In order to respond to international management trends, and to reduce plastic waste and resource consumption, the Environmental Protection Administration of the Executive Yuan (EPA) extends “The Promotion of Plastic Circulation and Recycled Materials Project” (hereinafter simply called the Project) for advancing plastic resource circulation and industrial transformation.
During the execution of the Project, we referred to the international and domestic plastic managements, promoted measures for reviewing and planning circular expansionary strategies of plastic resources, and formulated four key strategies based on aspects of elimination and substitution, source reduction, promotion of recycling and circulation year by year. In addition, the Project proposed the target rates in 2025 and 2030 for the reduced use of one-time plastic packaging, the plastic packaging recovery, and the increase of the recycled materials in plastic packaging. Also, this Project proposed methods to analyze the flow of plastics and investigate the price trends of raw material and recycled materials to understand the distribution of plastic resource and market trends in Taiwan.
In order to increase the application of recycled materials, the Project developed management measures and operational methods in practice, including the targets setup, incentives, information interchange, etc. And it also formulated management methods and related regulations for the domestic recycled products, which included the “Guidelines for Promotion of Recycled Plastic Packaging for Non-Food Items (Draft)” and their inspection mechanisms, in order to confirm the quality of recycled materials for the users. Thus the Project conducted meetings and two sessions on inspection operations to evaluate applicability and completeness of relevant measures.
The Project continues to promote the model of circular economy by guiding the plastic and textile industries. By means of plastic packaging reduction & recycling for firms, plastic resource circular model setups for industry, and the feasibility study of the demonstrative recycling plant for post-consumed polyester fiber, we helped the industry in both the cross-domain cooperation and the barriers breakthrough for transformation. This year we completed the development of plastic packaging reduction and recycling common operational guidelines. It is recommended that by 2025 the retailers achieve a plastic packaging reduction rate of 5% compared with the base year and a plastic packaging recycling increase rate of 5% compared with the base year. In addition, ten visits (or interviews), workshops, and press conferences were conducted to understand the recycling issue and evaluate feasible technologies. At the same time, we compiled cases related to multiple recycling technologies, and tracked the results of existing industry contact platforms for further expansion.
Based on the implementation results of the Project, it is recommended to use information tools and systematic method in management of plastic recycling, to effectively grasp the progress and results of inspection of recycled products, and to gradually complete baseline data of domestic plastic material flow. In order to improve recycling efficiency and quality, it is needed to cooperate with the development of innovative recycling and sorting technologies. Moreover, cross-domain communication and incentives are an important driving force for plastic recycling as well. The implementation and promotion of the Project is excepted to gradually solidify the applicability and completeness of our domestic management system and measures in relation to the plastic resource, to assist EPA in understanding current status and trends at home and abroad, to facilitate the formulation of relative policy and its execution dimensions, and finally to achieve the goal of plastic resource circulation.
