111年工業廢棄物清理管理及燃料化推動專案工作計畫

中文摘要 本計畫共包含五個工作項目,茲分別說明各項工作成果。一、推動可燃廢棄物燃料化:完成調查國內固體再生燃料(下稱SRF)製造、使用及灰渣設施量能及運作情形,111年核准運作之SRF製造廠共33家,111年1至9月SRF產量13.7萬公噸,較110年整年度11.8萬公噸高,另提出「SRF品質採樣驗證作業指引」及「混燒灰渣使用注意事項及審查參考指引」。二、調查工業製程固體廢棄物戴奧辛含量及流向:完成戴奧辛分年調查追蹤作業(第5年期),彙整歷年成果,提出「廢棄物戴奧辛含量及流向之分年調查作業成果報告」。三、協助追蹤調查國內污泥、木材現況:調查國內行業別污泥及木材產出清理及資源化情形及設施量能,選定清理較有問題之產業別進行訪視輔導,研提清理管理建議。四、輔導產源行業別事業廢棄物分類管理:推動工業區聯合清運,辦理5場次產源行業別事業廢棄物分類管理及聯合清運座談會議,編撰「事業廢棄物聯合清運實務作業指引手冊」,建立聯合清運模式,並透過辦理工業區聯合清運實際案例觀摩活動,促進工業區瞭解聯合清運運作模式等實務作法。五、完成每季4處環保科技園區追蹤查察作業,彙整園區營運概況。

The Industrial Waste Disposal Management and Fuelization Promotion Project in 2022

英文摘要 The project included five major work items, the following de-scribed each parts results of the work. First of all, this project promoted Combustible Solid Wastes Fuelization. It completed the investigation for Solid Recovered Fuel(SRF) from domestic manufacturers, users and their operational condition. There are currently 33 SRF manufacturers which were permit operation produced 137 thousand metric tons SRF between January, 2022 and September, 2022, higher than the total amount of 118 thousand metric tons in 2021. This project also had to draft the guidance which were “Sampling verification for the Quality of Sol-id Renewable Fuels in Manufacturing” and “Co-firing ash recycle and review Precautions”. Second of all, this project completed the dioxin tracking in-vestigations which including aggregated results data for fifth years (fifth year) and presented the "Report on the Results of the yearly investigation of Dioxin Content and Flow in Waste". Thirdly, the cleanup and recycling status of Industrial sludge and Waste Wood that difficult to cleanup and the capacity of those waste disposal organizations were investigated near the four sea-sons and those waste. By tracking the waste of industries, this pro-ject had supported the management proposal. Fourthly, this project also completed the work including pro-moting united clearance in industrial park, organizing 5 symposi-ums on the sorting management and united clearance of industrial waste by industry sources, presenting the guidance for regional united clearance mechanisms, and setting up a united clearance model. Through the actual and combined with the observation ac-tivities of the joint united clearance model of the industrial park, this project could acquire detailed information of the situation. Fifthly, the quarterly inspection of four Environmental Sci-ence and Technology Parks was finished. Their operational data were also collected and organized.
