCC) Methodology” and “Greenhouse Gas Accounting Standards for Cities (GPC)”. Handling the inventory of greenhouse gas emissions in the administrative area of Taipei City. In line with “Taiwan’s Pathway to Net-Zero Emissions in 2050”, rollingly adjust the net-zero pathway of Taipei City, and participate in and handle international conferences and related communication matters. The main achievements of the project were as of project were as follows.
Handled the GHG inventory operation of the administrative area of Taipei City and write the inventory report. The GHG emissions to 11.143 million metric tons CO2e for 2021, a decrease of about 1.931 million metric tons of CO2e compared with the base year (2005), a decrease of 14.8%. Among, the residential, commercial and transportation sectors are the main sources of emissions. In 2021, the emissions accounted for 75.9% and 19.2% of the city's emissions, respectively, and both accounted for 95.1% of the City's emissions.
Promoted low-carbon management, complete the researching and submit the “Taipei City Phase II Greenhouse Gas Control Program”. Handling 67 on-site inspections and reduction counseling for major GHG emission sources in the jurisdiction, and propose improvement plans and expected benefit analysis; Cooperated with “Taipei City Self-Government Ordinance for the Management of Net-Zero Emissions” to compose “Low-Carbon Sustainable Purchasing Specifications”.
Cooperated with “Taiwan’s Pathway to Net-Zero Emissions in 2050”, improved the net-zero path of Taipei City used with the long-term energy alternative planning system (LEAP). At the same time, research and analysis of improvement and management strategies for green resources and carbon sinks in Taipei City, as well as the net-zero pathway and key strategies of various departments, research and development of the Taipei City 2050 Net-Zero Emissions Policy White Paper.
This project researched and updated the net-zero goals, carbon reduction strategies and international carbon reduction technologies of 12 international cities, and participated in the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change. Held an international seminar to exchange urban Net-Zero Plan strategies and established channels for connection and cooperation. In addition, the project assisted Taipei City to participate in the submission of the International City Carbon Disclosure Project (CDP), shortlisted Cities A List, and handled the participation in the Climate Expo to demonstrate the net-zero planning policy and implementation results.
