In this project, we first analyzed the domestic and foreign policies, regulations, action plans, open-source inventory, and baseline data over the years officially reported in the environmental protection statistics relevant to source reduction and resource circulation of general wastes. Then, we proposed the “Source Reduction of General Waste and Resource Circulation Promotion Program” (hereafter called the Program). The Program clearly set up the four-year goals, and contained four major themes including 14 strategies and 49 priority action plans. We also organized a total of 53 Ad-Hoc committee meetings to identify the directions and finalize the detailed contents of the Program. In addition, we investigated the relationship and key criteria between the recyclable domestic general wastes and the applicable international methods to formulate overall waste recycling with the suggestion and judgment of the principle framework.
During the period of this project, we also developed a website information system with a well logic presentation and decision-making support. This information system contained the information dashboards of eight key items (e.g., scrap motor vehicles, WEEEs, waste plastic containers, waste non-plastic containers, waste lead-acid batteries, waste tires, waste dry-cell batteries, and waste lighting sources) after sorting out materials in different phases including recycling, treatments, reuse, secondary materials, and usage and the associated flow data.
To efficiently implement the Program by the local governments, we customized a google workspace platform-based website information system, according to their needs and management function. This website information system can be used for sharing and updating the relevant achievements and information from the local governments. We also assisted the local governments to draft their proposal for the Program.
