1. Promotion and Management of Kinmen County Greenhouse Gas Control Implementation Plan
At present, this plan was based on the implementation status of the "Phase II Project for setting up Kinmen Low-Carbon Island" for related management and examination tasks. The content includes the energy department, manufacturing department, residential and commercial department, transportation department, agricultural department, and environmental department of the six major departments. A total of 16 promotion strategies and 40 specific promotion measures were promoted, and a total of 37 implementation plans were managed. As the end of November 2022, most of the projects are implemented according to the schedule and are being promoted and processed continuously. Only a few projects have been delayed by the impact of the epidemic. Also, this plan assisted in the "Kinmen County Government Low-Carbon Sustainable Homeland Promotion Group Meeting" for a total of two committee meetings, assisted the KMEPB to attend the "Kinmen Low Carbon Island Promotion Group" for one meeting, assisted in organizing a "Kinmen County Phase II Greenhouse Gas Control Implementation Plan (Draft) Discussion Meeting"; assisted in organizing a "Construction of Kinmen Low-Carbon Island Project Results Forum". 2. Evaluation of the Assessment of Low-Carbon Sustainable Homeland Rating Certification
Kinmen County has a total of six townships and thirty-seven villages within its jurisdiction. By the end of November 2022, statistics showed there were thirty-seven villages in Kinmen County participating in the assessment of the Low Carbon Sustainable Homeland certification, three achieved silver certificate, sixteen out of all achieved bronze certificates, and eighteen out of all successfully registered. In township level, among six townships in Kinmen County, two out of six signed up to participate in the certificate, and three of all accomplished bronze certificates. Notably, Kinmen County succeeded in a silver certificate on February 18th in 2019. It is worth mentioning that, among the Taiwanese village participation rate, Kinmen County owned a 100% participation rate, which ranked first in the country. Furthermore, as discussed in the bronze level, Kinmen County has more than 51% of villages reached this goal and placed the second in the country.
This project hold a briefing about the assessment and rating system of the Low Carbon Sustainable Homeland certification, with the purpose of promoting the participation of units at all levels in the certification and rating of low-carbon sustainable homes, and striving for better ratings. In order to continue to promote the low-carbon sustainable homeland certification and evaluation to take root in Kinmen County, this plan assisted 4 villages to apply for bronze certification and 1 village to apply for certification. By the end of November, Zhengyi Village of Jinhu Town, Lian Village of Jinhu Town, Hedou Village of Jinsha Town and Guning Village of Jinning Township participated in the bronze certification, and all obtained the bronze certification on August 4; in addition, counseling Xiaoqiu Village of Wuqiu Township to register Participated in the certification evaluation, and successfully registered on May 3, making the participation rate of the village reach 100%.
In order to enhance the public's ability to adapt to climate change, and to cooperate with environmental protection related festivals, design and plan games related to energy saving and carbon reduction, environmental protection knowledge, etc., so that the public can face up to the theme of climate change and slow down global warming, and take practical actions to respond to environmental festivals related demands. In addition, because Kinmen County has vigorously promoted meals for the elderly in recent years, how to eat healthily and safely with fuel-saving, electricity-saving, and water-saving cooking methods, and achieve the goal of saving energy by promoting low-carbon diets. This plan assisted in the promotion of climate change education, training and advocacy activities. One climate change adjustment and advocacy event was held, with a total of 160 people participating; two energy-saving kitchen-low-carbon diet practice seminars were held, with a total of 42 people participating. Participate. By training talents with environmental knowledge to achieve the purpose of delivering the low-carbon sustainable home policy, the Kinmen low-carbon island concept will take root in the minds of residents, and a low-carbon and happy lifestyle will be cultivated.
Also, the subsidized unit must regularly check its maintenance and operation. Therefore, this project checked the results of the subsidized action items of 9 community that the KMEPB subsidized in 2020, and 4 of the township or village that have received bronze ratings. The results of the township or village are checked on-site to ensure that the community continues to promote low-carbon measures.
3. Promote building greening and cooling operations
In 2021, this plan has assisted in visiting various communities in Kinmen County to understand their local characteristics, encourage each village to continue to implement low-carbon and sustainable work, and enhance the momentum of the community to strive for bronze and silver certification. Based on the characteristics, advantages and disadvantages of different communities, select active communities that have been shortlisted for the above certification ratings, and promote low-carbon sustainable action projects that focus on ecological greening, resource recycling, and low-carbon life, and have substantial carbon reduction benefits, to increase the willingness to participate in the improvement of low-carbon community counseling. In this project, 5 communities have been counseled, and 5 green walls have been set up, with a total area of 130.33 square meters. It is estimated that 52.13 kilograms of carbon can be sequestered a year.
4. Promote low-carbon action items adapted to local conditions
In order to let the village community understand the impact and harm of climate change, taking preventive measures in advance can reduce the impact of climate change in all aspects, and gain an in-depth understanding of low-carbon energy saving and carbon reduction as well as mitigation and adaptation knowledge. Based on the community, by combining local needs to plan regional cooling and enhance regional adaptation capabilities, one session of training courses related to climate change adaptation was held, a total of 34 people from 4 communities participated together. It is estimated that there will be 32.05 kilograms of carbon sequestration and a reduction of 5,796.80 kilograms of carbon dioxide equivalent in a year. 5. Promote the Verification of Greenhouse Gas Inventory Registration
This plan completes the system registration of the "emission sources of greenhouse gas emissions that should be checked and registered" (that is, the subjects of management) on the "National Greenhouse Gas Registration Platform", and performed on-site inspection of the 2021 declaration data of the 3 management subjects, and counted their emissions. The total amount is about 211,260 metric tons CO2e/year. According to the "2022 Principles for Performance Evaluation of Local Environmental Protection Agencies to Promote Actions to Address Climate Change", on-site inspections of emission data from emission sources and related facility data (including listed and non-listed objects) should be carried out. Among them, non-listed targets include manufacturing departments and residential and commercial departments (including department stores, mass merchandise stores, government schools, tourist hotels, financial or commercial office buildings, with a single site as the unit). The on-site inspection in Kinmen County must include listed and non-listed objects, and those who complete the inspection of 5 or more companies will get full marks. Based on the above, since there are only 3 greenhouse gas companies in Kinmen County that should declare greenhouse gases, 2 non-listed targets must be checked. According to the requirements of the EPA, other targets need to be checked. Therefore, this year's plan is to check "Kinmen Distillery (2 factories) )", "Shenghengchang Jinhu Plaza" and "Carrefour Kinmen Store", a total of 4 non-listed objects. In addition, to understand the greenhouse gas emissions of supermarkets and chain convenience stores in the residential and commercial sector, a total of 9 supermarkets and chain convenience stores in the county were counted, and the "Statistical Table of Greenhouse Gas Emissions from Non-Scheduled Emission Sources" was submitted within the prescribed period. This plan has checked 13 non-scheduled greenhouse gas emission sources with a total of 38,543.1539 metric tons of CO2e.
6. Administrative Management Procedures
(1) Purchase of propaganda
The project cooperates with several conference activities or briefing sessions, combined with the content and practicality of the event, and 235 pieces of propaganda products purchased and sent at the rating system briefing session and climate change adaptation-related training course after the resolution of the KMEPB.
(2) Manage community websites and green blogs
The project assisted the KMEPB in managing community websites, updating articles or news about energy conservation and carbon reduction on the Green Web blog, and sharing it by using the existing "tweet button" on the Facebook fan page created by the KMEPB. By the end of November, there were 36 articles or news related to energy conservation and carbon reduction updated on the Green Web blog.
