111年度花蓮縣柴油車檢驗計畫

中文摘要 依據環保署相關統計資料顯示, 我國PM2.5 境外傳輸來源比率約為34%~40%,境內污染源比率約為60%~66%,而境內污染源中,移動源影響比率約為30%~37%、工業源約為27%~31%,其他污染源約為32%~43%,其中屬移動源中柴油車所排出之粒狀污染物,為影響空氣品質主要污染來源之一,為管制本縣柴油引擎為主之移動性污染源,降低其污染排放量,以減少空氣污染對縣民造成之健康危害,花蓮縣環境保護局於本年度持續執行111年度「花蓮縣柴油車檢驗計畫」,執行各項柴油車管制相關業務,其主要工作為辦理排煙站檢測、路邊攔檢稽查、柴油車油品檢測及各項行政相關工作,並針對環保署重大政策,協助推動設籍本轄第1至3期老舊大型柴油車主,配合中央政策申請汰舊換車、污染調修及加裝空氣污染防制設備等補助宣導作業,以持續維護本縣良好空氣品質。 依據交通部公路總局「蘇花公路改善計畫環境影響說明書」資料,蘇花改第一階段蘇澳東澳段已於107年2月通車,另於同年5 月7 日開放大客車通行,而108 年中旬則已開放大貨車通行,此外蘇花改全線,已於109年1月6 日通車,另於110年1月19日開放大貨車通行,由於蘇花改為花蓮縣與宜蘭縣之重要聯外道路,為加強管制行駛該路段之柴油車,本計畫於蘇花改沿線道路執行路邊稽查、目視判煙及油品抽測等相關稽查作業,此外,亦已於109年3月,於中仁隧道北上入口及仁水隧道南下入口,各完成架設1 套車牌辨識系統,並依據車牌辨識資料庫篩選後寄發主動到檢或補助宣導通知單,以即時掌控行駛該路段之柴油車及補助政策曝光度,並執行蘇花改車流量調查及長隧道空氣污染物統整作業。

For various diesel vehicle control-related businesses, its main work is to handle smoke station inspection, roadside inspection and inspection, diesel vehicle oil product inspection and various administrative related work, and assist in the promotion of the establishment of the first jurisdiction in accordance with the major policies of the Environmental Protection Agency.
