The core of this project was to implement the promotion and management of industrial waste recycling through advancement of industrial waste recycling management and regulatory system, by strengthening the recycling organizations and tracking the products flow, as well as integrating the current status of industrial waste recycling operation, to achieve enhancement of industrial waste recycling management effectiveness.
In respect of the management system, the project analyzed the trend of regulation revision for each department in recent 3 years through an overall review of their management regulations, the project proposed suggestions for strengthening the recycling management mechanism and assisted the draft of revisions for the “Environmental Protection Administration Industrial Waste Recycling Management Regulation” to enhance the management of recycled products with probable soil contact. In addition, the project took reference from the latest development and promotion of the European New Circular Economy Action Plan, the end-of-waste criteria and the digital product passport, and evaluated the feasibility of introducing such policies into our nation. In respect of recycling organizations management, the project conducted periodical auditing of recycled product operation records, provided consultation to cases found with abnormalities, and improved the quality of product reporting. The project also conducted site visits to 20 recycling related organizations to understand the actual business operation model as well as the costs and expenditures of operation for waste treatment, product sale etc. to provide references for the Environmental Protection Administration in its planning of improved flow management and resource circulation promotion fee. In respect of the integration of current operation, the project conducted periodical statistics and analysis of recycling related reporting so as to grasp the difference between flows of waste materials for different purposes of recycled product use.
