營建廢棄物管理及資源循環專案工作計畫

中文摘要 本計畫主要工作將分四大主軸及配合辦理相關行政事項。第一部分,掌握營建工程使用資源與廢棄物現況,將透過相關申報系統之統計、國內營建資源進出口資料、相關資源回收系統等進行數據彙整,檢討營建資源及廢棄物產生之關聯,並鎖定石綿廢棄物,彙整管理與處理措施建議;第二部分,鎖定推動循環營建因應策略與措施,政策面將聚焦歐盟管理策略與國內路徑,彙整國內營建工程使用再生粒料法規與實際問題,透過橫縱向瞭解與分析,提出具實務性的因應策略,技術面則搭配用途規範文件的建置,以完備產業鏈結的媒合所需工具;第三部分,掌握營建廢棄物市場現況,透過調查營建工程常見的新興或複合式材料,配合就營建廢棄物分類處理運營現況的深度訪視與瞭解,勾勒現況環境,研提循環管理的機制建議;第四部分,研提裝潢修繕廢棄物管理策略,針對國內實務操作現況與規模進行調查,以強化營建廢棄物管理方式;配合行政事項,為支援環保署辦理營建廢棄物相關事項工作,並針對前述四大主軸工作辦理3場研商或座談會議,及持續維護營建資源網站及更新資訊等作業。

Construction Waste Management and Resource Recycling Project

英文摘要 The work of this project divides into four sections with coordination of relevant administrative matters. The first section is to control the resource used for the construction projects and the waste status to compile data from the statistics of the relevant filing system, domestic construction resource import/export data, and the related recycling system. The association between construction resources and waste is reviewed with a focus on asbestos waste to draft suggestions for management measures. The second section is to lock in the response strategies and measures for promoting circular construction while the policy focuses on EU management strategies and domestic routes and sections. The regulations and practical issues concerning the use of recycled pellets by domestic construction projects are compiled to propose pragmatic response strategies through horizontal and vertical understanding and analysis. With regard to the technical aspect, the establishment of technical documents is coordinated to improve the tools needed for matching the industry links. The third section is to control the market status of construction waste and outlines the current environment in the coordination of the in-depth visit and understanding of the operation conditions of construction waste classification through new or composite materials commonly seen in the investigation of construction projects. Thereby, suggestions for the mechanism of circular management can be proposed. The fourth section is to propose management strategies for the management of waste from interior decoration, which investigates the status and scale of domestic practical operations, and thereby strengthens the mode of management over construction waste. The coordination of administrative matters can support Taiwan Environmental Protection Administration with processing the work related to construction waste and hosting three seminars or conferences targeting the aforementioned four sections, as well as constantly maintaining the construction resource website with an information updates.
