111年度臺東縣空氣品質不良應變暨維護管理計畫

中文摘要 摘要 本計畫自111年1月1日起至111年12月20日,各工作項目依計畫預定期程執行,累計進度達100%,各項工作摘要如下: 一、空氣品質分析 111年1~11月臺東及關山站AQI<51「良好」日數比例分別為97.6%及97.3%,介於51~100「普通」日數比例分別為2.4%及2.7%,兩測站均無不良日,AQI<51站日比率及AQI<101站日比率皆達臺東縣空氣污染防制計畫(以下簡稱本縣污防書)年度目標;截至111年11月各項空氣品質指標項目如下表,皆符合空品標準及本縣污防書年度目標;進一步分析106~111年1-11月同期各項污染物平均濃度日變化趨勢歷年皆相似,除O3外其他污染物歷年逐時濃度明顯改善。 二、空氣品質惡化應變及預防作業 於1月研提本縣空氣污染事故緊急應變摘要及通聯手冊;分別於4月14日及8月23日辦理民俗活動、河川揚塵緊急應變演練,除環保局空污應變小組團隊外,共計13局處單位(含轄內大型公私場所1家)參與,另於9月30日配合機關進行公私場所空氣污染突發事件緊急應變演練。 因應今(111)年3月3日修訂公告「空氣品質嚴重惡化警告發布及緊急防制辦法」於3月工作檢討會議向局內應變相關計畫說明修正重點及注意事項,於5月30日辦理「我國空污應變法規發展與實務經驗分享」教育訓練,同場邀請欲指定配合空氣污染防制之公私場所-焚化廠及中華紙漿廠出席,以推動公私場所區域空氣品質惡化應變防制計畫撰寫;配合於3、6、10月參加法規說明、輔導訪談、撰寫指引研商會議,並於7、10月參與空品不良應變管理系統教育訓練,於12月提送臺東縣區域空氣品質惡化防制措施修正草案;111年截至12月20日無發生空氣品質惡化事件。 三、空氣污染防制計畫暨署考核管理及推動 臺東縣空氣污染防制計畫(109~112年)已於110年11月核定,依據本縣污染物排放特性,分別就固定污染源管制、移動污染源管制、逸散污染源管制及綜合性管理提出1、5、10、3項,總計19項管制策略;今(111)年截至11月各項執行進度皆達年度目標,PM10、PM2.5、SOx、NOx及NMHC實際削減量已達年度減量目標;於7月18日參與空氣污染防制方案113-116年規劃初稿研商會,並於11月15日出席空氣污染防制方案(113年-116年)初稿討論會,持續追蹤方案內容,於署定期限內協助研擬臺東縣空氣污染防制計畫(113年-116年)。 截至11月各項考評指標計有1項(老舊柴油車減少率)落後;截至11月各項考評指標(不含空氣品質綜合管理27分)總計自評分數達81分以上,本計畫持續協助機關彙整年度成效,於年度會議展現取得佳績。 四、室內空氣品質管理 依循環保署室內空氣品質考評評分標準,截至10月已巡檢輔導37家場所(上下半年各一次),其中僅有2家CO2巡檢濃度≧1,000ppm,皆於巡檢當下給予建議並輔導場所改善;針對列管公告場所查核追蹤已完成16家,並持續輔導場所申請標章;分別於2、4、7月辦理廣播電台宣導、講習說明會、宣導活動,及9月發布相關新聞,以推廣場所申請自主管理標章;今(111)年度共計核發8張優良級標章(含6家列管場所)及6張良好級標章(含3家列管場所),協助機關該項考核達滿分。 五、空氣品質淨化區 於今(111)年2月簽訂本縣首處空品淨化區認養承諾契約,自3月起實施認養工作,於5月發布相關新聞,並於11月6日辦理認養表揚活動,擴大認養效益;於7月底前完成23處空品淨化區基地現場查核,評定結果共計14處特優、1處好及2處中,並於8月將考評結果登錄至「空氣品質淨化區及環境綠化育苗計畫申報及查詢系統」網路平臺;將持續追蹤署考核基地現地查核辦理情形,協助機關空品淨化區維運考核達高分。 六、其他配合推動之環保工作 配合宣導工作推動,購製本縣環保局形象帆布包、室內空品筆記本、環保標章宣導品等,並定期發布業務相關新聞訊息。為提升環境治理及公眾服務品質,綜合考量本縣空氣污染特性及因應空品微型感測器布建應用趨勢,擇定關山鎮公所前廣場於4月15日設置一處空品微型感測器,掌握關山鎮小範圍空氣污染變化,截至11月底微型感測器與關山測站PM10、PM2.5逐日平均大致趨勢相似,進一步分析特殊節日(媽祖誕辰4月23日)前後空品監測受影響情形,微感監測顯示4月24日傍晚逐時濃度有異常高值,但無長時間影響之情形,關山測站則未受影響。

2022 The Taitung County Characteristic Air Quality Analysis And Management Strategy Improve Project

英文摘要 This project is executed from 1st January 2022 till 20 December 2022, and the cumulative execution progress ups to 100%. The abstract of each work item is listed below. 1.The Air Quality The data of Air Quality Index (AQI) until November 2022 in Taitung and Guanshan stations showed that days with “good” level (AQI <51) were 97.6% and 97.3% respectively, days with “normal” level (AQI 51-100) were 2.4% and 2.7%, no unhealthy day for sensitive groups occurs in both Taitung and Guanshan stations. The statistics until November 2022 of all the air quality index items and the percentage of AQI<50 and AQI≦100, as listed below, met the air quality standard and the targets of the air pollution control project(2020~2023). The further analysis showed that the daily concentration trend of each pollutant during 2017-2022 was similar. Except O3, the concentration of each pollutant improved obviously year by year. 2.The emergency response and prevention of air quality deterioration This project reported the brief guide of the emergency response of air pollution episode and the contact manual in January, and executed early warning response drill of folk activities and river dust with 13 county government units on 14 April and 23 August, also join the sudden accident drill on 30 September. For regulatory amendment of regulation for the emergency response and prevention of air quality deterioration announced on 3 March, this project submitted the draft amendment of preventive measures of district air quality deterioration on December. The statistics shows that no air quality deterioration events occurs until 20 December. 3.Environmental Protection Administration assessment(2022) and management of the air pollution control project(2020~2023) The air pollution control project(2020~2023) proposed more than 19 regulatory countermeasures to control different type of pollutant, the reduction statistics until November 2022 of each kind of pollutant has met the target. There is only one evaluation index, which is about phasing out old diesel car, is behind schedule. Each self-score of evaluation index until November 2021 was higher than 81, this project will keep giving EPB some help to get good results on the year-end meeting. 4.Indoor air quality management For the indoor air quality management, according to the indoor air quality performance evaluation of Environmental Protection Administration, Executive Yuan (EPA), 37 non-announcement management places until October were conducted the CO2 inspection two times, only two of them had abnormal concentration of CO2 (>1,000ppm), this project gave advice and helped the places to improve the indoor air quality. This project also inspected 16 announcement management places to confirm they are compliance with regulations. This year, a total of 8 excellent-level badges and 6 good-level badges were issued. 5.The purification area of air quality This project promoted the first one adoption of the purification area of air quality in Taitung, helped EPB signed the first one adoption commitment, starting from March, with a nationalized company in February, then distributed news in May and held a commendation on 6 November to expand benefits of the adoption. By the end of July, the on-site inspection of 23 purification areas of air quality was completed, and the assessment results totaled 14 excellent. 6.Administrative cooperation matters This project purchased canvas bags with image of EPB, notebook with information of IAQ and promotional materials about IAQ Self-management Badge, also distributed news to disseminate related work. For promoting environmental governance and quality of public service, and for comprehensive consideration of the air pollution characteristic in the county and in response to the trend of application and building air box, this project built one air box at the telephone pole in front of Guanshan town hall on 15 April, to grasp the variety of air pollution at Guanshan district. The data statistic of air box and Guanshan station shows that the trend of PM10 and PM2.5 daily average until November are resemblance. The further analysis shows that the hourly data of air box during the folk activity(Mazu’s Birthday Festival on 23 April) had abnormal concentration at evening on 24 April briefly, however there is no obvious influences shows on the data of Guanshan station.
