111年推動創新網購循環服務專案工作計畫

中文摘要 本計畫為協助環境部資源循環署推動創新網購循環服務,分別執行推動循環包材服務模式、盤查循環包材碳足跡、循環資源管理平台規劃等工作,以及進行網購循環服務相關推廣及支援。 針對推動循環包材服務模式工作成果,完成辦理5場SIG會議,提供2款通用循環袋規格建議及循環LOGO設計,於試行社區物管回收模式期間,統計試辦社區之循環包材出貨逾2,000人次、回收循環包材1,641件,並依據試行結果完成模式分析建議。 關於盤查循環包材碳足跡工作成果,完成3個國家(德國、新加坡、美國)循環包材案例研析,建立1式循環包材碳足跡類別規則設計文件,完成1種循環包材碳足跡計算並提出國內循環包材推動方向策略建議。 關於循環資源管理平台規劃工作成果,完成1份資源管理平台作業流程與資料需求分析報告,1份循環資源管理平台系統架構與功能規格書,俾後續建置循環包材管理系統。並完成2場網購循環服務推廣活動,以及計畫行政作業及技術支援事項56件。

Promoting Innovative Online Shopping Recycling Service Project

英文摘要 This project aims to assist the Resource Circulation Administration, Ministry of Environment in promoting innovative circular services for online shopping. The tasks include implementing the reusable packaging service model, conducting an inventory of the carbon footprint of reusable packaging materials, planning a circular resource management platform, and promoting and supporting relevant initiatives for online shopping circular services. In response to the outcomes of promoting the reusable packaging service model, five Special Interest Group (SIG) meetings were conducted. Recommendations for two standard specifications of universal reusable bags and the design of a circular logo were provided. During the trial period of the Property Management Recycling Model, the shipment of reusable packaging materials exceeded 2,000 person-times, with the recovery of 1,641 pieces of reusable packaging materials. A comprehensive analysis and recommendations for the model were subsequently formulated based on the trial results. Regarding the outcomes of the carbon footprint assessment of reusable packaging materials, analysis of three international cases (Germany, Singapore, and the United States) was completed. A standardized design document for the Product Category Rules (PCR) of reusable packaging material carbon footprints was established. Additionally, the calculation of the carbon footprint for one type of reusable packaging material was completed, leading to strategic recommendations for promoting domestic reusable packaging materials based on the findings. As for the outcomes of the circular resource management platform planning, a report analyzing the operational processes and data requirements of the resource management platform was completed. Additionally, a document outlining the system architecture and functional specifications for the circular resource management platform was produced, laying the groundwork for the subsequent establishment of the reusable packaging material management system. Two promotional events for online shopping circular services were successfully conducted, and 56 administrative and technical support tasks, including planning and execution, were accomplished.
