巴黎協定格拉斯哥協議與強化氣候治理研析專案工作計畫
| 中文摘要 | 依照聯合國《氣候變化綱要公約》所建立的全球環境法律治理架構，已正式邁入以《巴黎協定》為軸心驅動氣候行動的期程，尋求在2050年前實現深度脫碳及公正轉型的淨零碳排目標。氣候治理已融入各國國家政策推動、科技研發、經濟發展、低碳社會和國際外交戰略之中；使得氣候行動已是國家與產業競爭力的基礎，對於企業及民生活動將會產生重大影響。為確保國家競爭力、能源安全、經濟成長和永續環境，推展衡平的國家氣候政策，本計畫以《溫室氣體減量及管理法》為基礎，檢視國際間NDC及LTS目標內涵、氣候與能源政策及因應作為，以協助環保署因應當前《巴黎協定》在國際淨零碳排趨勢下，探究法規和政策工具等策略性作法。據此，本計畫主要工作目標包括：1.研析氣候公約與巴黎協定協商進展及對我國法理銜接；2.研析巴黎協定項下中長期氣候發展趨勢，提出我國因應策略；3.推展國際多邊氣候法制發展合作，強化創新氣候治理夥伴關係；4.綜整氣候協商趨勢，辦理組團參加氣候公約會議活動籌備工作。 | ||

Enhanced Climate Governance and Research Project on Glasgow Climate Pact of the Paris Agreement
| 英文摘要 | According to the global environmental legal framework of the UNFCCC, the Paris Agreement has launched its climate action agenda that seeks to realize deep decarbonization and just transition towards net-zero emission goals by 2050. To date, climate governance is a critical mandate from aspects of national policy legalization, technology R＆D, economic development, low-carbon society, and diplomacy strategy. Above mentioned climate actions have become a competitive foundation for future decision-making at different levels. Based on the legal framework of Taiwan’s Greenhouse Gas Reduction and Management Act, this project aims to ensure equality of national climate policy in aspects of competitiveness, energy security, economic growth, and sustainable environment. Meanwhile, the project also reviews feasible and practical measures on ambitions of National Determined Contributions (NDCs), Long-Term Strategies (LTS) and strategical practices on climate ＆ energy policies to assist the Taiwan EPA in exploring legal solutions and incentive policy instruments according to the net-zero emission trends under the Paris Agreement. Therefore, targeting Taiwan’s strategic development proposes of the UNFCCC and Paris Agreement, the primary research tasks include as follows: 1.Studying negotiation progress of the UNFCCC and Paris Agreement in response to Taiwan’s climate legalization agenda; 2.Studying the development of mid-term and long-term low carbon strategies amid development trends of the Paris Agreement for proposing Taiwan climate action strategies; 3.Promoting the multilateral collaboration partnerships for building collaboration opportunities and innovative governance on climate legislative development; 4.Organizing preparatory works for the Taiwan EPA to participate in the UNFCCC’s conference activities and analyzing international climate negotiation trends. | ||
