111年度新竹縣柴油車動力計排煙檢測站檢驗計畫

中文摘要 新竹縣政府環境保護局在柴油車污染管制方面,為改善新竹縣之空氣品質,給予縣民乾淨清新之生活環境,定期委託辦理「柴油車動力計排煙檢測站計畫」,期透過不定期檢驗管制與調修改善,以有效提升新竹縣之空氣品質狀況,達成污染減量及環境保護之成效。本計畫以稽查行駛於新竹縣之柴油車為主,由民眾檢舉、目視判煙等方式,通知行駛於轄區內柴油車到站檢測;另以車牌辨識系統稽查行駛於轄區內空氣品質維護區及自主管理區域之柴油車污染排放情形。 本計畫執行期間,透過動力計檢測(自動到檢、自主管理、通知到檢等)及路邊攔檢,了解高污染車輛族群,統計分析發現,路邊攔檢不合格率較高,篩選後檢測111輛次,不合格率為46.8%,其中檢測不合格以自用大貨車有較高之情形,應持續追蹤稽查。相較動力計檢測(到檢共計2,760輛次),檢測不合格率為4.2%,退驗率為3.9%,其中以車齡22-24年車輛及排氣量7000-8000c.c.的車輛為不合格率較高族群;以車種來分析,不合格率以營業大客車較高。應持續寄發不合格率高之車輛自動到檢通知,以持續掌握污染排放情形。 針對各項到檢專案進行分析,本計畫完成簽署75家企業「環保車隊」,納管之環保柴油車共計2,163輛,環保車隊整體之不透光率值僅有0.15m-1,相較其他到檢車輛,污染排放情形最低。簽署自主管理業者850家,納管柴油車4,744輛次,共核發3,054張自主管理標章,車輛加入自主管理前、後,不透光率污染改善率達41.0%,顯示環保車隊及自主管理的推動確實可有效降低車輛污染排放情形。 透過目視判煙稽查23,409輛次,寄發目視判煙通知164件;竹竹苗三縣市聯合稽查24場次;車牌辨識191,954輛次,寄發3,834輛次自動到檢通知等手段,持續管制自主管理特定區域,促使科學園區納管率達63.7%、新竹工業區達54.0%;針對空氣品質維護區管制成果,完成1,031輛次自動到檢通知及空維區宣導單寄發,並實際告發194輛違規車輛,管制對象納管率提升1.7倍,經管制後NOX、PM2.5及VOCs等污染物皆有顯著下降之趨勢。此外,已完成新竹工業區西區空氣品質維護區劃設作業,規劃於112年1月1日起實施新竹工業區西區空氣品質維護區管制作業。 針對大型車隊的污染改善,則是透過宣導單寄發、親訪業者、電話訪查及問卷宣導等作業,促使421輛大型柴油車汰舊,156輛次大型柴油車申請調修補助,6輛次申請濾煙器補助裝設。此外,轄區內10輛車次以上大型車隊,已完成98.7%自主管理簽署,13家業者加入CSR環保車隊。 創新及精進做法,推動自主管理結合尿素水提供計畫,以減少民眾改裝尿素後處理系統(SCR)情形並提高3.8%自主管理簽署率,且完成393輛次SCR系統之稽查。另設置固定式及移動式聲音照相科技執法設備各一套,以配合定點及不定點機動車輛噪音陳情稽查,計劃期間將依法告發285輛次噪音超標之機動車輛,本縣單位設備(2套)科技執法告發率全國排名第四。 透過本計畫推動之各項稽查專案、檢測不合格車輛污染改善、保檢合一之車輛事前調修以及輔導車輛汰除等執行成果,推估污染物排放削減量之改善效益,本計畫推估粒狀污染物削減51.05噸/年。

The Plan of Diesel-fueled Vehicle Smoke Emission Detection on Dynamometer of Hsinchu County in 2022

英文摘要 For diesel vehicle pollution control, the Department of Environmental Protection of the Hsinchu County Government regularly entrusts "The Plan of Diesel-fueled Vehicle Smoke Emission Detection on Dynamometer" to improve the air quality in Hsinchu County. Also, give the county people a clean and fresh living environment. The government expects to improve the air quality in Hsinchu County through random inspection, control, and adjustment to achieve the effect of pollution reduction and environmental protection. This project focuses on the checking of diesel-fueled vehicles driving in Hsinchu County. The public will inform the diesel vehicles operating in the area to arrive at the station for inspection by visual identification of emissions. In addition, they use the license plate recognition system to check the pollution emission of diesel vehicles driving in the air quality maintenance zone and the autonomous management area within the jurisdiction. During the implementation period, the plan has used dynamometer detection (automatic arrival inspection, autonomous management, notification arrival inspection, etc.) and roadside inspection to understand the high-polluting vehicle population. According to statistical analysis, the test failure rate for roadside inspection was relatively high. After screening 111 vehicles, the test failure rate was 46.8%. There are more cases of personal-use heavy trucks with a high test failure rate that should continue to be tracked and inspected. Compared with dynamometer testing (a total of 2,760 vehicles' arrival inspection), the failure test rate was 4.2 %, and the test rejection rate was 3.9 %. Vehicles with a vehicle age of 22–24 years and vehicles with a displacement of 7000-8000 c.c. are the groups with a higher failure rate. The failure test rate of the vehicle types is higher for commercial buses. Therefore, it is necessary to continue to send automatic arrival notices for vehicles with a high test failure rate to keep track of pollution emissions. Based on the analysis of various inspection projects, this plan has signed the "green fleet" of 75 enterprises. There are 2163 environmentally friendly diesel-fueled vehicles in total, and the overall value of opacity monitors of the environmental protection team is only 0.15 m-1. Compared with other inspected cars, the pollution emission is the lowest. A total of 850 autonomous management operators have signed that manage 4744 diesel-fueled automobiles and have issued 3054 autonomous management seals. Compared with those before and after autonomous management, the value of the opacity monitoring and the pollution improvement rate of these vehicles reached 41.0 %. It shows that promoting a green fleet and autonomous management can effectively reduce vehicle pollution emissions. There were 23,409 cars with visual identification of emission and 164 visual identification of emission notices. There were 24 joint inspections in Hsinchu City, Hsinchu County, and Miaoli County. We have used the license plate recognition system 191,954 times and have sent 3,834 automatic arrival inspection notices. Besides, they continue to control the autonomous management areas to promote the acceptance rate of the science-based industrial park to 63.7% and Hsinchu Industrial Park to 54.0%. In response to the control results of the air quality maintenance zone, we sent out 1,031 automatic inspection notices and publicity sheets for 1,031 vehicles and reported 194 illegal ones. The control rate of the control objects has increased by 1.7 times, and pollutants such as NOX, PM2.5, and VOCs all have a significant downward trend after control. Besides, we have completed the designation of the air quality maintenance zone in the west area of Hsinchu Industrial Park. And we plan to operate to control the air quality maintenance zone in the west area of Hsinchu Industrial Park from January 1, 2023. Pollution improvement of large fleets is through sending publicity sheets, visiting operators, telephone visits, and questionnaire publicity. That prompted the scrap of 421 large diesel-fueled vehicles,156 vehicles to apply for repair subsidies, and six to apply for smoke filter assistance installation. In addition, 98.7% of the large fleets with more than ten cars in the jurisdiction have completed the signing of autonomous management. 13 operators have joined CSR green fleet. As for the innovative and advanced approach, we have set up to promote self-management combined with a urea water supply plan to reduce the situation by the public for modification of urea selective catalytic reduction (SCR). And increase the autonomous management signing rate by 3.8%, and complete 393 SCR system inspections. In addition, the county set up a set of fixed and mobile sound and cameras of law enforcement equipment to cooperate with fixed-point and non-fixed-point motor vehicle noise inspections. During the planning period, we reported 285 motor vehicles with excessive noise under the law. The county's unit equipment (2 sets) technology law enforcement reporting rate ranks fourth in the country. The results of the implementation of this plan include the improvement of pollution of vehicles that failed to pass the inspection of various inspection projects, the pre-adjustment of cars with integrated maintenance and checking, and the guidance of elimination of mobiles. This project estimates the improvement effect of pollutant discharge reduction, which can reduce 51.05 tons/year of particulate pollutants.
