XIII.English Abstract:
To solve pollution caused by mobile pollution, inspections and bans, as well as publicity and promotional work. These can afford no delays. This year’s implementation keeps focusing on roadside inspections, the autonomous management of diesel vehicles, maintenance and inspection as a dual service, and Clear Air Zone control in order to improve the air quality of Taitung County.
The overall workload of the project: 2022 Project of Taitung County on Inspection of Diesel Vehicle Emission and Diesel Oil from January 21, 2022 to November 30, 2022 reached 100%.
Contract performances include (1) Emission inspection and control of diesel vehicles; (2) Inspection control of diesel vehicle oil and implement of autonomous management; (3) Handling reported cases of vehicles emitting black smoke exhaust; (4) Publicity and promotion works of diesel vehicles control policies; (5) Operation of quality management system of Diesel Vehicle Emission Inspection Station Lab; (6) Air quality control of Clear Air Zone and the South-link Highway extension project; (7) Promoting and planning for Air Quality Maintenance Area; (8) Operation and Equipment Maintenance of Dynamometer Emission Inspection Station; (9) Participate and Cooperate with EPA or EPB in Evaluation of Diesel Vehicle Emission Tests; (10) Cooperate with EPB and EPA in Relevant Control Policies, Assessment, and Reporting Data and (11) Other relevant business and matters of cooperation. The result of implementation of contract work are displayed as follows:
A.Emission inspection and control of diesel vehicles
1.Dynamometer Smoke Detection Station Inspection
The target of dynamometer smoke detection is 1,000 vehicles, by November 30, 2022, 1,376 vehicles completed, with 1,339 vehicles qualified, 37 vehicles failed( unqualified rate: 2.7%), rejected 20 vehicles( rejection rate: 1.4%).
2.Notification of the Visual Emission Evaluation
The target of notification of the visual emission evaluation is 200 cases, by November 30, 2022, 245 cases have been notified, , with 203 cases returned for evaluation(200 cases qualified, 3 unqualified), among the 19 cases, 3 were scrapped, 2 were canceled, 6 were suspended and 12 cases were closed with other reasons.
3.Roadside Inspections
(1)The target of roadside inspections is 440 vehicles, by November 30, 2022, actual number of roadside inspections is 633 vehicles, target achievement rate is 100%.
(2)b. The target of roadside checks is 240 vehicles, by November 30, 2022, actual number of roadside checks is 334 vehicles, target achievement rate is 100%. 44 vehicles were unqualified, an unqualified rate is 13.2%, which meets the target goal that is above 10%.
4.Road Inspection Around Construction Area and Black Smoke Detection of Construction Machinery
(1)a.The target of inspections around the construction area is 10 locations, by November 30, 2022, actual number of inspections is 11 locations, target achievement rate is 100%.
(2)b.The target of black smoke detection is 29 cases, by November 30, 2022, actual number of detection is 29 cases and all tested qualified. All 29 cases were issued with self-management certification labels.
5.Diesel Vehicle Inspection Station Inspection
The target of the inspection of the station is 600 vehicles, by November 30, 2022, actual number of inspections in the station is 810 vehicles. Target achievement rate is 100%. 797 vehicles passed the inspection, 13 vehicles failed, and the unqualified rate is 1.6%. Qualified vehicles were issued with self-management certification labels, 797 labels were issued( 777 excellent labels, 20 moderate labels), with the rate of 97.5% issuing excellent labels.
6.Notify Phase 1 to Phase 3 Old Light Diesel Vehicles Registered in Taitung County for Inspection
The target of notifying is 1,000 notifications, by November 30, 2022, actual notifying number is 1,281, target achievement rate is 100%. 299 vehicles returned to do inspection and were all qualified with a return inspection rate of 23.3%.
7.Analysis of License Plate Recognition System
Utilizing 3 license plate recognition systems to survey and analyze the traffic flow of the first quarter to the third quarter of the year. The data has also been shared with Hualien County and Pintung County.
8.Sending Diesel Vehicle Inspection Notice to Public Service Unit and State-Owned Enterprises
The target of notification is 40 units, including 19 public service units, 3 state-owned enterprises, 13 stationary pollution sources business, and 5 commercial wastes removal business, which were all been notified, with an achievement rate of 100%.
9.Improvement of Unqualified Vehicles
The target of improving unqualified vehicles is 90%, by October 31, 2022, there were 104 tested unqualified vehicles, 95 of them had been improved. Improvement of unqualified vehicle rate is 91.3%, with an achievement rate of 100%.
10.Management of Diesel Vehicles
The requirement of jurisdiction rate should reach to 80% in the duration of January 1, 2022 to November 30, 2022. By October of 2022, the jurisdiction rate of Diesel Vehicles in Taitung County in the EPA system reached up to 126.66%, with the achievement rate of 100%. It is also ranked number 1 in Taiwan.
B.Inspection control of diesel vehicle oil and implement of autonomous management
1.Oil Inspection
The target of oil sampling should be 20 samples, by November 30, 2022, actual sampling inspection is 20 samples( 17 vehicle oils samples, 1 gas station oil sample, 1 CPC oil tank sample, and 1 vessel oil sample), with an achievement rate of 100%. All samples are tested as qualified.
2.Diesel Vehicle Autonomous Management
(1)The target of signed autonomous management is 15 businesses, by November 30, 2022, 69 businesses signed, with an achievement of 100%.
(2)The target of guiding and promoting autonomous management should be above 50% of the qualified businesses of Taitung County: There are 43 businesses that own or hire more than 10 large diesel vehicles. By November 30, 2022, 34 businesses have met the requirements of Phase 4 or above, reaching 30%. Qualified businesses count reaches 79.1% ( more than 50%), with an achievement rate of 100%.
(3)The target of self inspection issued with self-management certification labels is 1000 labels. By November 30, 2022, 1,768 labels have been issued( 985 of dynamometer inspection, 783 of emission inspection station), with an achievement rate of 100%.
3.Maintenance and Inspection as A Dual Service
(1)The target of promoting vehicle maintenance shops in Taitung County to apply for vehicle repair permits is 5 companies.By November 30, 2022, actual count of promoting companies is 5, with an achievement rate of 100%.
(2)Certified vehicle maintenance shops are required to do instrument comparisons every month, By November 30, 2022, 11 times of comparisons have been conducted.
(3)Certified vehicle maintenance shops are required to do regular inspection every quarter of the year, by November 30, 2022, actual performance is 4 times.
(4)Certified vehicle maintenance shops are required to invite experts for the evaluation of the shops once. This was completed on October 11, 2022.
(5)By November 30, 2022, 474 vehicles were inspected after being repaired by certified maintenance shops( including 0 vehicles were rejected, rejection rate is 0.0%), which takes up 34.0% of the dynamometer inspection number; all 474 vehicles passed the inspection.
C.Handling reported cases of vehicles emitting black smoke exhaust
1.26 cases were reported, 12 of which did not meet the standard of notifying after our review of cases. The other 14 cases have been notified for inspection( all of them passed the inspection). All 14 reported cases have replied to the reporting parties.
2.Completed purchases of 500 rewards, with an achievement rate of 100.0%.
D.Publicity and Promotion Works of Diesel Vehicles Control Policies
1.It is required to host 1 public promotional presentation this year, by November 30, 2022, two presentations were hosted with an achievement rate of 100.0%.
2.Completed purchasing 500 pieces of promotional products, with an achievement rate of 100%.
3.Completed producing 500 promotional brochures, with an achievement rate of 100%.
4.Completed making 2 flag banners, with an achievement rate of 100.0%.
5.It is required to complete 1 education training related to the Project, by November 30, 2022, 1 education training is completed with an achievement rate of 100%.
6.It is required to complete 300 questionnaire surveys, by November 30, 2022, 305 surveys have been completed with an achievement rate of 100%.
7.Media Publicity
(1)Completed promoting policies with electronic signs in Taitung County. It is required to have at least 5 electronic sign checkpoints in the assigned months( April, July, and October), of which 15 checkpoints have been checked with an achievement rate of 100%.
(2)It is required to complete 2 times of radio broadcast, by November 30, 2022, 2 times of radio broadcast have been completed with an achievement rate of 100%.
E.Operation of Quality Management System of Diesel Vehicle Emission Inspection Station Lab
1.Maintain the qualification of TAF certification of the lab.
2.Annual fee 20,000 NTD has been paid to the inspection station on February 2, 2022.
3.Complete relevant measures of QA QC of the lab each season of the year, and provide relevant data to the EPB for reference. By November 30, 2022, 3 measures have been done, the 4th is expected to be conducted in November.
4.By November 30, 2022, 1 internal audit training has been completed with an achievement rate of 100%.
5.Completed hosting annual quality management review meeting once on November 17, 2022.
6.It is required to conduct monthly on-the-job training, 11 training in total are completed.
7.It is required to conduct proficiency comparison of the lab inspection personnels( EPB staff should be on site during the comparison), and multi-point calibrate inspection instruments in February, May, August, and November, 4 of the lab inspection personnels comparison and multi-point calibrate inspection have been completed in the specified months.
8.Execute testing of the emission inspection station, and design a new control chart according to the stability test in 2021. By November 30, 2022, no abnormal signs had occurred during the monthly audit tests.
9.Compare with at least 2 inspection stations from other cities, or conduct a correlation test comparison once with The Automotive Research ＆ Testing Center (ARTC). Completed 1 correlation test comparison with ARTC on April 19, 2022, with an achievement rate of 100%.
F.Air Quality Control of Clear Air Zone and the South-Link Highway Extension Project
1.Provide a patrol schedule to the EPB for reference before the 25th of each month.
2.Achievement of air quality control of Clear Air Zone: by November 30, 2022, 977 vehicles were inspected, 20 vehicles were visual emission evaluated and got notified, 607 vehicles were recognised by license plate recognition system, 350 vehicles were roadside inspected( out of all the 197 vehicles get pull over, 170 passes, 24 unqualified, with am unqualified date of 12.4%).
(1)It is required to have at least 20 vehicles that are visual mission evaluated and get notified: 16 vehicles passed the re-inspection, and 34 vehicles are notified, with an achievement rate of 100%.
(2)It is required to issue at least 160 air quality labels to vehicles that pass roadside inspection. By November 30, 2022, 161 labels had been issued with an achievement rate of 100%.
(3)Analyze data of traffic flow, vehicle types, and phases from license plate recognition system from January to October.
(4)It is required to notify the owners of at least 500 vehicles that have been data screened, and shown that these vehicles of 1 to 3 phases did not conduct inspection within the last year. By November 30, 2022, 607 vehicles have been notified, with an achievement rate of 100%.
3.Result of South-Link Highway Extension Project: 1,447 vehicles have been inspected from January 1, 2022 to November 30, 2022; 20 vehicles are visual emission evaluated and got notified , 1,131 vehicles were recognised by license plate recognition system and got notified, 296 vehicles were roadside inspected. According to phases, there were 1,241 vehicles in Phase 1 to Phase 3( 85.7%), 206 vehicles in Phase 4 to Phase 5( 14.7%).
(1)a.It is required to notify 20 vehicles through visual emission evaluation. 20 vehicles have been notified ( 16 vehicles have re-inspected, 2 vehicles were scrapped, 2 vehicles were automatically closing the case) with an achievement rate of 100%.
(2)b.It is required to execute roadside check on 200 vehicles, 194 vehicles have been checked( 179 vehicles passed, 15 vehicles unqualified, with an unqualified rate of 7.3%) , achievement rate is 97.0%. It is expected to be completed in November.
4.It is required to set up at least 3 low-pollution vehicle parking signs. The signs have been set up in May of 2022, with an achievement rate of 100%.
G.Promoting and Planning for Air Quality Maintenance Area
1.Data collecting and analyzing and planning air quality maintenance area: submit proposal of “Air Quality Maintenance Area of Mr. Brown Avenue of Chihshang Township in Taitung County and the Surrounding Area” to execute mobile pollution source control in April of 2022.
2.Mobile inspection service: executed 1 time in each month from March to June, performed 3 times in total, 157 vehicles were inspected, 150 qualified labels were issued. 7 vehicles were tested unqualified, and have been notified for improvement with deadlines.
3.Planning the construction of Air Quality Maintenance Area billboards: 4 billboards were constructed at the end of May.
4.Installation of license plate recognition system: 1 location was installed on May 24, 2022.
5.An explanatory meeting on the establishment of the Air Quality Maintenance Area was held on June 20, 2022.
6.A discussion conference on designating the Air Quality Maintenance Area was held on November 3, 2022.
7.2 micro sensors were installed by the end of May.
H.Operation and Equipment Maintenance of Dynamometer Emission Inspection Station
1.It is required to provide at least 30 evening sessions( 6PM-8PM) for the service; by November 30, 2022, 30 sessions have been executed with an achievement rate of 100%.
2.It is required to hold 4 education training lessons on the installation and operation of a torsiometer full-scale corrector in February, May, August, and November. 4 training lessons have been held in the assigned months, with an achievement rate of 100%.
I.Participate and Cooperate with EPA or EPB in Evaluation of Diesel Vehicle Emission Tests
1.It is required to propose a strategic plan in March about how to improve by analyzing and comparing the results of the national diesel vehicle evaluation and the results of the evaluation of Taitung County.
2.One on-site assessment was held with an achievement rate of 100%.
3.It is required to execute self-evaluation( or internal education training) regarding the preparation for the national assessment and deficiencies improvement at the end of each month, of which 11 internal education training sessions have been held.
J.Analyze the detection data of the last 3 years
See Part 3.10 in the Final Report for the detection data of the last 3 years analysis.
K.Cooperate with EPB and EPA in Relevant Control Policies, Assessment, and Reporting Data
1.Inspection of diesel vehicle SCR polluting elements: inspected and recorded 30 vehicles with diesel exhaust fluid, The inspection results of the urea concentration values are all between 32.0% and 35.0%, without abnormality.
2.Results of EPA performance evaluation
(1)Promote electric buses (1 point assigned), scored 1 point. By November of 2022, applied for 5 electric buses, and operated 2 buses.
(2)An evaluation report of implementation effectiveness on air quality maintenance area (1 point assigned), scored 1 point. The report was submitted on November 15, 2022.
(3)Setting and implementing a schedule for mobile polluting source control measure (3 points assigned), scored 3 points. Assigned Luye Highland as air quality maintenance area, started the control measure in July and submitted the schedule to EPA on November 15, 2022.
(4)Improvement on reducing diesel vehicle fleet pollution( 1.5 points assigned), scored 1.5 points. The goal is to improve 4 units, by November of 2022, improve 7 units with an achievement rate of 100%.
(5)Replace high polluting vehicles and improvement on reducing pollution caused by vehicles( 2 points assigned), scored 2 points. The goal is to help 137 vehicles, by November of 2022, help 164 vehicles with an achievement rate of 100%.
(6)Inspection report on diesel vehicles(1 point assigned), scored 1 point. Complete inspection on 2 abnormal vehicles by November 2022; complete inspection on 2 maintenance shops in the third season of the year, and finish by the end of September; complete inspection on 1 maintenance shop in the fourth season of the year, and finish by November.
(7)Operation of Diesel Vehicle Emission Inspection Station( 0.2 points assigned), scored 0.19 points. It is required to operate more than 230 days a year, by November of 2022, 227 operation days are recorded, of which 222 days are actual operating days( reasons of the 5 days without operating: 1 day was out of power, 1 days was under corrective maintenance, 3 days were removing dynamometer), with an achievement rate of 97.8%).
(8)Issue self-management certification labels(0.2 points assigned): 1,078 labels to be issued is the annual goal, by November of 2022, 1,898 labels are issued with an achievement rate of 176%, scored 0.2 points.
(9)EPA approved maintenance shops in 2022( 0.6 points assigned): 1 shop being approved is the annual goal. By November of 2022, 2 shops were approved with an achievement rate of 200%, scored 0.6 points.
(10)The reduction rate of old diesel vehicles in Taitung County( 0.5 points assigned), of which we scored 0.43 points. The goal of reduction rate is 6% (5,043 vehicles *6%=303 vehicles), by November of 2022, 258 old diesel vehicles were reduced, the reduction rate is 5.1%, with an achievement rate of 85.1%.
(11)The improvement of reducing pollution caused by construction machinery( 0.5 points assigned), scored 0.5 points. The annual control unit goal is 29 units. By November of 2022, 29 units were issued with self-management labels. According to the calculation formula, 58 units( 29 units*2) were improved, with an achievement rate of 100%.
3.Subsidizing related businesses with replacement of old large diesel vehicles of Phases 1 to Phase 3 and repair of fuel control systems or installation of air pollution prevention equipment.
(1)The reduction of pollution from the obsolete vehicles: the number of obsolete vehicles is 50, which reduces pollutants: TSP-3.3362 metric tons/year, PM10-2.9368 metric tons/year, and PM2.5-2.5973 metric tons/year.
(2)The reduction of pollution from vehicles that are repaired by qualified maintenance shops: 114 vehicles were repaired, which reduces pollutants: TSP-1.650 metric tons/year, PM10-1.650 metric tons/year, and PM2.5- 1.518 metric tons/year.
