111年度前瞻河川水質環境管理計畫(北區)

中文摘要 淡水河系111年平均RPI屬輕度污染,未出現年平均嚴重污染測站,而南崁溪、老街溪流域111年整體水質狀況較110年呈改善趨勢,本計畫針對北區3條重要河川(淡水河、南崁溪及老街溪)改善河段或進行水質改善策略研擬與整治措施成效追蹤,同時籌辦3場次河川整治追蹤檢討或地方研商會議,藉由會議辦理凝聚各單位整治共識,滾動檢討污染整治策略與改善作為。 針對嚴重污染測站修訂污染削減計畫,配合國家環境保護計畫目標,以119年脫離嚴重污染為目標年,提出改善策略與建議,評估結果新海大橋、蚊港橋、台19甲線急水溪橋、前州橋及九如橋等5站,需新增削減設施或提升既有削減策略強度,搭配既有推動中措施一併執行落實,方可脫離嚴重污染;而大埔橋、大檜溪橋、竹圍大橋及五空橋等4站,持續推動之措施(例如污水下水道用戶接管)及各項施工中或尚未開工之水質改善設施,若能全數如期完工,預期可使測站水質脫離嚴重污染。 本計畫蒐整國際間水環境管理發展趨勢與執行作法,歸納出我國水環境永續發展可朝向「水清淨、水利用、水穩定、水文化、水育樂、水生態」六大面向發展,並聚焦於環保署職責之水清淨面向,規劃以地面水體分類及水質標準為依歸進行水質分級管理,選定BOD作為水質評估項目,調整分級表示方式,以淡水河及二仁溪作為示範進行試算,其結果可較RPI評估更具備敏感性,並可再細分水質狀態,同時呼應水體水質分類,能於水質管理上更具鑑別度。 為持續推動國內水體污染總量管制作業,由農政機關及環保單位緊密合作灌排水質監測及污染源稽查,本計畫透過農土水跨部會合作平台會議定期檢討監測與稽查成果,原農委會列管之44條高污染潛勢圳路,已全數解除列管,水質改善成效顯著。配合推動工業廢水氨氮污染削減策略,盤點全國主要受工業污染影響水體或測站共計60站,因工業區及科學工業園區污水下水道之排放量較大,容易對於下游河川測站造成影響。後續仍需評估氨氮削減措施執行成效及針對所有氨氮污染排放完整調查,以利進一步評估加嚴氨氮管制必要性。 為推動下階段的河川品質提升工作,本項工作執行蒐整各部會相關施政計畫、盤點問題水質保護工作現況與問題研析、訂定施政目標與執行策略、規劃水環境永續公共建設計畫草案,辦理多場次專家諮詢及縣市討論會,完成計畫草案內容,已於111年11月協助環保署提報行政院、交付國發會審議。 環保署核定補助地方政府辦理77項資本門計畫,截至111年12月工程完工60案,補助全國15個縣市清淨河面計畫,111年清除河面垃圾878.28公噸。本計畫完成前瞻相關會議,包含工程現地會勘及地方研商會議共計3場次,協助環保署追蹤地方政府前瞻工程規劃現況或工程進度,業務檢討會辦理1場次、透過業務報告、專題分享與示範亮點觀摩互相交流學習,使前瞻業務更能順利推動。為有效觸及民眾認識地方水環境營造的感知並達到環保政策宣達效果,完成5處已完工水淨設施空拍及影像紀錄、1部前瞻計畫成果宣導影片,並提供專題文章素材及宣傳圖卡共3則供環保署運用,透過問卷調查了解民眾對於水環境設施改善環境鄰近水體感受度多持正面肯定。 為協助環保署掌握環境保護政策與水質改善績效,透過本計畫執行成果,分別完成全國水環境改善計畫執行績效報告、全國廢(污)水排放總量管制計畫成果報告、全國河川水質分析報告、110年水污染防治方案執行情形、全國縣市飲用水及自來水取水口盤點分析等相關報告,持續追蹤水質改善情形。

Forward-Looking Plan for River Water Quality Management in Northern Taiwan, 2022

英文摘要 The average RPI of the Tamsui River system in 2022 was in the category of slight pollution, with no stations showing severe pollution on an annual average basis. In addition, the overall water quality of the Nankan River and Laojie River Basin showed a trend of improvement compared to 2021. This project will focus on the improvement of river sections and the development of water quality improvement strategies and remediation measures for three important rivers in the northern region. The project will also organize three river remediation tracking and review meetings or local research conferences. By conducting meetings, it can gather all units' opinions and achieve a consensus on remediation strategies and improvement actions. For the revised pollution reduction plan for severely polluted stations, this project aims to meet the goal of leaving the category of severe pollution in 2030 in line with the national environmental protection plan objectives. The project proposes improvement strategies and suggestions, evaluating the results of five stations, including Cinhi Bridge… etc. These stations need to add new reduction facilities or increase the strength of existing reduction strategies to meet the target of leaving the category of severe pollution. Meanwhile, the measures currently in progress (such as sewer users connecting to sewage systems) and various water quality improvement facilities under construction, such as Dakwai River Bridge…etc. are expected to meet the target of leaving the category of severe pollution if completed on schedule. This project collects and summarizes the international trend of water environmental management development, concluding that sustainable water environmental development in our country can be oriented towards 6 aspects: clean water, water use, water stability, water culture, water recreation, and water ecology. The project focuses on the "clean water" aspect of the Environmental Protection Administration's responsibilities and plan to manage water quality classification based on surface water bodies and water quality standards. BOD is selected as the water quality assessment item, adjusting the classification expression method. Using the Tamsui River and Erren River as examples, the results are more sensitive than the RPI assessment, and the water quality status can be further subdivided. At the same time, it echoes the water quality classification of water bodies, which can be more discriminative in water quality management. In order to promoting total pollution control in domestic water bodies, the agricultural authorities and environmental agencies closely cooperate to monitor and inspect the quality of irrigation water and investigate pollution sources. This project reviews the monitoring and inspection results regularly through the inter-agency platform meetings of the Ministry of Agriculture, Land and Water Conservation. The 44 canals with high potential for pollution previously managed by the Council of Agriculture have been completely deregulated, and significant improvements in water quality have been achieved. In line with the strategy to reduce ammonia nitrogen pollution from industrial wastewater, a total of 60 stations across the country affected by industrial pollution have been identified. Due to the large amount of wastewater discharged from industrial areas and scientific industrial parks, downstream river monitoring stations are easily affected. Follow-up evaluations are still needed to assess the effectiveness of ammonia nitrogen reduction measures and conduct a complete investigation of all ammonia nitrogen pollution emissions to further evaluate the necessity of strict ammonia nitrogen control. To promote the next stage of river quality improvement work, this project compiles relevant policy plans of various agencies, inventories the problems of water quality protection work, sets policy goals and implementation strategies, and drafts a plan for sustainable public water environment construction. Multiple expert consultations and discussions were held to complete the plan content. The Environmental Protection Administration submitted it to the Executive Yuan for review and approval in November of 2022. The Environmental Protection Administration approved funding for 77 capital projects for local governments. As of December of 2022, 60 projects have been completed. The program also provided subsidies for 15 clean river projects in 15 counties/cities, removing 878.28 metric tons of garbage from rivers in 2022. This project has completed three forward-looking meetings, including three on-site engineering inspections and local government discussions to assist the Environmental Protection Administration in tracking the status of local government forward-looking engineering plans and progress. One business review meeting was held, and through business reports, special presentations, and demonstration highlights, participants exchanged ideas and learned from each other, making it easier to promote forward-looking businesses smoothly. To effectively raise public awareness of local water environment improvement and achieve the effect of environmental policy dissemination, aerial and image recordings of 5 completed water purification facilities and 1 video of a forward-looking project have been completed. In addition, 3 promotional materials, including special articles and promotion cards, have been provided for the use of the Environmental Protection Administration. A survey shows that the public has a positive attitude towards the improvement of water environment facilities and the improvement of nearby water bodies. To assist the Environmental Protection Administration in understanding environmental protection policies and water quality improvement performance, this project produces several reports, including a national report on the performance of the Water Environment Improvement Plan, a report on the results of the national plan for controlling the total amount of waste water discharge, a national report on river water quality analysis, a report on the implementation of the Water Pollution Prevention and Control Plan for the year 2021, and an inventory analysis of drinking water and tap water intake points in all counties and cities nationwide. These reports enable continuous monitoring of water quality improvement progress.
