111年度新竹市柴油車排煙檢測站檢驗維護暨停車怠速熄火宣導管制計畫

中文摘要 移動污染源係造成都會區空氣品質劣化的主要原因之一,也是環保及交通主管單位加強管制重點,其中柴油車排放之黑煙最令民眾所詬病。本計畫為有效管制柴油車輛,除持續加強稽查檢驗包含路邊攔查/攔檢、場站檢驗、目測判煙稽查及停車怠速熄火稽查管制外,更透過專案管制及教育宣導,建立車主正確之車輛保檢合一觀念,達到污染減量的成效與目的,本年度相關成果摘要如下: 本年度各項量化目標均已依合約規定整體進度達100%以上,相關執行成果如表1~3所示。本市柴油車動力計檢測站正進行站體修繕及設備更新作業,故無動力計檢驗作業,本團隊為提升本市柴油車納管率與降低其污染排放,透過執行①路邊攔檢、目測判煙、場站檢驗及至設籍本市大戶車隊場區內檢驗共稽查5,348輛次、②車牌辨識稽查共18,462輛次,針對1年內未完成檢驗車輛,篩選設籍本市及自主管理標章逾期車輛主動寄發到檢通知,共寄發通知500輛次③非法油品管制隨機取樣篩選348件,其中送驗硫含量分析為12件。 另執行停車怠速熄火稽查341件、辦理1場保養廠宣導說明會、戶役政系統維護伺服器網頁與連線系統版本更新、一般環境及道路交通監測40點次及非游離輻射監測及資料上傳作業40點次。 在推動自主管理方案部分,本年度共核發1,109張自主管理標章,並與新竹縣共同針對新竹科學園區內業者推廣CSR(企業社會責任),一同使用低污染運具(企業本身或委外廠商之柴油車輛須使用四期以上(含)、三期車加裝空氣污染防制設備或三期車未加裝空氣污染防制設備,但檢驗符合四期標準),本年度366家企業提送資料,經篩選共有244家企業1,105輛柴油車符合推行資格,不符合企業原因為使用非簽署規範內之車輛,將持續追蹤符合企業之柴油車使用情形,預訂於12月公布成績頒發獎狀並發佈新聞稿。 在推動保養廠認證部分,持續提升既有保養廠檢驗品質同時輔導B級保養廠提升至A級。本市授權長源汽車、新竹客運及永豐噴射器有限公司為核發自主管理標章認證保養廠,共核發734張自主管理標章,檢測量能達本市檢測站近4成,有效減輕柴動站修繕期間之檢測負荷,為確保檢測品質,本團隊每月派員至3家認證保養廠進行查核作業,除永豐噴射器有車號誤植計點扣分外,長源汽車及新竹客運均無缺失。另本年度新增輔導B級保養廠中興柴油邦浦企業社,該保養廠為環保署核定可受理大型柴油車調修燃油控制系統補助保養廠,已備有1台不透光計設備及2人領有柴油車檢測證照,故自1月份起,本團隊每月至保養廠進行儀器比對作業,確認檢修能力及品質驗證,已於10月3日通過2位委員現場評鑑提升為A級認證保養廠。 本年度透過場站檢驗及路邊攔檢,針對配有SCR防制設備車輛,逐輛確認尿素桶結晶情形,並使用比重計確認尿素濃度,共查驗122輛次,平均尿素濃度約為32.1%,同時全國首創與授權認證保養廠進行共同稽查配有SCR防制設備車輛,共查驗36輛次,平均尿素濃度約為32.1%,均與標準濃度32.5%相近,未發現異常車輛。另為掌握尿素使用量,於111年3月18日函文調查中國石油及轄內使用尿素車輛車隊之使用狀況,統計自109年原每半年販售50萬公升提升至111年6月每半年販售62萬公升,均增加使用量,顯示尿素販售量逐年增加,無異常情形。 綜整以上各項管制作為,汰舊車輛數為271輛,各污染物減量分別為,PM10減量8.39公噸/年;PM2.5減量7.16公噸/年;NOx減量168.07公噸/年。

2011 Hsinchu City Diesel Vehicle Smoke Exhaust Testing Station Inspection and Maintenance and Parking Idling Stop Propaganda Control Plan

英文摘要 Mobile pollution sources are one of the main reasons for the deterioration of air quality in urban areas, and they are also the focus of environmental protection and transportation authorities to strengthen control. Among them, the black smoke emitted by diesel vehicles is the most criticized by the public. In order to effectively control diesel vehicles, this plan not only continuously strengthens inspections and inspections, including roadside inspections/block inspections, station inspections, visual smoke detection inspections, and inspections and controls for parking, idling, and flameout inspections, but also through special control and education. The correct concept of vehicle maintenance and inspection has achieved the effect and purpose of pollution reduction. The relevant achievements of this year are summarized as follows: All quantitative targets for this year have achieved an overall progress of more than 100% in accordance with the contract, and the relevant implementation results are shown in Tables 1-3. The city’s diesel vehicle dynamometer inspection station is undergoing station repairs and equipment renewal operations, so there is no dynamometer inspection operation. The city authorized Changyuan Automobile, Hsinchu Passenger Transport and Yongfeng Injector Co., Ltd. to issue self-management marks certification and maintenance factories. A total of 734 self-management marks were issued. The inspection load during the repair period of the moving station, in order to ensure the quality of inspection, our team sends personnel to 3 certified maintenance factories for inspection every month. Except for Yongfeng injectors that have wrong car number planting points, Changyuan Automobile and Hsinchu Passenger Transport None are missing. In addition, in this year, a new B-level maintenance factory was added to assist Zhongxing Diesel Bangpu Enterprise Co., Ltd., which is approved by the Environmental Protection Agency to accept the subsidy maintenance factory for the repair of fuel control systems for large diesel vehicles. This year, through station inspections and roadside inspections, for vehicles equipped with SCR prevention equipment, the crystallization of urea barrels was confirmed one by one, and the concentration of urea was confirmed with a hydrometer. A total of 122 vehicles were inspected, and the average urea concentration was about 32.1%. At the same time, it is the first in the country to jointly inspect vehicles equipped with SCR prevention equipment with authorized certified maintenance factories. A total of 36 vehicles were inspected. The average urea concentration was about 32.1%, which was close to the standard concentration of 32.5%. No abnormal vehicles were found. In addition, in order to grasp the consumption of urea, a letter was sent on March 18, 2011 to investigate the use of urea-using vehicle fleets in China Petroleum and its jurisdiction. The statistics increased from 500,000 liters sold every half year in 2010 to June 111 every half year. Sales of 620,000 liters have increased the consumption, showing that the sales volume of urea has increased year by year, and there is no abnormal situation. Integrating the above control measures, the number of old vehicles is 271, and the reduction of each pollutant is 8.39 metric tons/year for PM10; 7.16 metric tons/year for PM2.5; and 168.07 metric tons/year for NOx.
