固定污染源空氣污染物連續自動監測設施管理與系統審驗制度評估計畫

中文摘要 固定污染源空氣污染物連續自動監測設施(Continuous Emission Monitoring System,以下簡稱CEMS)之即時性及準確性均遠優於定期檢測之數據。自西元1975年起,各國陸續將其應用至大型固定污染源空氣污染物排放監測及管制。近年更進一步作為排放量交易之工具,且施行數據公開後,更可作為全民監督之利器。 自民國99年發生CEMS弊案後,環保署持續檢討與修正CEMS管理辦法,除配合技術發展修正相關規範外,亦針對弊案問題強化CEMS防弊措施。因此本年度主要工作重點包括:(1)協助檢討與評估固定污染源空氣污染物連續自動監測設施(CEMS)與數據採擷及處理系統(DAHS)審驗管制規範,研擬相關配套管理措施,提升數據管制品質,健全CEMS管理制度;(2)為精進空污管制措施,協助研擬固定污染源操作參數連續自動監測設施(CPMS)管制規範,俾利督促公私場所落實污染防制設備正常操作,減少空氣污染物排放;(3)協助檢討光電業與半導體業空污管制規範,強化污染源改善,達成空污減量之目標;(4)為提升地方環保局CEMS管理及查核能力,協助辦理CEMS查核輔導工作,評析各地方環保局CEMS管制成效,俾利提升全國CEMS執行管制成效;(5)配合CEMS管理辦法修正與新增第五批管制對象,擴充系統功能與維持各系統穩定運作,提升資訊查核之管理績效。 第2階段CEMS管理辦法修正發布後,公私場所於民國110年10月1日起均應符合規範,但因COVID-19疫情影響之故,已將期限延長至民國111年。因此本年度仍處於過渡期至完成階段,故著重對已完成確認程序之公私場所針對第1~5批共執行5根次查核,確認法規施行狀況。對未汰換完成之公私場所,則加強輔導設置與連線作業,並藉由執行過程,蒐集法規施行後之實際管制問題,回饋至下階段修法內容。另為使民國114年能順利施行數據採擷及處理系統(DAHS)審驗機構之認證規範,延續去年工作,進行2廠次實廠驗證模擬,並以行政委託之管制架構提出機構管理及查核要點草案。而為精進空污管制措施,持續研析操作參數連續自動監測設施(Continuous Parameter Monitoring System, CPMS)規範,了解關鍵參數與監控位置,並評估數位檢核工具應用之可行性。另持續檢討光電與半導體業排放標準規範,配合執行4家次實廠現勘作業,提供污染排放改善建議,適時修正整體規範,同時針對光電業及半導體業製程建置本土化排放係數。另藉由訪查18家次各地方環保局CEMS業務執行狀況,考評各地方環保局CEMS管制成效,並加強說明法規施行重點,以利各局協助公私場所盡快完成CEMS設置、汰換與連線作業,同時強化局端CEMS資訊系統工具,擴充CEMS數據分析與查核管理功能,協助局端節省人力與時間,以因應第2階段管理辦法。

The project of the continuous emission monitoring systems management and the system verification evaluation for stationary source air pollutants.

英文摘要 The immediacy and accuracy of the Continuous Emission Monitoring System (CEMS) for stationary sources of air pollutants is far superior to the data from regular inspections. Since 1975, countries have successively applied it to the monitoring and control of air pollutant emissions from large stationary pollution sources. In recent years, it has been further used as a tool for emissions trading, and after the implementation of data disclosure, it can also be used as a tool for national supervision. Since the CEMS fraud occurred in 2000, the Environmental Protection Agency has continued to review and revise the CEMS management regulations. In addition to revising relevant norms in line with technological development, it has also strengthened CEMS fraud prevention measures in response to the fraud. The primary tasks in this year include: (1) Assist in reviewing and evaluating the CEMS monitoring facility of stationary source and data acquisition and handling system (DAHS) verification regulatory specifications, develop relevant supporting management measures, improve the quality of data control, and improve the CEMS management system. (2) In order to improve air pollution control measures, assist in the development of control specifications for continuous automatic monitoring facilities for operating parameters of stationary sources (Continuous parameters monitoring system, CPMS), so as to urge public and private places to implement the normal operation of pollution control equipment and reduce air pollutant emissions. (3) Assist in reviewing the air pollution control regulations of the optoelectronic industry and semiconductor industry, strengthen the improvement of pollution sources, and achieve the goal of air pollution reduction. (4) In order to improve the CEMS management and auditing capabilities of local environmental protection bureaus, assist in the handling of CEMS auditing and counseling, and evaluate the effectiveness of CEMS control by local environmental protection bureaus, so as to improve the effectiveness of CEMS implementation and control across the country. (5) Cooperate with the CEMS management regulation to amend and add the fifth batch of control objects, expand system functions and maintain the stable operation of each system, and improve the management performance of information inspection. After the revision and release of the second stage of CEMS management regulations, the public and private places should comply with the regulations from October 1, 2021 onwards. However, due to the impact of the COVID-19 epidemic, the period has been extended to 2022. Therefore, it is still in the transition period to the completion stage in this year, so focus on the public and private places that have completed the confirmation process, and carry out a total of 5 stacks audit for batches 1 to 5 to confirm the implementation status of the regulations. For the public and private places that have not been replaced the CEMS for the new CEMS regulations, the counseling setup and connection operations will be strengthened, and through the implementation process, the actual control issues after the implementation of the laws and regulations will be collected and fed back to the content of the next stage of law revision. In addition, in order to enable the successful implementation of the data acquisition and processing system (DAHS) verification agency certification standards in 2025, we continued the work of last year, carried out 2 factory verification simulations, and proposed a draft of agency management and verification points based on the administrative entrusted control structure. In order to improve air pollution control measures, we continue to study and analyses the specifications of Continuous Parameter Monitoring System (CPMS) for operating parameters, understand the key parameters and monitoring locations, and evaluate the feasibility of the application of digital inspection tools. In addition, we continue to review the emission standards and specifications of the optoelectronic and semiconductor industries, cooperate with the implementation of 4 field surveys, provide pollution emission improvement suggestions, and revise the overall specifications in a timely manner. In addition, by investigating the implementation status of CEMS management of 18 local environmental protection bureaus, evaluating the effectiveness of CEMS control of local environmental protection bureaus, and strengthening the explanation of the key points of the implementation of laws and regulations, in order to facilitate the bureaus to assist public and private places to complete CEMS setup, replacement and connection operations as soon as possible.At the same time, we strengthen the CEMS information system tools at the central office of the local environmental protection bureaus, expands the functions of CEMS data analysis and inspection management, and helps the central office save manpower and time to meet the second-stage management regulations.
