The main objectives of this plan include: diesel vehicle-related control operations, green transportation and transportation promotion operations, and coordination with various administrative operations within the bureau. The statistical period of the final report is from January 1 to December 15, 2022, and the quantitative target of the contract work has been completed, including 3,347 diesel vehicle smoke detections and 28,454 license plate recognition operations, visual inspection notices 307 vehicle-times, 307, 845 vehicle-times of roadside inspections, 520 vehicle-times of stopping inspections, and 3,659 vehicle-times of voluntary delivery of old vehicle notices, 4 publicity meetings and evaluation of diesel vehicle maintenance factories and related operations such as air quality maintenance area planning and research and discussion public hearings, as shown in Table I.
In terms of control effectiveness, the total number of diesel vehicle inspections was 3,347, an increase of 26.1% compared to that in 2020; the number of license plate recognition capturing number increased by 13.1% compared to 2020; the number of inspections at Pingnan service stations increased by 30% compared to the same period last year; provided station services, implemented 102 times, an increase of 10%; visual inspection of smoke dropped from 7.8 vehicles per game in 2020 to 2.7 vehicles, showing that squid cars have a decreasing trend; and we have promoted the air quality maintenance area of Pingnan Industrial Zone, and after years guidance has been improved. At the current stage, the proportion of diesel vehicles entering Phase I to Phase III has decreased from 32.2% in 2021 to 28.8% this year, with a decrease of 3.4%. The number of self-managed diesel vehicles has increased from 144 in 2021 to 200 this year, an increase of 39%. The factory operators have installed 11 electric vehicle charging stations and 8 operators have replaced and used electric stackers for a total of 59 vehicles; as for the Kenting part, according to the analysis of the license plate identification data, the 4th and 5th phases accounted for 99.6%, and the proportion has been increasing year by year; the Taiwan Aboriginal Cultural Park has completed the replacement of shuttle buses in the park, with a total of 10 electric shuttles, used for park tour.
In terms of guidance and promotion, this year, 4,081 diesel vehicles were issued self-management labels, with an increase of 25.1% compared with that in 2021, and all garbage trucks in the third phase of Pingtung County were equipped with smoke filters and passed the test; the certified maintenance factory promoted the implementation of proxy inspections, and East Automobile Passenger Transport Co., Ltd. has obtained the qualification of the authorized certification and maintenance factory to issue the self-management label of diesel vehicles, and we plan to officially assist the Environmental Protection Bureau to implement the self-management label approval and issuance operation in 2023; also for the maintenance of opaque equipment in Pingtung County, we have conducted some related tests to the manufacturers to confirm the error between the equipment used by the manufacturer and the equipment of the Environmental Protection Bureau. The deviation of the test results is within ±0.1m -1, which is in good condition.
For the promotion of green energy vehicles, with the multi-subsidy program of the Environmental Protection Agency, the county eliminated a total of 408 old diesel vehicles, with an increase of 34.2% compared with that in 2021, and 186 vehicles were repaired, and the number of repairs increased by 142%. The annual implementation of reductions is estimated to reduce pollution TSP by 22.23 metric tons, PM 10 by 22.23 metric tons, PM 2.5 by 20.45 metric tons, NOx by 328.33 metric tons, CO by 125.73 metric tons, THC and NMHC by 32.56 metric tons; we have also assisted the Environmental Protection Bureau to coordinate the transportation and tourism department to complete government subsidy application of fund of 3.222 million dollars each vehicle, and approved the replacement of 10 Kenting street cars with electric buses in November; as for the small yellow bus part, in addition to the continuous increase of small yellow electric cars, we have expanded to Hengchun Township this year, Wandan Township, Neipu Township, and Zhutian Township; there are currently 40 stations for public bicycles and 927 public bicycles are provided for public rental. Till November this year, we have reached 4.4 million people accumulatively with about 133.7 metric tons of carbon dioxide; as for the promotion of shore power in fishing ports, after the coordination and talks between the Environmental Protection Bureau, the Environmental Protection Agency and the Donggang Fishermen’s Association this year, the Donggang Fishermen’s Association will apply for subsidies for shore power facilities from the Fisheries Department and the Environmental Protection Agency.
In the part of future implementation suggestions, it is suggested that cross-plan coordination or guidance and testing should be carried out by mobile source control measures, and the implementation of mobile license plate recognition, CCTV and audio photography capturing diesel vehicle inventories in cooperation with the relevant plans and the Environmental Protection Agency will be followed up. We effectively grasp the target vehicle type and their willingness to be inspected, and plan new stop inspection locations for unqualified, high traffic volume or special control plans to prevent squid cars from driving on ordinary roads; besides, as for the characteristics of the vehicle type, they should be mastered by the automatic inspection notice, license plate recognition, and control of the distribution area; visits to various township farmers' associations, fruit and vegetable markets, and small car maintenance factories, inspection services such as stations, and improve the management of small cars. We also establish the concept of security inspection; in addition, through the meeting of the county reduction group, we continue to propose various green energy transportation promotion plans such as public transportation discounts, replacement of electric buses, and free rides in autumn and winter, air quality poor seasons, and grasp the turnover of public bicycle rental locations rate, put forward the suggestion that if the leasing rate is too low, we don’t transfer it to other popular locations, so as to improve the overall utilization efficiency.
