111年度雲林縣濁水溪河川揚塵監測宣導暨環境清理計畫
| 中文摘要 | 行政院於107年核定3年11億餘元的「濁水溪揚塵防制及改善行動方案」，區分「水利」、「造林」及「防災應變」三大主軸，主要由水利署等負責「水利」治本工作，農委員等負責「造林」治本工作，環保署與地方政府負責預警監測及「防災應變」等治標工作，治理原則為：分段整治、河道整理、減少裸露地及降低揚塵等四項為主，鑒於推動揚塵防制工作對於當地環境品質改善確有明顯助益，爰第一期濁水溪揚塵防制及改善行動方案執行完成後，續辦理第二期行動方案(110年-112年)，提升濁水溪兩岸居民生活環境品質。 第二期行動方案各單位本權責分工，因地、因時制宜進行濁水溪揚塵改善措施，以「擴大管制面向，全面施作，提前應變，源頭管制」四大面向。本計畫依據109年8月行政院核定「濁水溪揚塵防制及改善第二期行動方案（110年-112年）」，雲林縣環境保護局主要職責為空品監測預警通報、應變、宣導、環境清理等工作項目，而為能有效並完成權責分工項目，努力防制河川揚塵與降低空氣品質不良時之環境負荷，特執行本計畫藉以達成改善行動方案目標。依據「濁水溪揚塵防制及改善行動方案」，108年河川揚塵事件日目標為41天，在中央與地方共同治理下，109年揚塵事件日發生9天，110年揚塵事件日發生6天，111年揚塵事件日僅發生2天，相關量化結果均顯示濁水溪河川揚塵已獲得改善。 | ||

Yunlin County Zhuoshui River Dust Publicity, Response Control and Environmental Cleanup Plan in 2022
| 英文摘要 | In 2018, the Executive Yuan approved the 3-year, 1.1 billion-plus "Action Plan for Prevention and Improvement of Dust in Zhuoshui River", which distinguishes the three main axes of "water conservancy", "forestation" and "disaster prevention and response". "For root cause work, the Agriculture Committee and others are responsible for the root cause work of "afforestation". The Environmental Protection Agency and local governments are responsible for early warning monitoring and "disaster prevention and response" and other temporary work. In view of the fact that the promotion of dust prevention and control work is of great help to the improvement of local environmental quality, after the implementation of the first phase of the Zhuoshuixi dust prevention and improvement action plan is completed, the second phase of the action plan (2021 to 2023 Years), to improve the living environment quality of the residents on both sides of the Zhuoshui River. In the second phase of the action plan, each unit has a division of powers and responsibilities, and carries out measures to improve the dust in the Zhuoshui River according to the local and timely conditions, with the four aspects of "expanding the scope of control, comprehensive implementation, early response, and source control". This plan is based on the "Zhuoshui River Dust Control and Improvement Phase II Action Plan (2021-2023)" approved by the Executive Yuan in August 2020. The main responsibilities of the Yunlin County Environmental Protection Bureau are air product monitoring, early warning notification, response, Propaganda, environmental cleanup and other work items, in order to effectively and complete the division of power and responsibility projects, strive to prevent river dust and reduce the environmental load when the air quality is poor, this plan is implemented to achieve the goal of the improvement action plan. According to the "Action Plan for Prevention and Improvement of Dust in Zhuoshui River", the goal of dust incidents in rivers in 2019 is 41 days. Under the joint governance of the central and local governments, dust incidents will occur on 9 days in 2020 and 6 days in 2021.
