111年度雲林縣水污染源稽查管制暨申報許可資料管理計畫

中文摘要 本計畫主要目的在查核事業及污水下水道系統廢污水處理設施、定期申報及許可合法性及合理性，督促事業單位及加強法令宣導，以發揮廢污水處理設施最大的效能。藉由源頭管制改善廢污水污染，減少事業廢水對河川水體環境污染。定期查核縣內飲用水源、配水點、簡易自來水、淨水場水源及末端飲水機水質，以掌握各水源水質狀況。同時藉由審查加水站水源供應許可證，以保障縣民使用加水站水源之安全性。並透過本計畫，系統性建立本縣水污染源之文書檔案及電腦資料庫外，使環保局可迅速查詢及掌握轄境內水污染之管制情況及應用所建立之水污染源管制資料庫進行管制成果統計分析，透過各項管制策略，有效改善本縣河川水體水質。 計畫期間共計完成現場稽查作業127家次，進行事業放流水水質採樣作業347家次(含工業區污水廠及離島工業區內領有排放許可證之事業)，其中共計有58家次未符合放流水標準。事業單位各類許可審查作業，共計完成審查1329件，並提供專人專線服務，以縮短及提升審查時效。強化轄內工業區管理預警管理，每月進行四處工業區污水廠現場設施操作查核作業，共查核40次。執行轄內飲用水採樣572點次及飲水機採樣295點次，水質採樣分析結果均能符合飲用水水質標準。協助緊急應變採樣作業14件次。參與6場次水污染防治推動相關活動及會議。完成定期檢測申報資料審查2,188件次，其中2,103件申報資料正確無誤，另外85件經補件審查後資料正確無誤。本計畫工作項目已完成達100%，已達到契約規定期末報告數量。

111 Yunlin County Water Pollution Source Inspection, Control and Discharge Permit Report Data Management Project

英文摘要 The main purpose of this project is to check the business wastewater treatment facilities and sewage sewer systems, and the legality and rationality of their regular reporting materials and permits. Supervise business and strengthen the publicity of laws and regulations to maximize the effectiveness of waste and sewage treatment facilities. Improve wastewater and sewage pollution through source control and reduce environmental pollution of rivers and water bodies caused by wastewater. Regularly check the water quality of drinking water sources, water distribution points, simple tap water, water purification plant water sources and terminal water dispensers in the county to master the water quality of each drinking water source. At the same time, by reviewing the water supply license of the water filling station, the safety of the county residents in using the water source of the water filling station is guaranteed. Through this project, the document files and computer database of water pollution sources in the county are systematically established, so that the Environmental Protection Bureau can quickly inquire about and control the water pollution within its jurisdiction, and use the established water pollution source control database to conduct control results and reports analysis. Through various control strategies, effectively improve the water quality of rivers in the county. During the project period, a total of 127 on-site inspection operations were completed, and 347 times of business discharge water quality sampling operations were carried out (including the sewage plant in the industrial park and the business with discharge permits in the outlying island industrial park), of which a total of 58 times did not meet the discharge standards requirements. A total of 1329 examinations have been completed for various permit examinations of the business, and a dedicated line service is provided to shorten and improve the examination time. Strengthen the management and early warning management of industrial parks within the jurisdiction, and conduct inspections on the operation of on-site facilities in four industrial parks sewage plants every month, with a total of 40 inspections. 572 sampling points for drinking water and 295 sampling points for drinking water dispensers were carried out within the jurisdiction, and the results of water quality sampling and analysis were all in line with drinking water quality standards. Assisted in emergency response sampling operations 10 times. Participated in 6 water pollution prevention and control promotion related activities and meetings. Completion of 2,188 regular inspection application reports review, of which 2,103 application reports are correct, and the other 85 reports are correct after supplementary review. 100% of the work items of this project have been completed, and the progress of the contract has reached the mid-term report.
