Abstract The project was carried out between January 1st and December 31, 2022. Its results are summarized as follows:
The 2021 Chiayi County Construction Site and Fugitive Pollution Control Project aimed to implement the collection of air pollution prevention fees for construction projects in Chiayi County, control of construction sites, verification of management regulations, inspection and improvement of bare land, inspection of large construction sites via aerial photography, survey and inspection of the fuel of construction equipment, control of transport vehicles generating fugitive particulate pollutants, advocacy and administrative compliance, and improvement of items assessed by the Environmental Protection Administration (EPA).
The project was implemented based on the Air Pollution Control Fee Collection Regulations, Management Regulations for Construction Project Air Pollution Control Facilities, and Management Regulations for Facilities to Control Fugitive Dust Air Pollution from Stationary Pollution Sources.
The results of each project are as follows:
1.Filing of air pollution fee: 2,915 constructions were filed with a total amount of NTD$ 93,805,105.
2.Inspection activities: 5,982 construction sites were inspected with a goal completion rate of 100%
3.Pollution prevention and reduction rate: It reached to 72.56% with a PM10 emission reduction of 2,106.03 tons and a PM2.5 emission reduction of 420.78 tons.
4.The accordance rate of management measures: 94.2% for the class 1 construction projects and 90.4% for class 2 construction projects. The total accordance rate is 91.7%.
5.Promotion of straw mats: 30.74 hectares were laid with a goal completion rate of 100%.
6.Transport and logistics inspection: 153 vehicles were inspected with a goal completion rate of 100%.
7.The articulation lectures for construction sites: 12 lectures were conducted with a goal completion rate of 100%.
8.Public construction contract examination: 72 sites were examined with a goal completion rate of 100%.
9.Large-scale aerial photography for construction sites: 6 photography were conducted with a goal completion rate of 100%.
10.Regulation dissemination sessions: 2 sessions were held with a goal completion rate of 100%.
11.Construction site self-cleaning services: 87,893.94 kilometers were cleaned with a goal completion rate of 100%.
12.Oil check of construction equipment: 122 sites wereexamined with a goal completion rate of 100%.
13.The examination of construction equipment use: 87 vehicles were examined with a goal completion rate of 100%.
14.Smart sensor monitor: Sensors were installed around the major development projects in May and the monitor process will start in June.
15.Innovative projects: 2 mist cannon truck trials were conducted in June. It is estimated that the reduction rate can reach from 68% to 70% with the AI smart monitoring system.
