111年度土壤及地下水污染調查及查證工作計畫-宜蘭縣

中文摘要 一、農地土壤同步農作物採樣 本計畫已配合農業處進行同步採樣,執行8點次土壤採樣,農作物檢測結果重金屬無異常,無須進行後續農地土壤分析。 二、高污染潛勢調查 本計畫已於111年3月23~24日、4月18日及8月5日完成7處農地上工廠及3處軍方場址現場勘查,並於8月9~10日、25日,完成3處農地上工廠及1處軍方場址查證工作,其中農地上工廠「馨山企業社」土壤中重金屬銅濃度(264 mg/kg)超過監測標準; 軍方場址「礁溪光旭營區」簡易井地下水重金屬鉛濃度(0.347 mg/kg)、鉻濃度(0.261mg/kg)分別超過管制標準及監測標準, 已於12月5日設置1口標準井並進行第2階段地下水查證作業。 三、入境土石方 本計畫截至111 年12月已完成6車次入境土石方抽查及2處終端處理場共計6 點次土壤採樣抽測工作,重金屬XRF 檢測結果均符合食用作物農地監測標準。 四、地下水監測作業 本計畫已於111年5月23~27日執行22口場置性監測井地下水採樣作業,其中G00231(臺灣湯淺電池股份有限公司)重金屬鉛超過第二類地下水污染管制標準,後續將依法進行公告列管;G00206(順安國小)重金屬砷超過第二類地下水污染管制標準, 依照環保署「地下水背景砷濃度潛勢範圍及來源判定流程」研判砷濃度受區域水文地質條件及環境背景影響而有偏高情形,因不具外來污染之虞,故得無須辦理應變措施工作; 其餘監測井超過第二類地下水污染監測標準項目以氨氮 為主。 五、監測井維護管理 本計畫已完成今年度2次監測井巡查維護工作,並完成5口監測井井體外部維護、2 口監測井設施修復及2口監測井廢除工作;本年度挑選10口監測井進行井況評估, 並根據評估結果及再完井篩選原則,挑選5口監測井進行再完井及異物排除工作。 六、場址監督查核與驗證 本計畫執行迄今針對各列管場址每月至少執行1次巡查工作,並協助環保局完成30 件場址相關書面審查、5處場址改善完成後驗證作業, 其中「冬山鄉東興段804 地號土壤污染案」、「清圻企業有限公司金面加油站」、「瑞展機械企業社」、「天宥興業有限公司武荖坑廠」、「勢鴻有限公司」驗證結果符合法規標準。 本計畫已協助環保局完成15 件土污法八、九條書面審查及13場次現場查核工作, 事業土壤檢測結果皆符合土壤污染管制標準。 七、加油站網路申報審查與查核 本計畫已協助環保局完成3季網路申報資料審查工作, 申報審查率皆為100%。並於111年5月17~20日完成15處地下儲槽業測漏管檢測及2點次土壤氣體分析,本年度依環保署指示暫緩原定之加油站查證作業。 八、新增納管貯存系統輔導及調查 本計畫配合「防止貯存系統污染地下水體設施及監測設備設置管理辦法」修法,已完成51處輔導查核工作。本年度於111 年10 月25~28日、11 月14~16 日、12 月14日針對15處新增納管貯存系統有地下儲槽事業者進行查證作業, 其中中華電信股份有限公司台灣北區電線分公司冬山機房土壤TPH 超過土污法管制標準, 後續將依法進行公告列管。 九、陳情應變 本計畫至111年12月止, 已協助7場緊急應變工作, 包含「蘇澳港台化龍德廠工業管線監測」、「格興工業(股)公司土壤污染調查」、「臺灣湯淺電池股份有限公司緊急應變地下水調查」、「冬山鄉新奇武荖段282 地號緊急應變土壤調查」、「冬山鄉新奇武荖段271、289 地號緊急應變土壤調查」、「蘇澳鎮隘城段830、831 地號緊急應變土壤調查」、「十六分圳緊急應變水質調查」及「新寶元鋼鐵股份有限公司一廠土壤及地下水調查」。 十、相關活動辦理及行政協助 本計畫已辦理1場次新增納管貯存系統法規說明會及1場次土污法第八、九條公告事業法規宣導說明會,參與總人數為160 人。本計畫已完成10 場次土壤及地下水保育宣導課程,參與總人數為572人;並已印製「小水滴哭什麼? 」、「小動物, 大偵探」及「泥寶搬新家」等3 本環保署發行之故事書共印製400 本; 另已完成土水環教議題宣傳影片, 以及配合環保局政策方向製作之環保宣導動畫。 本計畫協助環保局針對補助計畫管理、污染場址管理及行政配合宣導方面提出111 年績效考評得分關鍵要點及具體作為。

2022 Investigation and Verification of Soil and Groundwater Contamination in Yilan County

英文摘要 1. Simultaneous sampling of soil and crops The project has cooperated with Agriculture department to finished simultaneous sampling of soil and crops . Because the crops aren ’t abnormal , so no soil analysis required. 2. Contamination Potential Area Survey The total of 7 factories and 3 military installation has already investigation(Phase I surveyed) this year. In these factories or military installation,the project choce3 factories and 1 military installation those moer potential to soil and groundwater contamination verification . The results showed that Cu(264 mg/kg mg/kg) in soil concentration of “SIN-SHAN Company” have exceeded the moni toring standard; the military installation called “GUANG SYUA rsenal ” Pb (0.347mg/kg) and Cr(0.261mg/kg) exceeded the control standards and monitoring standard respectively. 3. Groundwater Analysis Sampling work of all 22 wells has been done in May, 2022, and the results have 2 well ground water exceeded standards(G00206, G00231)and 9 wells groundwater exceeded monitoring standards. 4. Wells Maintenance and Checking The project had completed, as contracted, a total of 2 times of quarterly work of the checks and maintenance of regional and on -site monitoring wells, according to the results, 5 of them went through the external maintenance after the assessment , 2 facilities of wells has been repaired; 2 of it was abolish. In addition, for the condition assessment on 10 monitoring wells; according to the results, 5 of them went through the internal maintenance after the assessment , and 5 of them went through the well development again fol lowed by camera shooting inside the well to assure of tidiness. 5. Rest rained Sites Management and Verification The PVEEC has completed 30 site-related written reviews.The PVEEC has carried out the monthly inspect ion over restrainedsites for the progress of improvement and the latest condition in hand and evaluate the predicted effects for the site where the remediation plan has been accomplished. Currnently, there are totally 5 sites that has completed postimprovement verification.The PVEEC has completed 13 soil and groundwater legal-related written review, 10 soil and groundwater legal-related on-site inspection. 6. UST Onl ine- review and Checking The PVEEC has been associate with EPB to compl ete the UST reports of Q3 in 2021 ( from Sep to Dec) and Q1 in 2022 ( from Jan to Apr )and Q2 in 2022 (from May to Aug), with 100% of inspect ion. We also had monitored gas stations of 15 UST. Because received EPA instruct ions to stop the soil and groundwater investigation this year. 7. Storage system counseling and investigation The project has counselling survey completed 51 enterprises which have storage system. We have been investigating 15 undergroung storage system. 8. Emergency Response As of December 2022, sampling work has completed 5 times of vehicles and 6 pointsoil in the terminal processing, and no results exceeded the control standards.Until October 31 2021, the team has executed 7 emergency response. 9. Event Handling and Routine Business This year, there have been completed 1 conferences for interpreting then ewlaw “Regulat ions for Instal lat ion and Management of Facilities for Preventing Pollution of Groundwater Bodies and Monitoring Equipment in Underground Storage Tank System” (total audience number:101), 1 conferences for the Article 8th and 9th Regulations on Soil and Groundwater Pollution Remediation Law (total audience number: 59); 10educat ional sessions and 1 training courses (total audience number: 572). The PVEEC has also filming the video based on the work of this project . For the evaluat ion of performance indicators, the team has assisted the EPB in proposing key points and measures of the 2022 evaluat ion for program management , contaminated site management and administrative works, highlighting the determination of the EPB in contamination verification and remediation and showing the effect iveness of soil and underground water implementation.
