In recent years, the Environmental Protection Agency (EPA) and Environmental Protection Bureau (EPB) have worked together to build an environmental sensing Internet of Things consisting of more than 10,000 air sensors across the country and monitoring about 80,000 listed factories by using the environmental sensing Internet of Things (IoT) technology successfully. EPA and EPB develop environmental monitoring with high resolution of time space and the functions of high-efficiency early warning and response to abnormal environmental events by using big data analysis and artificial intelligence technology. It can help EPA and EPB to know the pollution emissions well and can apply to assist law-enforcement. So far, the achievements of smart environmental inspection are excellent including more than 1,100 penalty cases, more than NT $ 200 million fines and NTD $ 280 million air pollution fee because of underreporting emissions. The smart environmental inspection can effectively deter manufacturers from illegal emissions, improve the living environmental quality of people, and verify the effectiveness of auxiliary environmental governance. The EPA has enhanced and expanded the functions and applications of the Internet of Air and Water with continuing the result of the previous the IoT program, and began to focus on monitoring noise and electromagnetic waves what people care since 2021.
Executing the 2022 program assists the Environmental Protection Agency to strengthen an intelligent environmental management system of the air pollution sensors based on the foundation established by the environmental sensing IoT related programs. This program includes research and analysis of the development of the domestic and international IoT information linking to international hot topics such as net zero carbon emissions ; optimizing the performance of mobile sensors and trial production and then introduce to multiple mobile carriers to carry out multiple public and private sector scenarios and field test applications; establishing operation documents for analysis methods by optimizing the smart cloud data analysis model, and promoting the application practice of improving the quality of environmental sensing data; assisting the local governments in operating and maintaining the sensing IoT to strengthen the push of related work; integrating and verifying the effectiveness of environmental sensing IoT implementation, etc.
In this project, PMO has completed 90% of the contracted work items projects since February 2022, meeting the requirements of the end-of-term report. Through the implementation of this project, the cloud-based verification and analysis technology will be enhanced to effectively control the quality of sensor data, and Taiwan will be used as a verification site to draw a city pollution map by introducing mobile sensors for reference in formulating the strategies of controlling urban air pollution in the future. Besides, the effect of assisting environmental smart law enforcement will be strengthened. The benefits includes optimizing the environmental quality sensing IoT system, expanding the smart application of environmental IoT, increasing public perception, strengthening the overall promotion of smart environmental IoT applications and services, and creating a livable and sustainable environment etc. Gradually implement the main axis of "Constructing an Open Government and Smart Urban and Rural Services" under the digital construction of the Forward-looking Infrastructure Development Program, with the stage goal of "citizens generally using smart services to improve the quality of life".
