111年度新竹市移動污染源稽查管制計畫

中文摘要 111年度新竹市移動污染源稽查管制計畫最主要目的為推廣機車排氣定期檢驗、保養維修及老舊機車汰舊觀念,透過車牌辨識作業、各式檢驗通知、相關宣導作業、落實未定檢機車相關裁處及加強檢驗站管理等方式,針對設籍本市未定檢機車進行加強管制,以落實機車排氣定期檢驗制度,同時推廣車輛定期保養觀念,以降低車輛排氣所造成之污染,改善轄內空氣品質,達到守護新竹市好空氣,實現新竹市成為環保、健康之低碳樂活城市。 本年度已依合約規定完成整體進度100%。本年度持續應用車牌辨識系統進行未定檢機車稽查,拍照數共計361,276輛次,扣除48,961輛次重複拍照後之辨識數(總樣本數)為312,315輛,包含電動機車為16,865輛次、新車(指出廠未滿5年之機車)105,964輛次及應到檢車輛則為189,486輛次。再由應到檢車輛189,486輛次中,篩選未到檢機車數為25,408輛次,稽查到未到檢率為13.4% (未到檢數/應到檢數*100%)。 另因應全面開放檢驗站設置申請,為維持檢驗站檢驗品質,將既設檢驗站及新設置檢驗站分別管理,於既設檢驗站除了完成329站次檢驗站品質查核、85站次分析儀單點氣體查核、85站分析儀漂移測試查核、1站次單點氣體查核複查及1站次漂移測試查核複查,同時舉辦檢驗站檢驗人員教育訓練2場次共8小時,以提升檢驗人員的素質與品質。 本年度為加強稽查設籍本市未定檢機車及檢驗站相關檢測作業,以達到「111 年度直轄市及縣(市)政府環境保護績效考核計畫」環境改善績效等考評項目及精進檢驗站檢測品質目標,故本年度移動污染源精進作法研擬為「減少老舊機車設籍數」及「提升機車排氣檢驗站檢測品質」。 同時為推動機車定檢簡訊通知無紙化之政策、改善紙本明信片易因搬遷及地址錯誤等造成無法通知到檢問題及減少紙本寄發成本與碳排放量,辦理「獎勵簡訊資料登錄及定檢抽好禮活動」創新作為,透過獎勵及抽好禮活動,除能提升檢驗站協助民眾登錄簡訊資料意願,同時能吸引民眾願意將相關資料透過檢驗站協助或自行登錄並完成定檢,以提高可通知數量及提升到檢率。 本年度透過前述各項作為,依據111年11月環保署機車排氣定期檢驗資訊管理系統公布之到檢率,本市111年11月到檢率依車籍到檢率為83.4%,依本市檢驗站到檢率為109.3%,計算其平均到檢率達96.3%,暫居全國排名第1名,將持續針對使用中機車加強稽查管制及辦理汰舊加碼補助活動等作業,以持續提升到檢率及老舊機車汰除目標達成率。 依據環保署公布之空氣污染防制減量計算參考手冊,統計至111年11月污染物減量分別為,CO減量為136.41公噸/年,NMHC減量為48.20公噸/年,PM2.5減量為1.73公噸/年,NOx減量為11.41公噸/年。
